The Budget for Fiscal Year 2005
The Congressional Budget Office’s (CBO) January 2004 budget report for FY2005 (the Budget and Economic Outlook: Fiscal Years 2005-2014) estimated the FY2005 baseline deficit at $362 billion. CBO’s report provided estimates of the costs of selected alternative policies (measured from the baseline), such as estimates of the cost of extending the tax cuts, reforming the AMT, and discretionary spending growing at various rates.

Renewal Communities and New Markets Initiatives: Legislation in the 106th Congress
On May 23, 2000, President Clinton and Speaker Dennis Hastert announced a bipartisan agreement on a renewal communities and new markets legislative initiative which would provide tax credits and investment guarantees designed to draw equity capital into impoverished areas. Following two months of negotiations over the specific language of the initiative, H.R. 4923 was introduced on July 24, and passed by the House under suspension of the rules the following day

India and Pakistan: Current U.S. Economic Sanctions
In 1998, India and Pakistan each conducted tests of nuclear explosive devices, drawing world condemnation. The United States and a number of India’s and Pakistan’s major trading partners imposed economic sanctions in response. Most U.S. economic sanctions were lifted or eased within a few months of their imposition, however, and Congress gave the President the authority to remove all remaining restrictions in 1999.

Changing Causes of the U.S. Trade Deficit
The nation’s trade deficit is equal to the imbalance between national investment and national saving. The borrowing needs of the U.S. private sector declined, the public sector borrowing needs increased, and a stable U.S. national saving investment gap continued to be filled by foreign lending as a result. This is largely the result of a few Asian countries purchasing U.S. assets to mitigate or prevent their currencies from appreciating against the dollar.

The Americans with Disabilities Act: Legislation Concerning Notification Prior to Initiating Legal Action
The Americans with Disabilities Act (ADA) provides broad nondiscrimination protection in employment, public services, and public accommodation and services operated by private entities. Since the 106th Congress, legislation has been introduced to require plaintiffs to provide notice to the defendant prior to filing a complaint regarding public accommodations. In the 109th Congress, H.R. 2804 was introduced by Representative Foley to amend title III of the ADA to require notification.

Nuclear Arms Control: The Strategic Offensive Reductions Treaty
On May 24, 2002, President Bush and Russia's President Putin signed the Strategic Offensive Reductions Treaty (known as the Treaty of Moscow) that will reduce strategic nuclear weapons to between 1,700 and 2,200 warheads by December 31, 2012. Russia convinced the United States to sign a legally binding treaty, but the United States rejected any limits and counting rules that would require the elimination of delivery vehicles and warheads removed from service. It wanted the flexibility to reduce its forces at its own pace, and to restore warheads to deployed forces if conditions warranted. Russian officials have hailed the success of Russia's diplomacy in convincing the United States to sign a legally binding Treaty that casts Russia as an equal partner in the arms control process.

The following casualty data was compiled by the Department of Defense (DOD), as tallied from the agency's press release. Table 1 provides statistics on fatalities during Operation Iraqi Freedom, which began on March 19, 2003, and is ongoing, as well as on the number of fatalities since May 1, 2003, plus statistics on those wounded, but not killed, since March 19, 2003.
