100-N Area Strontium-90 Treatability Demonstration Project: Food Chain Transfer Studies for Phytoremediation Along the 100-N Columbia River Riparian Zone

Strontium-90 (90Sr) exceeds the U.S. Environmental Protection Agency’s drinking water standards for groundwater (8 picocuries/L) by as much as a factor of 1000 at several locations within the Hanford 100-N Area and along the 100-N Area Columbia River shoreline). Phytoextraction, a managed remediation technology in which plants or integrated plant/rhizosphere systems are employed to phytoextract and/or sequester 90Sr, is being considered as a potential remediation system along the riparian zone of the Columbia River as part of a treatment train that includes an apatite barrier to immobilize groundwater transport of 90Sr. Phytoextraction would employ coyote willow (Salix exigua) to extract 90Sr from the vadose zone soil and aquifer sediments (phytoextraction) and filter 90Sr (rhizofiltration) from the shallow groundwater along the riparian zone of the Columbia River. The stem and foliage of coyote willows accumulating 90Sr may present not only a mechanism to remove the contaminant but also can be viewed as a source of nutrition for natural herbivores, therefore becoming a potential pathway for the isotope to enter the riparian food chain. 2008 Lobbying Disclosure: Observations on Lobbyists' Compliance with Disclosure Requirements

A letter report issued by the Government Accountability Office with an abstract that begins "The Honest Leadership and Open Government Act (HLOGA) of 2007 amended the Lobbying Disclosure Act of 1995 by doubling the frequency of lobbyists' reporting and increasing criminal and civil penalties. This is GAO's second report in response to the Act's requirement for GAO to annually (1) determine the extent to which lobbyists can demonstrate compliance with the Act by providing support for information on their registrations and reports, (2) describe challenges identified by lobbyists to complying with the Act, and (3) describe the resources and authorities available to the U.S. Attorney's Office for the District of Columbia's efforts to enforce the Act. For this report, GAO placed increased emphasis on written documentation to support disclosure reports. GAO reviewed a random sample of 100 lobbyist disclosure reports filed during the first three quarters of calendar year 2008. GAO also selected a random sample of 100 reports of federal political contributions, filed for the first time, for mid-calendar-year 2008. This methodology allowed GAO to generalize the sample results to the populations of 40,169 lobbying activity disclosure reports and 6,048 reports with contributions filed. Achieving High Reliability Operations Through Multi-Program Integration

Over the last 20 years the Idaho National Laboratory (INL) has adopted a number of operations and safety-related programs which has each periodically taken its turn in the limelight. As new programs have come along there has been natural competition for resources, focus and commitment. In the last few years, the INL has made real progress in integrating all these programs and are starting to realize important synergies. Contributing to this integration are both collaborative individuals and an emerging shared vision and goal of the INL fully maturing in its high reliability operations. This goal is so powerful because the concept of high reliability operations (and the resulting organizations) is a masterful amalgam and orchestrator of the best of all the participating programs (i.e. conduct of operations, behavior based safety, human performance, voluntary protection, quality assurance, and integrated safety management). This paper is a brief recounting of the lessons learned, thus far, at the INL in bringing previously competing programs into harmony under the goal (umbrella) of seeking to perform regularly as a high reliability organization. The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the surety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with current and future non-nuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program requires the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing Program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear weapons design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable stockpile Life Extension Programs (LEPs) and the resolution of Significant Finding Investigations (SFIs). This requires a balanced resource, including technical staff, hardware, simulation software, and computer science solutions. Aerosol penetration of leak pathways : an examination of the available data and models.

Data and models of aerosol particle deposition in leak pathways are described. Pathways considered include capillaries, orifices, slots and cracks in concrete. The Morewitz-Vaughan criterion for aerosol plugging of leak pathways is shown to be applicable only to a limited range of particle settling velocities and Stokes numbers. More useful are sampling efficiency criteria defined by Davies and by Liu and Agarwal. Deposition of particles can be limited by bounce from surfaces defining leak pathways and by resuspension of particles deposited on these surfaces. A model of the probability of particle bounce is described. Resuspension of deposited particles can be triggered by changes in flow conditions, particle impact on deposits and by shock or vibration of the surfaces. This examination was performed as part of the review of the AP1000 Standard Combined License Technical Report, APP-GW-GLN-12, Revision 0, 'Offsite and Control Room Dose Changes' (TR-112) in support of the USNRC AP1000 Standard Combined License Pre-Application Review.

Airflow Simulations around OA Intake Louver with Electronic Velocity Sensors

It is important to control outdoor airflow rates into HVAC systems in terms of energy conservation and healthy indoor environment. Technologies are being developed to measure outdoor air (OA) flow rates through OA intake louvers on a real time basis. The purpose of this paper is to investigate the airflow characteristics through an OA intake louver numerically in order to provide suggestions for sensor installations. Airflow patterns are simulated with and without electronic air velocity sensors within cylindrical probes installed between louver blades or at the downstream face of the louver. Numerical results show quite good agreements with experimental data, and provide insights regarding measurement system design. The simulations indicate that velocity profiles are more spatially uniform at the louver outlet relative to between louver blades, that pressure drops imposed by the sensor bars are smaller with sensor bars at the louver outlet, and that placement of the sensor bars between louver blades substantially increases air velocities inside the louver. These findings suggest there is an advantage to placing the sensor bars at the louver outlet face.

Analysis of cavern stability at the Bryan Mound SPR site.

This report presents computational analyses that simulate the structural response of caverns at the Strategic Petroleum Reserve Bryan Mound site. The cavern field comprises 20 caverns. Five caverns (1, 2, 4, and 5; 3 was later plugged and abandoned) were acquired from industry and have unusual shapes and a history dating back to 1946. The other 16 caverns (101-116) were leached according to SPR standards in the mid-1980s and have tall cylindrical shapes. The history of the caverns and their shapes are simulated in a 3-D geomechanics model of the site that predicts deformations, strains, and stresses. Future leaching scenarios due to oil drawdowns using fresh water are also simulated by increasing the volume of the caverns. Cavern pressures are varied in the model to capture operational practices in the field. The results of the finite element model are interpreted to provide information on the current and future status of subsidence, well integrity, and cavern stability. The most significant result in this report is relevant to caverns 1, 2, and 5. The caverns have non-cylindrical shapes and have potential regions where the surrounding salt may be damaged during workover procedures. Analysis of the Current Use, Benefit, and Value of the Open Science Grid

The Open Science Grid usage has ramped up more than 25% in the past twelve months due to both the increase in throughput of the core stakeholders - US LHC, LIGO and Run II - and increase in usage by nonphysics communities. It is important to understand the value collaborative projects, such as the OSG, contribute to the scientific community. This needs to be cognizant of the environment of commercial cloud offerings, the evolving and maturing middleware for grid based distributed computing, and the evolution in science and research dependence on computation. We present a first categorization of OSG value and analysis across several different aspects of the Consortium's goals and activities. And lastly, we presents some of the upcoming challenges of LHC data analysis ramp up and our ongoing contributions to the World Wide LHC Computing Grid.

The Office of Radioisotope Power Systems (RPS) of the Department of Energy (DOE) provides RPS for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration (NASA) for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. For the Cassini Mission, ORNL produced carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS) used in the generators. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. This report reflects program guidance from the Office of RPS for fiscal year (FY) 2008. Production activities for prime quality (prime) CBCF insulator sets, iridium alloy blanks and foil, and CVS are summarized in this report. Technology activities are also reported that were conducted to improve the manufacturing processes, characterize materials, or to develop information for new RPS.

ART CCIM PHASE II-A OFF-GAS SYSTEM EVALUATION TEST REPORT

AREVA Federal Services (AFS) is performing a multi-year, multi-phase Advanced Remediation Technologies (ART) project, sponsored by the U.S. Department of Energy (DOE), to evaluate the feasibility and benefits of replacing the existing joule-heated melter (JHM) used to treat high level waste (HLW) in the Defense Waste Processing Facility (DWPF) at the Savannah River Site with a cold crucible induction melter (CCIM). The AFS ART CCIM project includes several collaborators from AREVA subsidiaries, French companies, and DOE national laboratories. The Savannah River National Laboratory and the Commissariat a l’Energie Atomique (CEA) have performed laboratory-scale studies and testing to determine a suitable, high-waste-loading glass matrix. The Idaho National Laboratory (INL) and CEA are performing CCIM demonstrations at two different pilot scales to assess CCIM design and operation for treating SRS sludge wastes that are currently being treated in the DWPF. SGN is performing engineering studies to validate the feasibility of retrofitting CCIM technology into the DWPF Melter Cell. The long-term project plan includes more lab-testing, pilot- and large-scale demonstrations, and engineering activities to be performed during subsequent project phases. Biomass resources meet about 99.5% of the Liberian population?s energy needs so they are vital to basic welfare and economic activity. Already, traditional biomass products like firewood and charcoal are the primary energy source used for domestic cooking and heating. However, other more efficient biomass technologies are available that could open opportunities for agriculture and rural development, and provide other socio-economic and environmental benefits.The main objective of this study is to estimate the biomass resources currently and potentially available in the country and evaluate their contribution for power generation and the production of transportation fuels. It intends to inform policy makers and industry developers of the biomass resource availability in Liberia, identify areas with high potential, and serve as a base for further, more detailed site-specific assessments.

The enormous quantity of energy consumed by U.S. commercial buildings places a significant burden on the energy supply and is a potential source of economic strain. To address this, the DOE Building Technologies Program has established the goal of developing market-viable zero energy buildings by 2025. This study focuses on the effects of outside air, and considers various outside air sources, types of building construction, building subsectors, and climates. Based on the information about energy consumption attributed to outside air, it identifies topics for further research that have the greatest potential to achieve energy savings.

ATR NATIONAL SCIENTIFIC USER FACILITY INSTRUMENTATION ENHANCEMENT EFFORTS

A key component of the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) effort is to enhance instrumentation techniques available to users conducting irradiation tests in this unique facility. In particular, development of sensors capable of providing ‘real-time’ measurements of key irradiation parameters is emphasized because of their potential to offer increased fidelity data and reduced post-test examination costs. This paper describes the strategy for identifying new instrumentation needed for ATR irradiations and the program underway to develop and evaluate new sensors to address these needs. Accomplishments from this program are illustrated by describing several new sensors now available to users of the ATR NSUF. In addition, progress is reported on current research efforts to provide users improved in-pile instrumentation.
