This report discusses the two chaplains, one in the House, the other in the Senate, who are the official clergy of Congress. At the beginning of each Congress, the House chaplain is elected for a 2-year term. The Senate chaplain does not have to be reelected at the beginning of a new Congress. There have been 61 Senate chaplains and 59 House chaplains.

This report describes the Proposed Legislative Changes Affecting Pharmaceutical Patents on Hatch-Waxman Act. The Hatch-Waxman Act provides the FDA with certain authorities to offer periods of marketing for a pharmaceutical independent of the rights conferred by patents.

Omnibus energy legislation (H.R. 4) that is now in conference would expand energy tax incentives significantly. The House passed the bill on August 2, 2001, and the Senate approved its version April 25, 2002. Several energy tax issues are addressed in these bills: 1) tax incentives to increase the supply of oil and gas, and the demand for coal; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) selected issues relating to electricity restructuring; and 5) expiring energy tax provisions.

The 108th Congress has acted on a variety of disparate environmental measures; some of these represent proposals or issues that had been under consideration in the 107th Congress and earlier. Environmental issues considered by Congress tend to fall into several major categories: (1) funding issues — whether funding levels are adequate and focused on appropriate priorities; (2) expanding, renewing, or refocusing specific environment programs; (3) environmental issues that are important “subsets” of other major areas of concern, such as energy, defense, or transportation programs; and more recently, (4) terrorism and infrastructure protection in areas such as wastewater and chemical facilities.

Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. Avalue-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy implications associated with these differences.

Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development interests, by contrast, characterize these efforts, especially the §404 permit program, as too intrusive. Numerous state and local wetland programs add to the complexity of the protection effort.

GAO was asked to review the costs of the consultants DOD used to support privatizing housing for servicemembers and their families. A letter report issued by the General Accounting Office with an abstract that begins "The Centers for Medicare and Medicaid Services (CMS) spent about $35 billion in 2000 on the Medicare+Choice program--the managed care alternative to Medicare's fee-for-service program. During that time, almost 6.3 million Medicare beneficiaries were enrolled in health plans offered by managed care organizations (MCO) that participate in the Medicare+Choice program. Each year, any MCO choosing to participate in the Medicare+Choice program must submit to CMS an adjusted community rate proposal for each plan that it intends to offer. The proposal identifies the health services the MCO will provide to its Medicare members and the estimated cost to provide those services. It also shows the estimated payments that the MCO expects to receive for providing these services. This report shows that CMS' approach in the first year met the requirements of the Balanced Budget Act of 1997 (BBA) and laid the foundation for future years audit process. A letter report issued by the General Accounting Office with an abstract that begins "In April 2000, GAO reported on the Department of Defense's (DOD) use of Section 845 agreements, also referred to as "other transactions" for prototype projects. These are transactions other than contracts, grants, or cooperative agreements that generally are not subject to federal laws and regulations applicable to procurement contracts. In December 2000, DOD revised its Section 845 guide. The guide specifies when Section 845 agreements may be used and provides criteria for tailoring terms and conditions for each agreement. Officials from the military services and defense agencies have found the new guide useful and a significant improvement over the prior version. The Secretary of Defense has required a metric--the number of participating nontraditional defense contractors--which is measurable and directly related to each agreement. This metric is tracked and reported internally. DOD explored additional metrics, but concluded that the number of nontraditional contractors was the only one that was quantifiable and tied directly to Section 845 outcomes. DOD's annual report to Congress on Section 845 agreements consists of summaries on each agreement. A letter report issued by the General Accounting Office with an abstract that begins "The U.S. government has long been concerned about the growing threat posed by the proliferation of missiles and related technologies that can deliver weapons of mass destruction. The United States is working with other countries through the Missile Technology Control Regime to control the export of missile-related items. The Departments of Commerce and State share primary responsibility for controlling exports of Regime items. The Commerce Department is required to control Regime items that are dual-use on its export control list--the Commerce Control List. All other Regime items are to be controlled by the State Department on its export control list--the U.S. Munitions List. However, the two departments have not clearly established which of them has jurisdiction for almost 25 percent of the items the United States agreed to control. The Departments disagree on how to determine which Regime items are controlled by Commerce and which are controlled by State. Consultations between the departments about respective control lists have not resolved these jurisdiction issues. Unclear jurisdiction may result in the same Regime item being subject to different export control restrictions and processes at the two departments."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of the Interior's Bureau of Land Management (BLM) manages about 33,100 wild horses and burros on 199 Herd Management Areas (HMA) in 10 western states. Under the Wild Free-Roaming Horses and Burros Act of 1971, as amended, BLM is to protect wild horses and burros, set appropriate management levels (AML), maintain current inventory counts, and remove excess animals to prevent overpopulation and rangeland damage. Over the years, various stakeholders have raised issues about BLM's management of the animals on and off the range. GAO examined (1) BLM's progress in setting and meeting AML; (2) BLM's management of animals off the range through adoptions, sales, and holding facilities; (3) BLM's controls to help ensure the humane treatment of animals; and (4) what challenges, if any, BLM faces in managing for the long-term sustainability of the program. GAO surveyed and analyzed documents from 26 of the 44 BLM offices that manage wild horses and burros."

A letter report issued by the Government Accountability Office with an abstract that begins "The Transportation Security Administration's (TSA) Transportation Security Executive Service (TSES) consists of executive-level staff serving in key agency positions just below political appointees. Committees of Congress have raise questions about the frequency of turnover within the TSES and have directed GAO to examine turnover among TSES staff. Accordingly, this report examines: (1) TSES attrition and how it compares with that of Senior Executive Service (SES) staff in other DHS components and cabinet-level departments, (2) the reasons TSES staff separated from TSA, and (3) TSA efforts to mange TSES attrition consistent with effective management practices. To answer these objectives, GAO analyzed data within the Office of Personnel Management's Central Personnel Data File, reviewed TSA human capital policies and procedures, and interviewed former TSES staff. The results of these interviews are not generalizable, but represent the views of about half the TSES staff who separated from fiscal years 2005 through 2008."

A letter report issued by the Government Accountability Office with an abstract that begins "The Broadband Data Improvement Act, enacted in 2008, established a variety of initiatives intended to improve the quality of state and federal data on broadband (i.e., high-speed Internet) services and promote the deployment (the building of infrastructure over which broadband services can be provided) of affordable broadband services to all parts of the nation. The act required GAO to conduct a study to consider and evaluate additional broadband metrics or standards. This mandated report addresses (1) the measures generally available to consumers, industry, government and others, and (2) the limitations, if any, of the measures and how they could be supplemented or improved. To identify and evaluate the measures, GAO conducted a review of literature and related laws and interviewed and reviewed related documentation from stakeholder groups."

The United States and Soviet Union signed the Strategic Arms Reduction Treaty in 1991; it entered into force in December 1994 and expired in December 2009.
