Tough, bio-inspired hybrid materials

The notion of mimicking natural structures in the synthesis of new structural materials has generated enormous interest but has yielded few practical advances. Natural composites achieve strength and toughness through complex hierarchical designs extremely difficult to replicate synthetically. Here we emulate Nature's toughening mechanisms through the combination of two ordinary compounds, aluminum oxide and polymethylmethacrylate, into ice-templated structures whose toughness can be over 300 times (in energy terms) that of their constituents. The final product is a bulk hybrid ceramic material whose high yield strength and fracture toughness ({approx}200 MPa and {approx}30 MPa{radical}m) provide specific properties comparable to aluminum alloys. These model materials can be used to identify the key microstructural features that should guide the synthesis of bio-inspired ceramic-based composites with unique strength and toughness.

The Uniformed and Overseas Citizens Absentee Voting Act: Background and Issues

Members of the military and U.S. citizens who live abroad are eligible to register and vote absentee in federal elections under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986. The law was enacted to improve absentee registration and voting for this group of voters and to consolidate existing laws. This report summarizes the UOCAVA and details modifications and improvements to the UOCAVA since its inception, as well as related pieces of legislation.

1895 Ellis County Courthouse Typical Entrance

Photograph of a typical entrance set in an inside corner on the 1895 Ellis County Courthouse in downtown Waxahachie, Texas. There are four main entrances set on the cardinal points of the compass. The Romanesque building was designed by architect James Riley Gordon. The building is massive limestone in gray for the foundation and Burnet limestone for structure, columns of rose colored granite columns, Pecos Red sandstone was used for arches, columns, and string courses. There are eagles and gargoyles for ornamentation.

Interview with Earl E. Ambrose, Korean War veteran, as part of the Tarrant County War Veterans Oral History Project. The interview includes Ambrose's personal experiences of childhood, basic training, volunteering for service in Korea, and attending Arlington State College using GI Bill benefits. Additionally, Ambrose discusses family experiences in military service, the decision to join the Marines, assignments to Quantico and Yorktown, Virginia, his brief combat experience and assignment to the Main Line of Resistance near the Imjin River, his discharge from the Marines, and his career with Bell Helicopter.

The Accelerator Markup Language and the Universal Accelerator Parser

A major obstacle to collaboration on accelerator projects has been the sharing of lattice description files between modeling codes. To address this problem, a lattice description format called Accelerator Markup Language (AML) has been created. AML is based upon the standard eXtensible Markup Language (XML) format; this provides the flexibility for AML to be easily extended to satisfy changing requirements. In conjunction with AML, a software library, called the Universal Accelerator Parser (UAP), is being developed to speed the integration of AML into any program. The UAP is structured to make it relatively straightforward (by giving appropriate specifications) to read and write lattice files in any format. This will allow programs that use the UAP code to read a variety of different file formats. Additionally, this will greatly simplify conversion of files from one format to another. Currently, besides AML, the UAP supports the MAD lattice format.

Agricultural Disaster Assistance

The U.S. Department of Agriculture (USDA) offers several permanently authorized programs to help farmers recover financially from a natural disaster, including federal crop insurance, the non-insured assistance program and emergency disaster loans. In recent years, Congress frequently has made supplemental financial assistance available to farmers and ranchers on an ad-hoc basis, most notably in the form of direct crop disaster payments and emergency livestock assistance. Congress provided an estimated $3.1 billion of such assistance in the Consolidated Appropriations Act of 2003 (P.L. 108-7) for 2001 and 2002 crop and livestock losses. Some farm groups would like to see similar assistance provided for 2003 losses, particularly in regions of the Midwest and West that have experienced prolonged drought conditions. To date, no ad-hoc assistance has been made available for 2003 losses.
