One Man's Music: the Life and Times of Texas Songwriter Vince Bell

Texas singer/songwriter Vince Bell’s story begins in the 1970s. Following the likes of Townes Van Zandt and Guy Clark, Bell and his contemporaries Lyle Lovett, Nanci Griffith, and Lucinda Williams were on the rise. In December of 1982, Bell was on his way home from the studio (where he and hired guns Stevie Ray Vaughan and Eric Johnson had just recorded three of Bell’s songs) when a drunk driver broadsided him at 65 mph. Thrown over 60 feet from his car, Bell suffered multiple lacerations to his liver, embedded glass, broken ribs, a mangled right forearm, and a severe traumatic brain injury. Not only was his debut album waylaid for a dozen years, life as he’d known it would never be the same. In detailing his recovery from the accident and his roundabout climb back onstage, Bell shines a light in those dark corners of the music business that, for the lone musician whose success is measured not by the Top 40 but by nightly victories, usually fall outside of the spotlight. Californio Voices: The Oral Memoirs of José María Amador and Lorenzo Asisara

In the early 1870s, Hubert H. Bancroft and his assistants set out to record the memoirs of early Californios, one of them being eighty-three-year-old Don José María Amador, a former “Forty-Niner” during the California Gold Rush and soldado de cuera at the Presidio of San Francisco. Amador tells of reconnoitering expeditions into the interior of California, where he encountered local indigenous populations. He speaks of political events of Mexican California and the widespread confiscation of the Californios’ goods, livestock, and properties when the United States took control. A friend from Mission Santa Cruz, Lorenzo Asisara, also describes the harsh life and mistreatment the Indians faced from the priests. Both the Amador and Asisara narratives were used as sources in Bancroft’s writing but never published themselves. Gregorio Mora-Torres has now rescued them from obscurity and presents their voices in English translation (with annotations) and in the original Spanish on facing pages. James M. Davis is a retired businessman who lives in Midland, Texas, with his wife of over six decades, Jean. He served on active duty in the U.S. Army Air Forces for more than two and a half years during World War II, and then in the Air Force reserves until 1961. David L. Snead, the editor, is an associate professor of history at Liberty University in Lynchburg, Virginia. He received his Ph.D. in history from the University of Virginia and is the author of The Gaither Committee, Eisenhower, and the Cold War and George E. Browne: An American Doughboy in World War I.

Lewis, Singing Mother Home offers an inside look at the struggles of an “expert” in coping with loss. Donna S. Military Disability Retirement: Closer Monitoring Would Improve the Temporary Retirement Process
A letter report issued by the Government Accountability Office with an abstract that begins "Service members found unfit for duty due to a service-related illness or injury may be eligible for military disability retirement. When their disability is not stable, however, they may be placed on the military's Temporary Disability Retired List (TDRL) and granted temporary benefits for as long as 5 years. GAO was asked to respond to concerns about TDRL caseloads, management, and impact on servicemembers. To address these concerns, we analyzed TDRL data; interviewed military officials; reviewed laws, regulations, and other relevant documents; and conducted 12 focus groups with temporary retirees. This report examines (1) recent trends in the TDRL caseload size, (2) recent trends in the characteristics of those placed on the TDRL, (3) disability retirement outcomes for TDRL placements, (4) the adequacy of TDRL management, and (5) the adequacy of information provided to TDRL retirees."

Army Health Care: Progress Made in Staffing and Monitoring Units that Provide Outpatient Case Management, but Additional Steps Needed
A letter report issued by the Government Accountability Office with an abstract that begins "In February 2007, a series of Washington Post articles disclosed problems at Walter Reed Army Medical Center, particularly with the management of servicemembers receiving outpatient care. In response, the Army established Warrior Transition Units (WTU) for servicemembers requiring complex case management. Each servicemember in a WTU is assigned to a Triad of Care--a primary care manager, a nurse case manager, and a squad leader--who provide case management services to ensure continuity of care. The Army established staff-to-servicemember ratios for each Triad of Care position. This report examines (1) the Army's ongoing efforts to staff WTU Triad of Care positions and (2) how the Army monitors the recovery process of WTU servicemembers. GAO reviewed WTU policies, analyzed Army staffing and monitoring data, interviewed Army officials, and visited five selected WTUs."

Internal Revenue Service: Status of Recommendation from Financial Audits and Related Financial Management Reports
A letter report issued by the General Accounting Office with an abstract that begins "In its role as the nation's tax collector, the Internal Revenue Service (IRS) has a demanding responsibility in collecting taxes, processing tax returns, and enforcing the nation's tax laws. Since GAO's first audit of IRS's financial statements in fiscal year 1992, a number of weaknesses in IRS's financial management operations have been identified. In related reports, GAO has recommended corrective action to address those weaknesses. Each year as part of the annual audit of IRS's financial statements, GAO not only makes recommendations to address any new weaknesses identified but also follows up on the open weaknesses GAO identified in previous years' audits. The purpose of this report is to assist IRS management in tracking the status of audit recommendations and actions needed to address them."

Medicare Home Health: Clarifying the Homebound Definition Is Likely to Have Little Effect on Costs and Access
Correspondence issued by the General Accounting Office with an abstract that begins "Medicare's home health benefit provides skilled nursing and other services to beneficiaries who are homebound. The Department of Health and Human Services (HHS) had a long-standing policy that beneficiaries who regularly attend adult day care were not considered homebound, particularly if the purpose of attending was to receive nonmedical or custodial care. In 2000, Congress indicated that Medicare beneficiaries who attended adult day care could still be considered homebound if they still met the other homebound requirements. GAO found that this clarification will have little effect on program costs or access to services because the number of affected individuals is small. On the basis of National Long Term Care Survey data, GAO estimates that 0.2 percent of elderly Medicare beneficiaries who attended adult day care had mobility or cognitive impairments that might make some eligible for Medicare home health services."

United Nations: Lessons Learned from Oil for Food Program Indicate the Need to Strengthen UN Internal Controls and Oversight Activities
A letter report issued by the Government Accountability Office with an abstract that begins "In 1996, the United Nations (UN) Security Council and Iraq began the Oil for Food program to address Iraq's humanitarian situation after sanctions were imposed in 1990. More than $67 billion in oil revenue was obtained through the program, with $31 billion in humanitarian assistance delivered to Iraq. The 2005 Defense Authorization Act mandated that GAO review the Oil for Food program. GAO reviewed how the UN adhered to five key internal control standards in its stewardship of the program. GAO assessed (1) the program's control environment and (2) key elements of the other internal control standards. GAO also reported on the UN Compensation Commission's progress in paying reparations from Iraq's invasion of Kuwait."

DOE Contracting: Improved Program Management Could Help Achieve Small Business Goal
A letter report issued by the Government Accountability Office with an abstract that begins "Federal policy requires that small businesses receive the maximum practicable opportunity for providing goods and services to federal agencies through prime contracts--direct contracts between the government and a contractor. The Department of Energy (DOE) buys more than $20 billion in goods and services annually. GAO was asked to (1) discuss DOE's key efforts to increase small business prime contracting opportunities and (2) identify the management challenges DOE faces in improving its small business prime contracting performance. In addition to these objectives GAO is providing information on the management of small business programs by other federal agencies that either share certain characteristics with DOE's largest program offices or that have components that share certain characteristics with these offices."
