New Reactor Design and Analysis of Non Linear Vibrations of Doubly Curved Shallow Shell Under a Thermal Gradient (open access)

New Reactor Design and Analysis of Non Linear Vibrations of Doubly Curved Shallow Shell Under a Thermal Gradient

The present study concerns with the effects of material orthotropy, curvature, shear ratio and circumferential modulus under the influence of a temperature distribution throughout the shell structure. Here analysis is restricted to the study of nonlinear vibration of a doubly curved shell structure considering the periodic response of a simple bending mode due to curtailment of pages. Solutions of the problems with suitable illustrations are also presented.

Radiative Leptonic B Decays (open access)

Radiative Leptonic B Decays

We present the results of a search for B{sup +} meson decays into {gamma}{ell}{sup +}{nu}{sub {ell}}, where {ell} = e,{mu}. We use a sample of 232 million B{bar B} meson pairs recorded at the {Upsilon}(4S) resonance with the BABAR detector at the PEP-II B factory. We measure a partial branching fraction {Delta}{beta} in a restricted region of phase space that reduces the effect of theoretical uncertainties, requiring the lepton energy to be in the range 1.875 and 2.850 GeV, the photon energy to be in the range 0.45 and 2.35 GeV, and the cosine of the angle between the lepton and photon momenta to be less than -0.36, with all quantities computed in the {Upsilon}(4S) center-of-mass frame. We find {Delta}{Beta}(B{sup +} {yields} {gamma}{ell}{sup +}{nu}{sub {ell}}) = (-0.3{sub 1.5}{sup +1.3}(statistical){sub -0.6}{sup +0.6}(systematic) {+-} 0.1(theoretical)) x 10{sup -6}, under the assumption of lepton universality. Interpreted as a 90% confidence-level Bayesian upper limit, the result corresponds to 1.7 x 10{sup -6} for a prior at in amplitude, and 2.3 x 10{sup -6} for a prior at in branching fraction.

Agricultural Disaster Assistance (open access)

Agricultural Disaster Assistance

The U.S. Department of Agriculture (USDA) offers several permanently authorized programs to help farmers recover financially from a natural disaster, including federal crop insurance, the non-insured assistance program and emergency disaster loans. In recent years, Congress frequently has made supplemental financial assistance available to farmers and ranchers on an ad-hoc basis, most notably in the form of direct crop disaster payments and emergency livestock assistance. Congress provided an estimated $3.1 billion of such assistance in the Consolidated Appropriations Act of 2003 (P.L. 108-7) for 2001 and 2002 crop and livestock losses. Some farm groups would like to see similar assistance provided for 2003 losses, particularly in regions of the Midwest and West that have experienced prolonged drought conditions. To date, no ad-hoc assistance has been made available for 2003 losses.

Agricultural Issues in the 109th Congress (open access)

Agricultural Issues in the 109th Congress

A number of issues affecting U.S. agriculture have been or are being addressed by the 109th Congress. The Deficit Reduction Act of 2005 (P.L. 109-171), enacted in February 2006, included a net reduction in spending on U.S. Department of Agriculture (USDA) mandatory programs of $2.7 billion over five years, and the reauthorization of a dairy income support program. Other issues of importance to agriculture during the second session of the 109th Congress include the consideration of emergency farm disaster assistance; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and avian flu); high energy costs; environmental issues; agricultural marketing matters; the reauthorization of the Commodity Futures Trading Commission; and farm labor issues.

Development of a Monolithic Research Reactor Fuel Type at Argonne National Laboratory (open access)

Development of a Monolithic Research Reactor Fuel Type at Argonne National Laboratory

The Reduced Enrichment for Research and Test Reactors (RERTR) program has been tasked with the conversion of research reactors from highly enriched to low-enriched uranium (LEU). To convert several high power reactors, monolithic fuel, a new fuel type, is being developed. This fuel type replaces the standard fuel dispersion with a fuel alloy foil, which allows for fuel densities far in excess of that found in dispersion fuel. The single-piece fuel foil also contains a significantly lower interface area between the fuel and the aluminum in the plate than the standard fuel type, limiting the amount of detrimental fuel-aluminum interaction that can occur. Implementation of monolithic fuel is dependant on the development of a suitable fabrication method as traditional roll-bonding techniques are inadequate.

Strategic Design and Optimization of Inorganic Sorbents for Cesium, Strontium and Actinides (open access)

Strategic Design and Optimization of Inorganic Sorbents for Cesium, Strontium and Actinides

The basic science goal in this project identifies structure/affinity relationships for selected radionuclides and existing sorbents. The task will apply this knowledge to the design and synthesis of new sorbents that will exhibit increased cesium, strontium and actinide removal. The target problem focuses on the treatment of high-level nuclear wastes. The general approach can likewise be applied to non-radioactive separations.

Oral History Interview with Ledford Coggeshell, October 6, 2008 transcript

Oral History Interview with Ledford Coggeshell, October 6, 2008

The National Museum of the Pacific War presents an oral interview with Ledford Coggeshell. Coggeshell joined the Navy in 1938 as a means of earning money for college. Following boot camp, he boarded the USS California (BB-44) in Long Beach and sailed to the Atlantic. The California sailed back to the Pacific through the Panama Canal, where Coggeshell witnessed President Roosevelt board with South American heads of state. Coggeshell soon transferred into mine warfare and and boarded the USS Preble (DD-345). During the Pearl Harbor attack, the ship was in overhaul and unarmed. Coggeshell assisted the USS Cummings (DM-20) which needed help manning guns, and he also helped survivors of the USS West Virginia (BB-48) escape the fiery waters. But at the battle of Leyte Gulf, Coggeshell felt helpless when the ship could not stop for survivors of burning and sinking ships. Coggeshell was discharged as a chief watertender in August 1945, just days after the second atomic bomb was dropped. He later became an electrical engineer and worked on cruise missiles, the B2 bomber, and outer space weaponry.

Obscenity, Child Pornography, and Indecency: Brief Background and Recent Developments

The First Amendment provides that “Congress shall make no law ... abridging the freedom of speech, or of the press. ...” The First Amendment applies, with two exceptions, to pornography, with that term being used to refer to any words or pictures of a sexual nature. This report discusses the two exceptions, which are obscenity and child pornography; because these are not protected by the First Amendment, they may be, and have been, made illegal. Pornography and “indecent” material that are protected by the First Amendment may nevertheless be restricted in order to limit minors’ access to them.

The Uniformed and Overseas Citizens Absentee Voting Act: Background and Issues

Members of the military and U.S. citizens who live abroad are eligible to register and vote absentee in federal elections under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) of 1986. The law was enacted to improve absentee registration and voting for this group of voters and to consolidate existing laws. This report summarizes the UOCAVA and details modifications and improvements to the UOCAVA since its inception, as well as related pieces of legislation.
