Title Insurance: Preliminary Views and Issues for Further Study

A letter report issued by the Government Accountability Office with an abstract that begins "Title insurance is a required element of almost all real estate purchases and is not an insignificant cost for consumers. However, consumers generally do not have the knowledge needed to "shop around" for title insurance and usually rely on professionals involved in real estate--such as lenders, real estate agents, and attorneys--for advice in selecting a title insurer. Recent state and federal investigations into title insurance sales have identified practices that may have benefited these professionals and title insurance providers at the expense of consumers. At your request, GAO currently has work under way studying the title insurance industry, including pricing, competition, the size of the market, the roles of the various participants in the market, and how they are regulated. You asked GAO to identify and report on preliminary issues for further study. In so doing, this report focuses on: (1) the reasonableness of cost structures and agent practices common to the title insurance market that are not typical of other insurance markets; (2) the implications of activities identified in recent state and federal investigations that may have benefited real estate professionals rather than consumers; and …

System-level modeling for geological storage of CO2

One way to reduce the effects of anthropogenic greenhousegases on climate is to inject carbon dioxide (CO2) from industrialsources into deep geological formations such as brine formations ordepleted oil or gas reservoirs. Research has and is being conducted toimprove understanding of factors affecting particular aspects ofgeological CO2 storage, such as performance, capacity, and health, safetyand environmental (HSE) issues, as well as to lower the cost of CO2capture and related processes. However, there has been less emphasis todate on system-level analyses of geological CO2 storage that considergeological, economic, and environmental issues by linking detailedrepresentations of engineering components and associated economic models.The objective of this study is to develop a system-level model forgeological CO2 storage, including CO2 capture and separation,compression, pipeline transportation to the storage site, and CO2injection. Within our system model we are incorporating detailedreservoir simulations of CO2 injection and potential leakage withassociated HSE effects. The 118-C-3:3 french drains received condensate from the steam heating system in the 105-C Reactor Building. The 118-C-3:3 french drain meets the remedial action objectives specified in the Remaining Sites ROD. The results demonstrate that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

The 100-B-1 waste site was a dumping site that was divided into two areas. One area was used as a laydown area for construction materials, and the other area was used as a chemical dumping area. The 100-B-1 Surface Chemical and Solid Waste Dumping Area site meets the remedial action objectives specified in the Remaining Sites ROD. The results demonstrate that residual contaminant concentrations support future unrestricted land uses that can be represented by a rural-residential scenario. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

Inline Monitors for Measuring Cs-137 in the SRS Caustic Side Solvent Extraction Process

The Department of Energy (DOE) selected Caustic-Side Solvent Extraction (CSSX) as the preferred technology for the removal of radioactive cesium from High-Level Waste (HLW) at the Savannah River Site (SRS). Before the full-scale Salt Waste Processing Facility (SWPF) becomes operational, a portion of dissolved saltcake waste will be processed through a Modular CSSX Unit (MCU). The MCU employs the CSSX process, a continuous process that uses a novel solvent to extract cesium from waste and concentrate it in dilute nitric acid. Of primary concern is Cs-137 which makes the solution highly radioactive. Since the MCU does not have the capacity to wait for sample results while continuing to operate, the Waste Acceptance Strategy is to perform inline analyses. Gamma-ray monitors are used to: measure the Cs-137 concentration in the decontaminated salt solution (DSS) before entering the DSS Hold Tank; measure the Cs-137 concentration in the strip effluent (SE) before entering the SE Hold Tank; and verify proper operation of the solvent extraction system by verifying material balance within the process. QT-RESUMMATION FOR POLARIZED SEMI-INCLUSIVE DEEP INELASTIC SCATTERING.

We study the transverse-momentum distribution of hadrons produced in semi-inclusive deep-inelastic scattering. We consider cross sections for various combinations of the polarizations of the initial lepton and nucleon or the produced hadron, for which we perform the resummation of large double-logarithmic perturbative corrections arising at small transverse momentum. We present phenomenological results for the process ep {yields} e{pi}X for the typical kinematics in the COMPASS experiment. We discuss the impact of the perturbative resummation and of estimated non-perturbative contributions on the corresponding cross sections and their spin asymmetry.

Encouraging PV Adoption in New Market-Rate ResidentialConstruction: A Critical Review of Program Experiences to Date

In this paper, we review experiences with programs to support the deployment of photovoltaics (PV) in new, market-rate homes, drawing upon interviews with program managers around the country, project data, and publicly-available documentation on program design, impacts, and experiences. We focus on state clean energy funds, which have been established in 14 U.S. states to build markets for clean energy resources, as well as a select number of other state or local organizations whose activities are particularly noteworthy. We describe the types of programs implemented and their impacts to date, and discuss key issues and lessons learned for initiatives aimed at growing the new home market for PV.

3w Transmitted Beam Diagnostic at the Omega Laser Facility

A 3{omega} transmitted beam diagnostic has been commissioned on the Omega Laser at the Laboratory for Laser Energetics, University of Rochester [Soures et.al., Laser Part. Beams 11 (1993)]. Transmitted light from one beam is collected by a large focusing mirror and directed onto a diagnostic platform. The near field of the transmitted light is imaged; the system collects information from twice the original f-cone of the beam. Two gated optical cameras capture the near field image of the transmitted light. Thirteen spatial positions around the measurement region are temporally resolved using fast photodiodes to allow a measure of the beam spray evolution. The Forward stimulated Raman scattering and forward simulated Brillion scattering are spectrally and temporally resolved at 5 independent locations within twice the original f-cone. The total transmitted energy is measured in two spectral bands ({delta}{lambda} < 400 nm and {delta}{lambda} > 400 nm).

Generation and Characterization of Attosecond Pulses

The research undertaken in this project has been directed toward the area of attoscience, in particular the problem of attosecond metrology. That is, the accurate determination of the electric field of attosecond XUV radiation. This outstanding problem has been identified as a critical technology for further development of the field, and our research adds to the area by providing the first method for characterization using the harmonic radiation itself as a tool. The technical effectiveness of this approach is very high, since it is vastly easier to detect XUV radiation directly than via the spectrum of photoelectrons liberated from atoms by it. This means that the experimental data rate can be much higher in principle using all-optical detection that electron detection, which will greatly aid the utility of harmonic XUV sources in attoscience applications. There are as yet no direct public benefits from this area of scientific research, though access to material structural dynamics on unprecedented brief timescales are expected to yield significant benefits for the future.

Rare B Meson Decays With Omega Mesons

Rare charmless hadronic B decays are particularly interesting because of their importance in understanding the CP violation, which is essential to explain the matter-antimatter asymmetry in our universe, and of their roles in testing the ''effective'' theory of B physics. The study has been done with the BABAR experiment, which is mainly designed for the study of CP violation in the decays of neutral B mesons, and secondarily for rare processes that become accessible with the high luminosity of the PEP-II B Factory. In a sample of 89 million produced B{bar B} pairs on the BABAR experiment, we observed the decays B{sup 0} {yields} {omega}K{sup 0} and B{sup +} {yields} {omega}{rho}{sup +} for the first time, made more precise measurements for B{sup +} {yields} {omega}h{sup +} and reported tighter upper limits for B {yields} {omega}K* and B{sup 0} {yields} {omega}{rho}{sup 0}.

This document contains the human health and ecological risk assessment for the Resource Recovery and Conservation Act (RCRA) permit renewal for the Explosives Waste Treatment Facility (EWTF). Volume 1 is the text of the risk assessment, and Volume 2 (provided on a compact disc) is the supporting modeling data. The EWTF is operated by the Lawrence Livermore National Laboratory (LLNL) at Site 300, which is located in the foothills between the cities of Livermore and Tracy, approximately 17 miles east of Livermore and 8 miles southwest of Tracy. Figure 1 is a map of the San Francisco Bay Area, showing the location of Site 300 and other points of reference. One of the principal activities of Site 300 is to test what are known as ''high explosives'' for nuclear weapons. These are the highly energetic materials that provide the force to drive fissionable material to criticality. LLNL scientists develop and test the explosives and the integrated non-nuclear components in support of the United States nuclear stockpile stewardship program as well as in support of conventional weapons and the aircraft, mining, oil exploration, and construction industries.
