25 Can Verification Report for the LLNL Plutonium Packaging System (PuPS)

This document reports the results of the 25 Can Verification Run. The 25 Can Verification Run was performed as outlined in Section 1.d of SRS Acceptance Criteria (Reference 1). The run was performed over the period of February 16 to the 28, 2001. Each of these cans was welded with a dummy Inner Can containing about 5 kg of surrogate material. The cans were then analyzed using radiography and metallography of samples taken at four locations of the weld. The radiographs were examined for porosity. The micrographs of the metallurgical samples were examined for porosity, cracks, and lack of fusion. The results were reviewed by Derrill Rikard (a level 3 inspector at LLNL) and by Ken Durland (a level 3 inspector from WSRC). These reviews did not find anything of concern. Therefore we are submitting these results to SRS for concurrence.

An Ab Initio Approach Towards Engineering Fischer-Tropsch Surface Chemistry

One of the greatest societal challenges over the next decade is the production of cheap, renewable energy for the 10 billion people that inhabit the earth. This will require the development of various different energy sources potentially including fuels derived from methane, coal, and biomass and alternatives sources such as solar, wind and nuclear energy. One approach will be to synthesize gasoline and other fuels from simpler hydrocarbons such as CO derived from methane or other U.S. based sources such as coal. Syngas (CO and H{sub 2}) can be readily converted into higher molecular weight hydrocarbons through Fischer-Tropsch synthesis. Fischer-Tropsch synthesis involves the initiation or activation of CO and H{sub 2} bonds, the subsequent propagation steps including hydrogenation and carbon-carbon coupling, followed by chain termination reactions. Commercially viable catalysts include supported Co and Co-alloys. Over the first two years of this project we have used ab initio methods to determine the adsorption energies for all reactants, intermediates, and products along with the overall reaction energies and their corresponding activation barriers over the Co(0001) surface. Added Value of Reliability to a Microgrid: Simulations of Three California Buildings

The Distributed Energy Resources Customer Adoption Model is used to estimate the value an Oakland nursing home, a Riverside high school, and a Sunnyvale data center would need to put on higher electricity service reliability for them to adopt a Consortium for Electric Reliability Technology Solutions Microgrid (CM) based on economics alone. A fraction of each building's load is deemed critical based on its mission, and the added cost of CM capability to meet it added to on-site generation options. The three sites are analyzed with various resources available as microgrid components. Results show that the value placed on higher reliability often does not have to be significant for CM to appear attractive, about 25 $/kWcdota and up, but the carbon footprint consequences are mixed because storage is often used to shift cheaper off-peak electricity to use during afternoon hours in competition with the solar sources.

This report covers the history, reasoning, and current policy that surrounds tax deductions for the blind. Moreover, the report highlights the current policy (as of May 7th 2008) as one that recognizes the higher cost of living for a blind person because many blind taxpayers have low incomes. However, the report points out that because of this many of them have access to an additional deduction for being in a lower income bracket.

The report suggests that the current tax deduction for both the elderly and the blind will result in the loss of 9 billion in tax revenue. Moreover, the report suggests that corrections could be made with alternative solutions.

Advanced Algorithms and Automation Tools for Discrete Ordinates Methods in Parallel Environments

This final report discusses major accomplishments of a 3-year project under the DOE's NEER Program. The project has developed innovative and automated algorithms, codes, and tools for solving the discrete ordinates particle transport method efficiently in parallel environments. Using a number of benchmark and real-life problems, the performance and accuracy of the new algorithms have been measured and analyzed.

Advanced Gate Drive for the SNS High Voltage Converter Modulator

SLAC National Accelerator Laboratory is developing a next generation H-bridge switch plate [1], a critical component of the SNS High Voltage Converter Modulator [2]. As part of that effort, a new IGBT gate driver has been developed. The drivers are an integral part of the switch plate, which are essential to ensuring fault-tolerant, high-performance operation of the modulator. The redesigned driver improves upon the existing gate drive in several ways. The new gate driver has improved fault detection and suppression capabilities; suppression of shoot-through and over-voltage conditions, monitoring of dI/dt and Vce(sat) for fast over-current detection and suppression, and redundant power isolation are some of the added features. In addition, triggering insertion delay is reduced by a factor of four compared to the existing driver. This paper details the design and performance of the new IGBT gate driver. A simplified schematic and description of the construction are included. The operation of the fast over-current detection circuits, active IGBT over-voltage protection circuit, shoot-through prevention circuitry, and control power isolation breakdown detection circuit are discussed.

Aging and Fracture of Human Cortical Bone and Tooth Dentin

Mineralized tissues, such as bone and tooth dentin, serve as structural materials in the human body and, as such, have evolved to resist fracture. In assessing their quantitative fracture resistance or toughness, it is important to distinguish between intrinsic toughening mechanisms which function ahead of the crack tip, such as plasticity in metals, and extrinsic mechanisms which function primarily behind the tip, such as crack bridging in ceramics. Bone and dentin derive their resistance to fracture principally from extrinsic toughening mechanisms which have their origins in the hierarchical microstructure of these mineralized tissues. Experimentally, quantification of these toughening mechanisms requires a crack-growth resistance approach, which can be achieved by measuring the crack-driving force, e.g., the stress intensity, as a function of crack extension ("R-curve approach"). Here this methodology is used to study of the effect of aging on the fracture properties of human cortical bone and human dentin in order to discern the microstructural origins of toughness in these materials.

AGING PERFORMANCE OF VITON GLT O-RINGS IN RADIOACTIVE MATERIAL PACKAGES

Radioactive material packages used for transportation of plutonium-bearing materials often contain multiple O-ring seals for containment. Packages such as the Model 9975 are also being used for interim storage of Pu-bearing materials at the Savannah River Site (SRS). One of the seal materials used in such packages is Viton{reg_sign} GLT fluoroelastomer. The aging behavior of containment vessel O-rings based on Viton{reg_sign} GLT at long-term containment term storage conditions is being characterized to assess its performance in such applications. This paper summarizes the program and test results to date.

This report also provides a discussion of issues for Congress to consider with respect to the federal role, if any, in developing state alert programs for missing adults.
