This report documents the results of a project undertaken to develop an ultra-high-accuracy measurement capability, which is necessary to address a rising trend toward miniaturized mechanical products exhibiting dramatically reduced product tolerances. A significant improvement in measurement capability is therefore required to insure that a 4:1 ratio can be maintained between product tolerances and measurement uncertainty.

The ab initio no-core shell model (NCSM) is extended to include a realistic three-body interaction in calculations for p-shell nuclei. They present results of first applications using the Argonne V8' nucleon-nucleon (NN) potential and the Tucson-Melbourne TM'(99) three-nucleon interaction (TNI). In addition to increase of binding energy, they observe a trend toward level-ordering and level-spacing improvement in comparison to experiment. With the TNI they obtain a correct ground-state spin for {sup 10}B contrary to calculations with NN potentials only. They also investigate neutrino-{sup 12}C exclusive cross sections and muon capture on {sup 12}C. They show that realistic nucleon-nucleon interactions underpredict the experimental cross sections by a factor of two or more. By including the TNI a much better agreement with experiment is achieved along with an encouraging trend.

To produce a specific grain size in metallic coatings requires precise control of the time at temperature during the deposition process. Aluminum coatings are deposited using electron-beam evaporation onto heated substrate surfaces. The grain size of the coating is determined upon examination of the microstructure in plan view and cross-section. Ideal grain growth is observed over the entire experimental range of temperature examined from 413 to 843 K. A transition in the activation energy for grain growth from 0.7 to 3.8 eV {center_dot} atom{sup -1} is observed as the temperature increases from <526 K to >588 K. The transition is indicative of the dominant mechanism for grain growth shifting with increasing temperature from grain boundary to lattice diffusion.

There is considerable debate in the Earth sciences over the composition, thermal history, and dynamics of Earth's inner core. The details of structural models are based on precious few seismological observations of PKP travel times, due to the uneven distribution of large earthquakes and recording stations around the globe. Using state-of-the-art signal-processing techniques to measure and compile a unique set of global travel time data of surface-reflected seismic waves that propagate through the center of Earth (PKPPKP waves), we propose to investigate the existence of the innermost inner core. We will carry out a systematic investigation to determine the configuration of inner core anisotropy, which is currently biased by a limited spatial sampling of the inner core by PKP waves. We expect to collect data set of waveforms and identify PKPPKP energy arrivals on existing seismological records in a systematic form. We expect to demonstrate whether or not the existence of the innermost inner core can be supported by seismological data and to provide major constraints on the amount of inner core anisotropy. The question of the anisotropy of the electron scattering in high temperature superconductors is investigated using high resolution angle-resolved photoemission data from Pb-doped Bi2Sr2CaCu2O8(Bi2212) with suppressed superstructure. The scattering rate of low energy electrons along two bilayer split pieces of the Fermi surface is measured (via the quasiparticle peak width), and no increase of scattering towards the antinode (Pi,0) region is observed, contradicting the expectation from Q=(Pi, Pi) scattering. The results put a limit on the effects of Q=(Pi, Pi) scattering on the electronic structure of this overdoped superconductor with still very high Tc.

Historically, most employers that have sponsored retirement savings plans under §401(k) of the Internal Revenue Code (IRC) have required employees to decide whether to enroll in the plan. The Internal Revenue Service (IRS) has issued rulings to inform employers that current law allows them to enroll employees automatically, provided that the employee is notified in advance and is permitted to leave the plan.

Belarusian President Aleksandr Lukashenko snuffed out Belarus's modest progress toward democracy and a free market economy in the early 1990s and created an authoritarian, Soviet-style regime. Belarus held parliamentary elections in September 2008. Supporters of the government won all of the seats in the vote, which was criticized by the U.S., EU, and OSCE as falling short of international standards. Belarus's economy is the most unreformed in Europe, according to most observers. The purpose of this scientific analysis report is threefold: (1) Present a conceptual framework of igneous activity in the Yucca Mountain region (YMR) consistent with the volcanic and tectonic history of this region and the assessment of this history by experts who participated in the probabilistic volcanic hazard analysis (PVHA) (CRWMS M&O 1996 [DIRS 100116]). Conceptual models presented in the PVHA are summarized and applied in areas in which new information has been presented. Alternative conceptual models are discussed, as well as their impact on probability models. The relationship between volcanic source zones defined in the PVHA and structural features of the YMR are described based on discussions in the PVHA and studies presented since the PVHA. (2) Present revised probability calculations based on PVHA outputs for a repository footprint proposed in 2003 (BSC 2003 [DIRS 162289]), rather than the footprint used at the time of the PVHA. This analysis report also calculates the probability of an eruptive center(s) forming within the repository footprint using information developed in the PVHA. Chromosomal mosaicism in human preimplantation embryos is a common cause ofspontaneous abortions, however, our knowledge of its etiology is limited. We used multicolor fluorescence in situ hybridization (FISH) painting to investigate whether paternally-transmitted chromosomal aberrations result in mosaicism in mouse 2-cell embryos. Paternal exposure to acrylamide, an important industrial chemical also found in tobacco smoke and generated during the cooking process of starchy foods, produced significant increases in chromosomally defective 2-cell embryos, however, the effects were transient primarily affecting the postmeiotic stages of spermatogenesis. Comparisons with our previous study of zygotes demonstrated similar frequencies of chromosomally abnormal zygotes and 2-cell embryos suggesting that there was no apparent selection against numerical or structural chromosomal aberrations. However, the majority of affected 2-cell embryos were mosaics showing different chromosomal abnormalities in the two blastomeric metaphases. Analyses of chromosomal aberrations in zygotes and 2-cell embryos showed a tendency for loss of acentric fragments during the first mitotic division ofembryogenesis, while both dicentrics and translocations apparently underwent propersegregation. These results suggest that embryonic development can proceed up to the end of the second cell cycle of development in the presence of abnormal paternal chromosomes and that even dicentrics can persist through cell division.
