Clean Air Act Issues in the 109th Congress
Major amendments to the Clean Air Act were among the first items on the agenda of the 109th Congress, with S. 131 (the Clear Skies Act) scheduled for markup by the Senate Environment and Public Works Committee March 9. The most prominent air quality issues discussed in this report are; Clear Skies / Multi-Pollutant Legislation, Mercury from Power Plants, New Source Review (NSR), MTBE and Ethanol, Ozone Nonattainment Area Deadlines, and Conformity of Transportation Plans and SIPs.

HIV/AIDS International Programs: Appropriations, FY2003-FY2006
On February 7th, 2005, the Bush Administration requested $3.16 billion for international HIV/AIDS, tuberculosis, and malaria program in FY2006, a 9% increase over the estimated amount to be provided in FY2005. The request included $2.564 billion to be appropriated through the Foreign Operations appropriations and $596 million through appropriations for the Departments of Labor and Health and Human Services.

AIDS in Africa
Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 26.6 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than two-thirds of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

Education for the Disadvantaged: Overview of ESEA Title 1-A Amendments Under the No Child Left Behind Act
This report provides an overview of aspects of ESEA Title I-A which were substantially amended by the NCLBA; elements of the program which are important but which were not substantially revised by the NCLBA (such as parental involvement requirements) are not discussed in this report. The Discharge Rule in the House: Recent Use in Historical Context
The discharge rule of the House of Representatives affords a way for Members to bring to the floor a measure not reported from committee. Before a motion to discharge may be made, 218 Members must sign a petition for that purpose. This report provides summary data on discharge petitions filed since adoption of the present form of discharge rule in 1931. It also identifies the 32 occasions since 1967 on which a committee report or floor action occurred on a measure against which a petition was filed (or an alternative measure on the same subject).
