Historic plaque - Stagecoach Stand
Photograph of a historic plaque in Clarksville, Texas. It reads: "Stagecoach Stand, C. S. A. Across the street from this site, and facing the county courthouse which was later (1885) torn down, the Donoho Hotel and State Stand operated during the Civil War, 1861-65. Travel in those years was heavy, soldiers arriving in Texas from Arkansas, Indian Territory or elsewhere would catch the stage here for home. Many called by to give news to the Clarksville "Standard", one of fewer than 20 Texas papers to be published throughout the war. The "Standard's" emphasis on personal news from camps was valued by soldiers' families. Stagecoach passengers for Marshall left at 4 a.m. Monday, Wednesday and Friday, going by Daingerfield and Jefferson, where steamer connections could be made. Railroad and stage connections were made at Marshall, 42 hours after the coach left here. The stage to Waco every second day went by Paris, Bonham, McKinney, Dallas, Waxahachie and Hillsboro, arriving in 4 days, 14 hours. Connections made in Waco included Henderson, Hempstead, Nacogdoches and San Antonio. 31 stage lines in Confederate Texas hauled mail, soldiers, civilians. 26 made connections with railroads or steamships, expediting travel. Historic plaque - Red River County Jail
Photograph of a historic plaque in Clarksville, Texas. It reads: "Red River County Jail. This building was completed in 1889 as the second jail for Red River County. Architects Maj. S. B. Haggart and Marshall Sanguinet designed the structure as a companion building to the county courthouse, which had been completed five years earlier. The elaborate high Victorian Italianate styling of the Red River County Jail features finely crafted stonework and intricate metal cornices. Recorded Texas Historic Landmark - 1982."

United States Fire Administration: An Overview
The U.S. Fire Administration (USFA) - which includes the National Fire Academy (NFA) - is currently an entity within the Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS). The objective of the USFA is to significantly reduce the nation's loss of life from fire, while also achieving a reduction in property loss and non-fatal injury due to fire. This report describes and analyzes the Administration's FY2009 budget proposal, as well as related information and legislation.

U.S. Trade Deficit and the Impact of Rising Oil Prices
Petroleum prices have continued to rise sharply in 2008, at one time reaching more than $140 per barrel of crude oil. At the same time the average monthly volume of imports of energy-related petroleum products has fallen slightly. The combination of sharply rising prices and a slightly lower level of imports of energy-related petroleum products translates into an escalating cost for those imports. The prices of energy imports have been on a steady rise since summer of 2007, defying the pattern of declining energy import prices in the fall. This report provides an estimate of the initial impact of the rising oil prices on the nation's merchandise trade deficit.

Military Aircraft: The Joint Cargo Aircraft Program
Joint Cargo Aircraft (JCA) is a joint acquisition program between the Army and Air Force intended to procure a commercial off-the-shelf aircraft capable of meeting Army and Air Force requirements for intra-theater airlift. The C-27J Spartan, built by L-3 Communications, was awarded the JCA contract in 2007. This is an update of a report by William Knight and will be updated as conditions warrant.

FY2009 Appropriations for State and Local Homeland Security
Congress appropriated, in P.L. 110-329, approximately $4.36 billion for state and local homeland security assistance programs. This is approximately $135 million more than was appropriated in FY2008 ($4.22 billion). Congress chose not to fund the Real ID program in FY2009, however, it did appropriate funding ($2 million) for a new assistance program titled the Center for Counterterrorism and Cyber Crime at Norwich University in Northfield, Vermont.
