DNA Testing for Law Enforcement: Legislative Issues for Congress

DNA evidence is a powerful forensic tool in criminal cases. Its use and capabilities have increased substantially since it was first introduced in the late 1980s. That growth has led to the emergence of the following issues that were considered by the 106th Congress in legislative initiatives: eliminating the nationwide backlog of unanalyzed DNA samples, expanding the kinds of offenders who are profiled, providing opportunities for post-conviction testing of DNA evidence, and continuing development of forensic science capabilities. This report discusses those and related issues and the legislation proposed and enacted to address them. It begins by describing provisions in prior federal law and then discusses issues and the legislation proposed, including the enacted DNA Analysis Backlog Elimination Act of 2000 (H.R. 4640, which became P.L. 106-546).

Homeland Security: Management Challenges Remain in Transforming Immigration Programs

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) assumed responsibility for the immigration enforcement and services programs of the former Immigration and Naturalization Service (INS) in 2003. The three DHS bureaus with primary responsibility for immigration functions are U.S. Customs and Border Protection (CBP), U.S. Citizenship and Immigration Services (CIS), and U.S. Immigration and Customs Enforcement (ICE). This transfer creates a great opportunity for DHS to address long-standing management and operational problems within INS. The Homeland Security Act requires GAO to review the transfer of immigration functions to DHS. In response, this report assesses the status of (1) communication and coordination of roles and responsibilities, (2) integration of immigration and customs investigators in ICE, and (3) administrative services and systems in CBP, CIS, and ICE."

Pybus -- A Python Software Bus

A software bus, just like its hardware equivalent, allows for the discovery, installation, configuration, loading, unloading, and run-time replacement of software components, as well as channeling of inter-component communication. Python, a popular open-source programming language, encourages a modular design on software written in it, but it offers little or no component functionality. However, the language and its interpreter provide sufficient hooks to implement a thin, integral layer of component support. This functionality can be presented to the developer in the form of a module, making it very easy to use. This paper describes a Pythonmodule, PyBus, with which the concept of a ''software bus'' can be realized in Python. It demonstrates, within the context of the ATLAS software framework Athena, how PyBus can be used for the installation and (run-time) configuration of software, not necessarily Python modules, from a Python application in a way that is transparent to the end-user.

Classroom HVAC: Improving ventilation and saving energy -- field study plan

The primary goals of this research effort are to develop, evaluate, and demonstrate a very practical HVAC system for classrooms that consistently provides classrooms (CRs) with the quantity of ventilation in current minimum standards, while saving energy, and reducing HVAC-related noise levels. This research is motivated by the public benefits of energy efficiency, evidence that many CRs are under-ventilated, and public concerns about indoor environmental quality in CRs. This document provides a summary of the detailed plans developed for the field study that will take place in 2005 to evaluate the energy and IAQ performance of a new classroom HVAC technology. The field study will include measurements of HVAC energy use, ventilation rates, and IEQ conditions in 10 classrooms with the new HVAC technology and in six control classrooms with a standard HVAC system. Energy use and many IEQ parameters will be monitored continuously, while other IEQ measurements will be will be performed seasonally. Continuously monitored data will be remotely accessed via a LonWorks network. Instrument calibration plans that vary with the type of instrumentation used are established. Reflection-Based Python-C++ Bindings

Python is a flexible, powerful, high-level language with excellent interactive and introspective capabilities and a very clean syntax. As such, it can be a very effective tool for driving physics analysis. Python is designed to be extensible in low-level C-like languages, and its use as a scientific steering language has become quite widespread. To this end, existing and custom-written C or C++ libraries are bound to the Python environment as so-called extension modules. A number of tools for easing the process of creating such bindings exist, such as SWIG and Boost. Python. Yet, the process still requires a considerable amount of effort and expertise. The C++ language has few built-in introspective capabilities, but tools such as LCGDict and CINT add this by providing so-called dictionaries: libraries that contain information about the names, entry points, argument types, etc. of other libraries. The reflection information from these dictionaries can be used for the creation of bindings and so the process can be fully automated, as dictionaries are already provided for many end-user libraries for other purposes, such as object persistency. PyLCGDict is a Python extension module that uses LCG dictionaries, as PyROOT uses CINT reflection information, to allow /cwPython users to access …

Mechanical Assessment of the Waste Package Subject to Vibratory Motion

The purpose of this document is to provide an integrated overview of the calculation reports that define the response of the waste package and its internals to vibratory ground motion. The calculation reports for waste package response to vibratory ground motion are identified in Table 1-1. Three key calculation reports describe the potential for mechanical damage to the waste package, fuel assemblies, and cladding from a seismic event. Three supporting documents have also been published to investigate sensitivity of damage to various assumptions for the calculations. While these individual reports present information on a specific aspect of waste package and cladding response, they do not describe the interrelationship between the various calculations and the relationship of this information to the seismic scenario class for Total System Performance Assessment-License Application (TSPA-LA). This report is designed to fill this gap by providing an overview of the waste package structural response calculations.

Engineering Spectral Control Using Front Surface Filters for Maximum TPV Energy Conversion System Performance

Energy conversion efficiencies of better than 23% have been demonstrated for small scale tests of a few thermophotovoltaic (TPV) cells using front surface, tandem filters [1, 2]. The engineering challenge is to build this level of efficiency into arrays of cells that provide useful levels of energy. Variations in cell and filter performance will degrade TPV array performance. Repeated fabrication runs of several filters each provide an initial quantification of the fabrication variation for front surface, tandem filters for TPV spectral control. For three performance statistics, within-run variation was measured to be 0.7-1.4 percent, and run-to-run variation was measured to be 0.5-3.2 percent. Fabrication runs using a mask have been shown to reduce variation across interference filters from as high as 8-10 percent to less than 1.5 percent. Finally, several system design and assembly approaches are described to further reduce variation.

Top physics: measurement of the tt-bar production cross section in pp-bar collisions at s**(1/2) = 1.96 tev using dilepton event

We report a measurement of the t{bar t} production cross section using dilepton events with jets and missing transverse energy in p{bar p} collisions at a center-of-mass energy of 1.96 TeV. Using a 197 {+-} 12 pb{sup -1} data sample recorded by the upgraded Collider Detector at Fermilab, we use two complementary techniques to select candidate events. We compare the number of observed events and selected kinematical distributions with the predictions of the standard model and find good agreement. The combined result of the two techniques yields a t{bar t} production cross section of 7.0{sub -2.1}{sup +2.4}(stat){sub -1.1}{sup _1.6}(syst) {+-} 0.4(lum) pb.

Characterize Framework for Igneous Activity at Yucca Mountain, Nevada

The purpose of this scientific analysis report is threefold: (1) Present a conceptual framework of igneous activity in the Yucca Mountain region (YMR) consistent with the volcanic and tectonic history of this region and the assessment of this history by experts who participated in the probabilistic volcanic hazard analysis (PVHA) (CRWMS M&O 1996 [DIRS 100116]). Conceptual models presented in the PVHA are summarized and applied in areas in which new information has been presented. Alternative conceptual models are discussed, as well as their impact on probability models. The relationship between volcanic source zones defined in the PVHA and structural features of the YMR are described based on discussions in the PVHA and studies presented since the PVHA. (2) Present revised probability calculations based on PVHA outputs for a repository footprint proposed in 2003 (BSC 2003 [DIRS 162289]), rather than the footprint used at the time of the PVHA. This analysis report also calculates the probability of an eruptive center(s) forming within the repository footprint using information developed in the PVHA.
