Medicare: Discrepancy in Hospital Outpatient Prospective Payment System Methodology Leads to Inaccurate Beneficiary Copayments and Medicate Payments
Correspondence issued by the General Accounting Office with an abstract that begins "Under the Medicare hospital outpatient prospective payment system (OPPS), beneficiaries can be responsible for paying 50 percent or more of the total payment for outpatient services they receive in hospitals. The Balanced Budget Act of 1997 (BBA) introduced a mechanism to gradually decrease beneficiary cost sharing to 20 percent of the payment rate for each hospital outpatient service. The Centers for Medicare & Medicaid Services (CMS) published a final rule that implemented, effective with the 2002 payment rates, a methodology for calculating copayment amounts that was designed to ensure that even as certain changes affect the payment rates for hospital outpatient services over time, beneficiary coinsurance for services would eventually be 20 percent of the total payment rate for each service. Under this 2002 methodology, the copayment amount for each outpatient payment group of services, called an ambulatory payment classification (APC) group, could not increase from year to year, and the beneficiary coinsurance percentage would remain the same or decrease, eventually reaching 20 percent for each APC. Oral History Interview with Howard Williams, October 6, 2003
The National Museum of the Pacific War presents an oral interview with Howard Williams. Williams joined the Navy at 15 years old after the attack on Pearl Harbor. He joined the crew of the USS Cushing (DD-376). Williams describes picking up downed airmen after the Hornet was sunk at the Battle of Santa Cruz. He also discusses being blown over the side of his ship when it was critically hit during the Naval Battle of Guadalcanal. Williams mentions seeing the Japanese shell Henderson Field and catching malaria while he was on Guadalcanal. He describes what happened when the Navy learned that he was under age and how he was assigned to shore duty. Williams was discharged when he had enough points in May 1945.

The National Museum of the pacific War presents an oral interview with Raymond Strohmeyer. Strohmeyer enlisted in the Marine Corps in October, 1942. He trained in San Diego. Once he was shipped to New Caledonia as a replacement, he volunteered for the Marine Raiders and was attached to the 2nd Raider Battalion. He was with them when they went to Bougainville in November, 1943. He left after ten weeks in combat. His unit went to Saipan, but was never called ashore from the floating reserve. They went to Guam, instead. Strohmeyer describes taking the airfield on Guam and other combat actions. He also participated in the invasion of Okinawa. He carried a Browning Automatic Rifle (BAR) in his squad. He was eventually wounded on 19 May and evacuated to an Army hospital, from which he was flown to Guam two days later. He rejoined his outfit in time to go to Japan after the surrender. Strohmeyer was discharged in November, 1945.

R&D on an Ultra-Thin Composite Membrane for High-Temperature Operation in PEMFC. Final Report
FuelCell Energy developed a novel high-temperature proton exchange membrane for PEM fuel cells for building applications. The laboratory PEM fuel cell successfully operated at 100-400{supdegree}C and low relative humidity to improve CO tolerance, mitigate water and thermal management challenges, and reduce membrane cost. The developed high-temperature membrane has successfully completed 500h 120C endurance testing.

U.S. Postal Service: Status of Inspector General's Recommendations on the Supplier Diversity Program
Correspondence issued by the General Accounting Office with an abstract that begins "This report supplements our previous report responding to a Congressional request for current information on the representation of minorities and women at the U.S. Postal Service (USPS). USPS's program to attract and award contracts to small, minority, and women-owned businesses is referred to as supplier diversity. In recent years, the USPS Office of Inspector General (OIG) has questioned the reliability of data related to the Supplier Diversity Program, such as the dollar value of contracts awarded to small, minority, and women-owned businesses. In a September 2001 report, the OIG made nine recommendations that it said would improve the reliability of this data. Our objective was to determine the status of USPS efforts to address the recommendations contained in the OIG report. To address our objective, we obtained, reviewed, and analyzed documentation from USPS and interviewed USPS and OIG officials concerning the status of these recommendations."

3-D Thermal Evaluations for a Fueled Experiment in the Advanced Test Reactor
The DOE Advanced Fuel Cycle Initiative and Generation IV reactor programs are developing new fuel types for use in the current Light Water Reactors and future advanced reactor concepts. The Advanced Gas Reactor program is planning to test fuel to be used in the Next Generation Nuclear Plant (NGNP) nuclear reactor. Preliminary information for assessing performance of the fuel will be obtained from irradiations performed in the Advanced Test Reactor large ''B'' experimental facility. A test configuration has been identified for demonstrating fuel types typical of gas cooled reactors or fast reactors that may play a role in closing the fuel cycle or increasing efficiency via high temperature operation Plans are to have 6 capsules, each containing 12 compacts, for the test configuration. Each capsule will have its own temperature control system. Passing a helium-neon gas through the void regions between the fuel compacts and the graphite carrier and between the graphite carrier and the capsule wall will control temperature. This design with three compacts per axial level was evaluated for thermal performance to ascertain the temperature distributions in the capsule and test specimens with heating rates that encompass the range of initial heat generation rates.

From Summary: "This report, which will be updated, examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC)."

The Advanced High-Temperature Reactor (AHTR) for Producing Hydrogen to Manufacture Liquid Fuels
Conventional world oil production is expected to peak within a decade. Shortfalls in production of liquid fuels (gasoline, diesel, and jet fuel) from conventional oil sources are expected to be offset by increased production of fuels from heavy oils and tar sands that are primarily located in the Western Hemisphere (Canada, Venezuela, the United States, and Mexico). Simultaneously, there is a renewed interest in liquid fuels from biomass, such as alcohol; but, biomass production requires fertilizer. Massive quantities of hydrogen (H2) are required (1) to convert heavy oils and tar sands to liquid fuels and (2) to produce fertilizer for production of biomass that can be converted to liquid fuels. If these liquid fuels are to be used while simultaneously minimizing greenhouse emissions, nonfossil methods for the production of H2 are required. Nuclear energy can be used to produce H2. The most efficient methods to produce H2 from nuclear energy involve thermochemical cycles in which high-temperature heat (700 to 850 C) and water are converted to H2 and oxygen.
