Some argue that this reorganization of border inspections has been long needed and is resulting in a more streamlined and efficient set of procedures at the border with a clear, single, chain of command. One has been its total withdrawal, the other--of more recent origin--its extension on a permanent basis.

Aviation Security-Related Findings and Recommendations of the 9/11 Commission

In response to the 9/11 Commission’s aviation security-related recommendations, two bills — H.R. 5121 and H.R. 10 — introduced in the House contain several provisions to enhance aviation security. Additionally, floor amendments to S. 2845, the National Intelligence Reform Act of 2004, contain numerous aviation security provisions, many of which address 9/11 Commission recommendations related to aviation safety. S. 2845 was passed (96-2) by the Senate on October 6, 2004. The House passed H.R. 10 on October 8 by a vote of 282-134. A conference has been requested to resolve numerous differences between H.R. 10 and S. 2845.

Latin America: Terrorism Issues and Implications for U.S. Policy

Latin American nations strongly condemned the September 11, 2001 attacks on NewYork and Washington and took action through the Organization of American States and the Rio Treaty to strengthen hemispheric cooperation against terrorism and express solidarity with the United States. Many nations are taking actions to investigate possible regional linkages with the Osama bin Laden terrorist network, and to ensure that their financial sectors are not being used by terrorists. In the aftermath of the attacks, the U.S. policy toward the region will likely include a re-invigorated security agenda, with the development of new cooperative mechanisms against terrorism. The terrorist attacks will have implications in several areas, including the extent of hemispheric cooperation against terrorism, anti-money laundering efforts, Andean counter-narcotics strategy, the trade agenda, regional economic stability, and policy toward Mexico and Cuba.

Agricultural Issues in the 109th Congress

A number of issues affecting U.S. agriculture are receiving attention during the 109th Congress. The agriculture committees are required by the FY2006 budget resolution to report legislation this year that reduces spending on mandatory food and agriculture support programs by $3 billion over the next five years. Other issues of importance to agriculture during the 109th Congress include the possible reauthorization of an expiring dairy support program; consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; and a number of agricultural marketing matters. This report will be updated if significant developments ensue.
