Low-Level Radioactive Waste: Future Waste Volumes and Disposal Options Are Uncertain

Testimony issued by the Government Accountability Office with an abstract that begins "Low-level radioactive waste (LLRW) management concerns persist despite the LLRW Policy Act of 1980, as amended, which made states responsible for providing for disposal of class A, B, and C LLRW and made the Department of Energy (DOE) responsible for the disposal of greater-than-class C LLRW. This testimony is based on GAO's June 2004 report, which examined the adequacy of disposal availability for class A, B, and C wastes, and GAO's April 2003 report, which assessed recovery efforts involving greater-than-class-C waste. This testimony examines (1) changes in LLRW disposal availability since 1999, (2) recent LLRW disposal volumes and potential future volumes, (3) any current or anticipated shortfalls in disposal availability, (4) the potential effects of any such shortfalls, (5) the effectiveness of the Act in developing regional disposal options for class A, B, and C wastes, and (6) the status of DOE's effort to dispose of greater-than-class-C waste."

A letter report issued by the General Accounting Office with an abstract that begins "Natural gas is the most costly component used in manufacturing nitrogen fertilizer. Therefore, when natural gas prices increased in 2000-2001, U.S. companies that produce nitrogen fertilizer reported adverse financial consequences resulting from much higher production costs. Concerns also arose that the nation's farmers would face much higher nitrogen fertilizer prices and that there might not be an adequate supply of nitrogen fertilizer to satisfy farmers' demands at any price. Responding to congressional concerns, GAO undertook a study to determine (1) how the price of natural gas affects the price, production, and availability of nitrogen fertilizer and (2) what role the federal government plays in mitigating the impact of natural gas prices on the U.S. fertilizer market."

A letter report issued by the Government Accountability Office with an abstract that begins "Recent research suggests that indoor mold poses a widespread and, for some people, serious health threat. Federal agencies engage in a number of activities to address this issue, including conducting or sponsoring research. For example, in 2004 the National Academies' Institute of Medicine issued a report requested by the Department of Health and Human Services (HHS) summarizing the scientific literature on mold, dampness, and human health. In addition, the Federal Interagency Committee on Indoor Air Quality supports the Environmental Protection Agency's (EPA) indoor air research program. With respect to the health effects of exposure to indoor mold, GAO was asked to report on (1) the conclusions of recent reviews of the scientific literature, (2) the extent to which federal research addresses data gaps, and (3) the guidance agencies are providing to the general public. GAO reviewed scientific literature on indoor mold's health effects, surveyed three agencies that conduct or sponsor indoor mold research, and analyzed guidance issued by five agencies."

A letter report issued by the Government Accountability Office with an abstract that begins "Incidents of airport workers using access privileges to smuggle weapons through secured airport areas and onto planes have heightened concerns regarding commercial airport security. The Transportation Security Administration (TSA), along with airports, is responsible for security at TSA-regulated airports. To guide risk assessment and protection of critical infrastructure, including airports, the Department of Homeland Security (DHS) developed the National Infrastructure Protection Plan (NIPP). GAO was asked to examine the extent to which, for airport perimeters and access controls, TSA (1) assessed risk consistent with the NIPP; (2) implemented protective programs, and evaluated its worker screening pilots; and (3) established a strategy to guide decision making. GAO examined TSA documents related to risk assessment activities, airport security programs, and worker screening pilots; visited nine airports of varying size; and interviewed TSA, airport, and association officials."

NASA: Agency Faces Challenges Defining Scope and Costs of Space Shuttle Transition and Retirement

A letter report issued by the Government Accountability Office with an abstract that begins "The Space Shuttle Program (SSP) is scheduled to retire in 2010, and the transition and retirement of its facilities and assets will be an immense undertaking involving approximately 654 facilities worth an estimated $5.7 billion and equipment with an estimated value of more than $12 billion. NASA plans to retire the SSP in 2010 to make resources available for the Constellation program, which is producing the next generation of space vehicles by 2015. Many of the SSP's resources are expected to transition to Constellation while others will be dispositioned or preserved for their historic value. The Consolidated Appropriations Act, 2008 directed GAO to assess NASA's plans and progress in transitioning and retiring the SSP's facilities and equipment. More specifically, GAO examined 1) the challenges NASA faces in defining the scope and costs of transition and retirement activities, and 2) whether the cost of these efforts is transparent in NASA's budget requests. To address these objectives, GAO analyzed SSP plans, budget guidance, and other documents, and interviewed relevant government officials and contractors."

Correspondence issued by the General Accounting Office with an abstract that begins "GAO has reviewed several major issues associated with the proposed full implementation of the American Community Survey (ACS) by the Bureau of the Census for 2003. If the ACS is approved, this mandatory mail survey would cost from $120 to $150 million a year, and would require responses from a sample of 3 million households to some 60 to 70 questions. The ACS would replace the decennial census long form for 2010 and subsequent decennial censuses. On the basis of sampling errors and related measures of reliability, the Census Bureau has decided that ACS data will be published annually for geographic areas with a population of over 65,000; as 3-year averages for geographic areas with a population of 20,000 to 65,000; and as 5-year averages for geographic areas with a population of less than 20,000. According to the Bureau, the annual ACS data and 3-year averages would be significantly less accurate than data for 2010 from the decennial census long form; 5-year averages, which would be available at the detailed long-form level of geographic detail, would be about as accurate as the long-form data. Correspondence issued by the Government Accountability Office with an abstract that begins "The Civil Rights Division (Division) of the Department of Justice (DOJ) is the primary federal entity charged with enforcing federal statutes prohibiting discrimination on the basis of race, sex, disability, religion, and national origin in such areas as voting, employment, housing, public accommodations, the rights of institutionalized persons, and education. Each year, the Division initiates thousands of matters, which may consist of the investigation of an allegation of discrimination, and participates in hundreds of cases to carry out its broad enforcement responsibilities. Over the past 20 years, the Division has used various case management systems to manage its workload. In October 2000, the Division implemented the Interactive Case Management System (ICM) as its official system to track, count, and capture performance measurement information for all matters and cases from their inception to their conclusion and to assist staff in their casework. A letter report issued by the Government Accountability Office with an abstract that begins "The ability to produce the financial information needed to efficiently and effectively manage the day-today operations of the federal government and provide accountability to taxpayers continues to be a challenge for many federal agencies. To help address this challenge, the Federal Financial Management Improvement Act of 1996 (FFMIA) requires the 24 Chief Financial Officers (CFO) Act agencies to implement and maintain financial management systems that comply substantially with (1) federal financial management systems requirements, (2) federal accounting standards, and (3) the U.S. Government Standard General Ledger (SGL). FFMIA also requires GAO to report annually on the implementation of the act. This report, primarily based on GAO and inspectors general reports and agencies' performance and accountability reports, discusses (1) the reported status of agencies' systems compliance with FFMIA and overall federal financial management improvement efforts and (2) the remaining challenges to achieving the goals of FFMIA."

A letter report issued by the Government Accountability Office with an abstract that begins "In early October 2004, the nation lost about half its expected influenza vaccine supply when one of two major manufacturers announced it would not release any vaccine for the 2004-05 season because of potential contamination. The Centers for Disease Control and Prevention (CDC) had earlier recommended vaccination for 188 million individuals, including those at high risk of severe complications from influenza (such as seniors and those with chronic conditions), and other groups (such as their close contacts). Although health officials took actions to distribute the limited supply of influenza vaccine, reports persisted of high-risk individuals and others in priority groups who could not find a vaccination, including those who were turned away and never returned when supplies became available. Such reports raised questions about the adequacy of U.S. preparedness to respond to significant vaccine shortages. GAO was asked to examine actions taken at federal, state, and local levels to ensure that high-risk individuals had access to influenza vaccine during the shortage, including any lessons learned."
