The Consortium for Plant Biotechnology Research, Inc. (CPBR) continues to operate according to objectives outlined in the proposal funded through the cooperative agreement. The italicized objectives below are addressed in this report, which covers the period September 30,1999 through March 31, 2000. (1) Update the research agenda using information obtained from member companies. (2) Identify and implement research projects that are deemed by industrial, scientific, and sponsoring agency evaluation to address significantly the problems and future of U.S. energy resources and that are relevant to the Department of Energy's mission. Specifically: (1) Announce research grants competition through a Request for Preproposals. (2) Conduct a dual-stage review process: Stage one--industrial and DOE review of preproposals; and Stage two--peer review, scientific consultants' review, DOE review of full proposals and Project Recommendation Committee evaluation and recommendation for funding. (3) Board of Directors approval of recommended awards. (4) Conduct ongoing project management. (5) Obtain semiannual, annual and final reports for evaluation of research goals and technology transfer. (6) Present reports to DOE.

Silicon Purification Melting for Photovoltaic Applications

The availability of polysilicon feedstock has become a major issue for the photovoltaic (PV) industry in recent years. Most of the current polysilicon feedstock is derived from rejected material from the semiconductor industry. However, the reject material can become scarce and more expensive during periods of expansion in the integrated-circuit industry. Continued rapid expansion of the PV crystalline-silicon industry will eventually require a dedicated supply of polysilicon feedstock to produce solar cells at lower costs. The photovoltaic industry can accept a lower purity polysilicon feedstock (solar-grade) compared to the semiconductor industry. The purity requirements and potential production techniques for solar-grade polysilicon have been reviewed. One interesting process from previous research involves reactive gas blowing of the molten silicon charge. As an example, Dosaj et all reported a reduction of metal and boron impurities from silicon melts using reactive gas blowing with 0{sub 2} and Cl{sub 2}. The same authors later reassessed their data and the literature, and concluded that Cl{sub 2}and 0{sub 2}/Cl{sub 2} gas blowing are only effective for removing Al, Ca, and Mg from the silicon melt. South Asia Water Resources Workshop: An effort to promote water quality data sharing in South Asia

To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. A survey of nuclear-related agreements and possibilities for nuclear cooperation in South Asia: Cooperative Monitoring Center Occasional Paper/15

Several existing nuclear-related agreements already require India and Pakistan, as members, to share information. The agreements are bilateral, regional, and international. Greater nuclear transparency between India and Pakistan could be promoted by first understanding the information flows required by existing agreements. This understanding is an essential step for developing projects that can incrementally advance the sensitivity of the information being shared. This paper provides a survey of existing nuclear-related agreements involving India and Pakistan, and suggests future confidence-building projects using the frameworks provided by these agreements. The Bilateral Agreement on the Prohibition of Attack against Nuclear Reactors and Nuclear Facilities is discussed as a basis for creating further agreements on restricting the use and deployment of nuclear weapons. The author suggests options for enhancing the value of the list of nuclear facilities exchanged annually as a part of this agreement. The International Atomic Energy Agency's regional cooperation agreement among countries in the Asia-Pacific region is an opportunity for greater subregional nuclear cooperation in South Asia. Linking the regional agreement with South Asian environmental cooperation and marine pollution protection efforts could provide a framework for projects involving Indian and Pakistani coastal nuclear facilities. Technical Progress Report for PEPCO: Turbo-Z Battery Charging System. Calendar Quarter Ending March 31, 1999

The project is proceeding at a rapid pace now. The software is in development for the control board and the test stand. Portions of the writing and debugging of this software have been in conjunction with the hardware development. The software now interfaces with all the measurement instruments and displays the measurements on the screen, and it saves the measurements to a disc file. There is still cleanup work to do on the display items. Work must still be imparted to the code to control a charging sequence while taking measurements of the results. The test stand hardware has received a good development effort this quarter. The timer-counter board is working in the computer. This board paces the measurement cycle and times the discharge pulse (whine circuit). The thermocouple multiplexer is scanning at the same time the analog to digital converter is taking measurements. We have made a good number of hardware modifications to solve problems revealed while writing the software. The power factor correction for the charger power section is still in development. The engineers have found additional sources for the PFC chips, and they have obtained more technical data sheets and acquired samples. The control board schematics are …
