System Configuration Management Implementation Procedure for the Cold Vacuum Drying Facility Monitoring and Control System
The purpose of this document is to establish the System Configuration Management Implementation Procedure (SCMIP) for the Cold Vacuum Drying Facility (CVDF) Monitoring and Control System (MCS). This procedure provides configuration management for the process control system. The process control system consists of equipment hardware and software that controls and monitors the instrumentation and equipment associated with the CVDF processes. Refer to SNF-3090, Cold Vacuum Drying Facility Monitoring and Control System Design Description, HNF-3553, Annex B, Safety Analysis Report for the Cold Vacuum Drying Facility, and AP-CM-6-037-00, SNF Project Process Automation Software and Equipment Configuration. This SCMIP identifies and defines the system configuration items in the control system, provides configuration control throughout the system life cycle, provides configuration status accounting, physical protection and control, and verifies the completeness and correctness of these items.

Report on HVAC Option Selections for a Relocatable Classroom Energy and Indoor Environmental Quality Field Study
It is commonly assumed that efforts to simultaneously develop energy efficient building technologies and to improve indoor environmental quality (IEQ) are unfeasible. The primary reason for this is that IEQ improvements often require additional ventilation that is costly from an energy standpoint. It is currently thought that health and productivity in work and learning environments requires adequate, if not superior, IEQ. Despite common assumptions, opportunities do exist to design building systems that provide improvements in both energy efficiency and IEQ. This report outlines the selection of a heating, ventilation, and air conditioning (HVAC) system to be used in demonstrating such an opportunity in a field study using relocatable school classrooms. Standard classrooms use a common wall mounted heat pump HVAC system. After reviewing alternative systems, a wall-mounting indirect/direct evaporative cooling system with an integral hydronic gas heating is selected. The anticipated advantages of this system include continuous ventilation of 100 percent outside air at or above minimum standards, projected cooling energy reductions of about 70 percent, inexpensive gas heating, improved airborne particle filtration, and reduced peak load electricity use. Potential disadvantages include restricted climate regions and possible increases in indoor relative humidity levels under some conditions.

Atomic-Based Calculations of Two-Detector Doppler-Broadening Spectra
We present a simplified approach for calculating Doppler broadening spectra based purely on atomic calculations. This approach avoids the need for detailed atomic positions, and can provide the characteristic Doppler broadening momentum spectra for any element. We demonstrate the power of this method by comparing theory and experiment for a number of elemental metals and alkali halides. In the alkali halides, the annihilation appears to be entirely with halide electrons.

Country-of-Origin Labeling for Foods
Federal law requires most imports, including many food items, to bear labels informing the “ultimate purchaser” of their country of origin. Meats, produce, and several other raw agricultural products generally have been exempt. The omnibus farm law (P.L. 107-171) signed on May 13, 2002, contains a requirement that many retailers provide, starting on September 30, 2004, country-of-origin labeling (COOL) on fresh fruits and vegetables, red meats, seafood, and peanuts. The program is voluntary until then. USDA on October 8, 2002, issued guidelines for the voluntary labeling program.

Agriculture and Fast Track or Trade Promotion Authority
New “fast track” (or, trade promotion) authority (TPA) is at issue in the 107th Congress. Such authority could enable the Administration to submit negotiated foreign trade agreements to Congress for consideration under expedited procedures. Efforts to renew this authority, which expired in 1994, have not succeeded since then. Many agricultural and food industry interests are among the export-oriented enterprises that support TPA, arguing that foreign trading partners will not seriously negotiate with an Administration that lacks it. However, some farm groups argue that fast track ultimately will lead to new agreements that could have adverse effects on U.S. producers, at least in some commodity sectors.

Protocols for Thermoluninescence and Optically Stimulated Luminescence Research at DOSAR
The Life Sciences Division (LSD) of Oak Ridge National Laboratory (ORNL) has a long record of radiation dosimetry research at the Dosimetry Applications Research (DOSAR) facility complex. These facilities have been used by a broad segment of the research community to perform a variety of experiments in areas including, but not limited to, radiobiology, radiation dosimeter and instrumentation development and calibration, and materials testing in a variety of radiation environments. Collaborations with the University of Tennessee-Knoxville (UTK) have also led to important contributions in the area of archaeometry, particularly as it relates to the use of radiation dosimetry to date archaeological artifacts. This manual is to serve as the primary instruction and operation manual for dosimetric and archaeometric research at DOSAR involving thermoluminescence (TL) and optically stimulated luminescence (OSL). Its purpose is to (1) provide protocols for common practices associated with the research, (2) outline the relevant organizational structure, (3) identify the Quality Assurance plan, and (4) describe all the procedures, operations, and responsibilities for safe and proper operation of associated equipment. A Modeling Study Evaluating the Thermal-Hydrological Conditions In and Near Waste Emplacement Tunnels At Yucca Mountain
In heated tunnels such as those designated for emplacement of radioactive waste at the proposed geologic repository at Yucca Mountain, temperature gradients cause natural convection processes that may significantly influence the moisture conditions in the tunnels and in the surrounding fractured rock. Large-scale convection cells in the heated tunnels would provide an effective mechanism for turbulent mixing and axial transport of vapor generated from evaporation of pore water in the nearby formation. As a result, vapor would be transported from the elevated-temperature sections of the tunnels into cool end sections (where no waste is emplaced), would condense there, and subsequently drain into underlying rock units. To study these processes, we have developed a new simulation method that couples existing tools for simulating thermal-hydrological (TH) conditions in the fractured formation with a module that approximates turbulent natural convection in heated emplacement drifts. The new method simultaneously handles (1) the flow and energy transport processes in the fractured rock, (2) the flow and energy transport processes in the cavity, and (3) the heat and mass exchange at the rock-cavity interface. Methods for Calibrating Basin-Wide Hydroacoustic Propagation in the Indian Ocean
This collaborative project was designed to test and compare methods for achieving full ocean basin propagation of hydroacoustic signals in the 5-100 Hz frequency band. Plans for a systematic calibration of the International Monitoring System (IMS) for nuclear testing were under consideration in 2000/2001. The results from this project provide information to guide such planning for future ocean basin calibration work. Several acoustic source types were tested during two sea-going experiments and most were successful at generating signals that propagated hundreds to thousands of km to be recorded at the Indian Ocean IMS hydrophone stations. Development and numerical modeling of imploding glass sphere sources was one component of this testing. The intent was to design a relatively simple-to-use source that is not subject to restrictions that can limit use of explosive charges, but whose signal is large enough to propagate 100-1000's km range. Analysis of IMS hydrophone data recording during the experiments was used to illustrate the extent of energy loss during signal propagation and to assess the accuracy with which the small acoustic sources could be located using methods typically employed for nuclear monitoring.
