Bilayer Conductive-Oxide Buffer Layer Structures for High-J{sub c} YBa{sub 2}Cu{sub 3}O{sub 7-d} Coated Conductors

Epitaxial, conductive-oxide buffer layers having bilayer configurations have been deposited on biaxially textured nickel substrates (RABiTS) by rf and dc-sputter techniques. The conductive bilayer structures comprise the layer sequences of SrRuO{sub 3}/LaNiO{sub 3}/Ni and SrRuO{sub 3}/Cu/Ni. Systematic property characterizations of the buffer layers showed excellent electrical and structural properties. High-quality epitaxial YBa{sub 2}Cu{sub 3}O{sub 7-{delta}} (YBCO) films grown by pulsed-laser deposition on these structures exhibited critical current densities (J{sub c}) as high as 1.3 x 10{sup 6} A/cm{sup 2} at 77 K in self-field.

Catalyzed Diesel Particulate Filter Performance in a Light-Duty Vehicle

Light-duty chassis dynamometer driving cycle tests were conducted on a Mercedes A170 diesel vehicle with various sulfur-level fuels and exhaust emission control systems. Triplicate runs of a modified light-duty federal test procedure (FTP), US06 cycle, and SCO3 cycle were conducted with each exhaust configuration and fuel. Ultra-low sulfur (3-ppm) diesel fuel was doped to 30- and 150-ppm sulfur so that all other fuel properties remained the same. The fuels used in these experiments met the specifications of the fuels from the DECSE (Diesel Emission Control Sulfur Effects) program. Although the Mercedes A170 vehicle is not available in the US, its emissions in the as tested condition fell within the U.S. Tier 1 full useful life standards with the OEM catalysts installed. Tests with the OEM catalysts removed showed that the OEM catalysts reduced PM emissions from the engine-out condition by 30-40% but had negligible effects on NOx emissions. Fuel sulfur level had very little effect on th e OEM catalyst performance. A prototype catalyzed diesel particulate filter (CDPF) mounted in an underfloor configuration reduced particulate matter emissions by more than 90% compared to the factory emissions control system. Environment, safety, and health considerations for a new accelerator facility

A study of siting considerations for possible future accelerators at Fermilab is underway. Each candidate presents important challenges in environment, safety, and health (ES&H) that are reviewed generically in this paper. Some of these considerations are similar to those that have been encountered and solved during the construction and operation of other accelerator facilities. Others have not been encountered previously on the same scale. The novel issues will require particular attention coincident with project design efforts to assure their timely cost-effective resolution. It is concluded that with adequate planning, the issues can be addressed in a manner that merits the support of the Laboratory, the US Department of Energy (DOE), and the public.

L Polarization in Unpolarized Hadron Reactions.

The transverse polarization observed in the inclusive production of {Lambda} hyperons in the high energy collisions of unpolarized hadrons is tackled by considering a new set of spin and {kappa}{perpendicular} dependent quark fragmentation functions. Simple phenomenological expressions for these new ''polarizing fragmentation functions'' are obtained by a fit of the data on {Lambda}'s and {bar {Lambda}}'s produced in p - N processes.

Probabilistic Model-Based Detection of Bent-Double Radio Galaxies

We describe an application of probabilistic modeling to the problem of recognizing radio galaxies with a bent-double morphology. The type of galaxies in question contain distinctive signatures of geometric shape and flux density that can be used to be build a probabilistic model that is then used to score potential galaxy configurations. The experimental results suggest that even relatively simple probabilistic models can be useful in identifying galaxies of interest in an automatic manner.

Spin Effects in the Fragmentation of Transversely Polarized and Unpolarized Quarks.

We study the fragmentation of a transversely polarized quark into a non-collinear (k{perpendicular} {ne} 0) spinless hadron and the fragmentation of an unpolarized quark into a non collinear transversely polarized spin 1/2 baryon. These nonperturbative properties are described by spin and k{perpendicular} dependent fragmentation functions and are revealed in the observation of single spin asymmetries. Recent data on the production of pions in polarized semi-inclusive DIS and long known data on A polarization in unpolarized p-N processes are considered: these new fragmentation functions can describe the experimental results and the single spin effects in the quark fragmentation turn out to be surprisingly large.

This interim report summarizes the efforts to date to develop an ultrasonic technique for detecting and sizing potting voids between a high explosive material and a metallic baclung. This report presents the results for two tasks. The first task was to establish that ultrasonic energy penetrates LX-17. Then once the acoustic properties of LX-17 were measured, a demonstration experiment substantiated that voids could be detected and imaged.

Ionizing radiation has emerged as the leading current technology for mail sanitization. However, ionizing radiation may have adverse effects on mailed material, and it may not be applicable to some types of parcels, boxes, and large packages. In addition, applying ionizing radiation in a mail-processing environment requires radiation and biohazard precautions, such as shielding the radiation source and wearing protective gear."

Establishing a Quantitative Functional Relationship between Capillary Pressure Saturation and Interfacial Area

We propose to continue our collaborative research focused on advanced technologies for subsurface contamination problems. Our approach combines new multi-phase flow theory, novel laboratory experiments, and non-traditional computational simulators to investigate practical approaches to include interfacial areas in descriptions of subsurface contaminant transport and remediation. Because all inter-phase mass transfer occurs at fluid-fluid interfaces, and it is this inter-phase mass transfer that leads to the difficult, long-term ground-water contamination problems, it is critical to include interfacial behavior in the problem description. This is currently lacking in all standard models of complex ground-water contamination problems. In our earlier project, we developed tools appropriate for inclusion of interfacial areas under equilibrium conditions. These include advanced laboratory techniques and targeted computational experiments that validated certain key theoretical conjecture s. However, it has become clear that to include interfacial behavior fully into a description of the multi-phase flow and contamination problems, the fully dynamic case must be considered. Therefore, we need to develop both experimental and computational tools that can capture the dynamic nature of interfacial movements. Final technical report: Commercialization of the Biofine technology for levulinic acid production from paper sludge

This project involved a three-year program managed by BioMetics, Inc. (Waltham, MA) to demonstrate the commercial feasibility of Biofine thermochemical process technology for conversion of cellulose-containing wastes or renewable materials into levulinic acid, a versatile platform chemical. The program, commencing in October 1995, involved the design, procurement, construction and operation of a plant utilizing the Biofine process to convert 1 dry ton per day of paper sludge waste. The plant was successfully designed, constructed, and commissioned in 1997. It was operated for a period of one year on paper sludge from a variety of source paper mills to collect data to verify the design for a commercial scale plant. Operational results were obtained for four different feedstock varieties. Stable, continuous operation was achieved for two of the feedstocks. Continuous operation of the plant at demonstration scale provided the opportunity for process optimization, development of operational protocols, operator training and identification of suitable materials of construction for scale up to commercial operation . Separated fiber from municipal waster was also successfully processed. The project team consisted of BioMetics Inc., Great Lakes Chemical Corporation (West Lafayette, IN), and New York State Energy Research and Development Authority (Albany, NY).

Fundamental Studies of The Removal of Contaminants from Ground and Waste Waters Via Reduction By Zero-Valent metals

Oxyanions of uranium, selenium, chromium, arsenic, technetium, and chlorine (as perchlorate) are frequently found as contaminants on many DOE sites, and in other areas of the U.S.. A potential remediation method is to react the contaminated water with zero-valent iron (ZVI). We are performing fundamental investigations of the interactions of the relevant compounds with Fe filings and single- and poly-crystalline surfaces. The aim of this work is to develop the physical and chemical understanding that is necessary for the development of cleanup techniques and procedures.

Testimony issued by the General Accounting Office with an abstract that begins "In addition to protecting investors and the integrity of the securities market, the Securities and Exchange Commission (SEC), along with the Department of Commerce, the Office of the U.S. Trade Representative (USTR), and the Department of Agriculture, monitors and enforces the nation's trade agreements. Markets have become more complex, global, and technology-driven. At the same time SEC's workload is growing at a rate much faster than staffing. Workload and staffing imbalances have affected most aspects of SEC's regulatory and supervisory activities, from its inhouse technological capabilities to its enforcement actions against market participants. Other agencies that monitor U.S. trade agreements also face human capital challenges. Since the early 1980s, the United States has entered into several hundred trade agreements that have dramatically increased monitoring and enforcement workloads at USTR, Commerce, and Agriculture. This workload has continued to grow during the past two years as a result of major multilateral, regional, and bilateral trade negotiations. These agencies' efforts to monitor and enforce trade agreements are hampered by a lack of sufficient staff with appropriate expertise. Medicaid: Transitional Coverage Can Help Families Move From Welfare to Work

Testimony issued by the General Accounting Office with an abstract that begins "Welfare reform significantly changed federal policy for low-income families with children and established a five-year lifetime limit on cash assistance. Welfare reform also extended transitional Medicaid assistance through 2001. States have implemented various initiatives to help families move from cash assistance to the workforce, including some enhancements to transitional Medicaid. These initiatives likely helped to cut cash assistance caseloads by more than half from 1996 through mid-2001. Low-wage or part-time jobs--which are common for newly working individuals--often do not come with affordable health insurance, thus making transitional Medicaid coverage an important option. The implementation of transitional Medicaid assistance varied across the 21 states that GAO reviewed. State practices enhanced beneficiaries' ability to retain Medicaid coverage. However, many families did not receive their full transitional Medicaid assistance benefits because they failed to report their income three times during the 12-month period of coverage. Amending the Medicaid statute to provide states with greater flexibility to ease income-reporting requirements, as has been done for other aspects of the Medicaid program, could facilitate uninterrupted health insurance coverage for families moving from cash assistance to the workforce."

This research established the Dakota-outcrop sequence stratigraphy in part of the eastern San Juan Basin, New Mexico, and relates reservoir quality lithologies in depositional sequences to structure and reservoir compartmentalization in the South Lindrith Field area. The result was a predictive tool that will help guide further exploration and development.

A letter report issued by the General Accounting Office with an abstract that begins "U. S. broadcast television stations are now switching from analog to digital television (DTV). The transition to digital technologies was sought by many broadcasters and was mandated by Congress and the Federal Communications Commission (FCC). FCC established 2006 as the target date for ending analog transmissions---a deadline later codified by Congress. At least 24 percent of all commercial television stations are now broadcasting a digital signal. However, these stations report little interest in receiving DTV. Transitioning stations reported that funding was one of the most prevalent problems. Seventy-four percent of transitioning stations indicated that the problems they are facing are so significant that they may not be able to begin broadcasting a DTV signal by May 2002, as required. Sixty-eight percent of transitioning stations said that a realistic extension for them would be one year or more. Thirty-one percent of the transitioning stations that said they might miss their May 2002 deadline reported that, if the transition were driven by market forces such as competition, technology, and consumer demand, they likely would not be on the air with a digital signal until after 2010.
