Security Clearances: FBI Has Enhanced Its Process for State and Local Law Enforcement Officials

A letter report issued by the General Accounting Office with an abstract that begins "The free flow of information among federal, state, and local law enforcement agencies could prove vital to fighting the war on terrorism. State and local law enforcement officials are key stakeholders in the United States' efforts to combat terrorism, and as such, they may require access to classified national security information to help prevent or respond to terrorist attacks. In order to gain access to such information, state and local law enforcement officials generally need federal security clearances. The Federal Bureau of Investigation (FBI) grants security clearances and shares classified information with state and local law enforcement officials. Immediately following September 11, 2001, some state and local law enforcement officials expressed frustration with the complexity of the process for obtaining security clearances. Others expressed frustration with the length of time it took to obtain a security clearance. These frustrations exacerbated the general concern among law enforcement stakeholders that the lack of security clearances could impede the flow of critical information from the FBI to the state and local level, from the state and local level to the FBI, and laterally from one state or local agency …

State Department: Issues Affecting Funding of Iraqi National Congress Support Foundation

A letter report issued by the General Accounting Office with an abstract that begins "As part of the efforts by the United States to oust Saddam Hussein, a critical element of U.S. policy included funding the Iraqi National Congress as the lead Iraqi opposition coalition. In 1999, the Iraqi National Congress Support Foundation (INCSF) was established to provide an organizational structure for Department of State funding. From March 2000 until September 2003, the Department of State funded several INCSF programs, including television broadcasting. INCSF's broadcasting goals included broadcasts into Iraq focusing on providing the Iraqi people unbiased news and information and updating them on efforts to bring democracy to Iraq. GAO was asked to review (1) the history of the Department of State's funding of INCSF broadcasting activities and (2) the key issues affecting State's funding decisions."

Stress-dependent permeability of fractured rock masses: A numerical study

We investigate the stress-dependent permeability issue in fractured rock masses considering the effects of nonlinear normal deformation and shear dilation of fractures using a two-dimensional distinct element method program, UDEC, based on a realistic discrete fracture network realization. A series of ''numerical'' experiments were conducted to calculate changes in the permeability of simulated fractured rock masses under various loading conditions. Numerical experiments were conducted in two ways: (1) increasing the overall stresses with a fixed ratio of horizontal to vertical stresses components; and (2) increasing the differential stresses (i.e., the difference between the horizontal and vertical stresses) while keeping the magnitude of vertical stress constant. These numerical experiments show that the permeability of fractured rocks decreases with increased stress magnitudes when the stress ratio is not large enough to cause shear dilation of fractures, whereas permeability increases with increased stress when the stress ratio is large enough. Permeability changes at low stress levels are more sensitive than at high stress levels due to the nonlinear fracture normal stress-displacement relation. Significant stress-induced channeling is observed as the shear dilation causes the concentration of fluid flow along connected shear fractures. A ''Toolbox''21 Equivalent Process for Safety Analysis Software

Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 2002-1 (Quality Assurance for Safety-Related Software) identified a number of quality assurance issues on the use of software in Department of Energy (DOE) facilities for analyzing hazards, and designing and operating controls that prevent or mitigate potential accidents. The development and maintenance of a collection, or ''toolbox,'' of multiple-site use, standard solution, Software Quality Assurance (SQA)-compliant safety software is one of the major improvements identified in the associated DOE Implementation Plan (IP). The DOE safety analysis toolbox will contain a set of appropriately quality-assured, configuration-controlled, safety analysis codes, recognized for DOE-broad, safety basis applications. Currently, six widely applied safety analysis computer codes have been designated for toolbox consideration. While the toolbox concept considerably reduces SQA burdens among DOE users of these codes, many users of unique, single-purpose, or single-site software may still have sufficient technical justification to continue use of their computer code of choice, but are thwarted by the multiple-site condition on toolbox candidate software. The process discussed here provides a roadmap for an equivalency argument, i.e., establishing satisfactory SQA credentials for single-site software that can be deemed ''toolbox-equivalent''. Top quark physics at CDF (open access)

Top quark physics at CDF

The existence of the top quark, discovered by CDF and D0 in 1995, has been re-established in the burgeoning dataset being collected in Run 2 of the Tevatron at Fermilab. Results from CDF on the top quark production cross section and top quark mass are consistent with the Standard Model expectations. The well-characterized top data samples will make it possible in the future to probe further for new physics in the top quark sector. This report summarizes recent CDF top quark physics results.

Transfer of Budgetary Resources to the Department of Homeland Security (DHS)

Correspondence issued by the General Accounting Office with an abstract that begins "The enactment of the Homeland Security Act of 2002 led to the most substantial reorganization of the federal government since the 1940s by creating the Department of Homeland Security (DHS). Established in January 2003, DHS combined 29 program functions that were transferred from 10 agencies, referred to as the legacy agencies. In addition, legacy agencies transferred resources for support functions, such as offices of inspectors general and management and support. According to the President's proposal to create DHS, the reorganization was also designed to, among other things, achieve future savings through the elimination of redundancies among the transferred programs. Given the breadth and magnitude of the reorganization, questions have been raised among members of Congress and in the media about whether the creation of DHS would prompt increases in the size of the workforces at the agencies affected by the reorganization. This report responds to a request by the Chairman, House Committee on Transportation and Infrastructure, that we examine how the transfer of full-time equivalent (FTE) positions to DHS was conducted at the agencies involved in the transfer. Visible Spectrum Incandescent Selective Emitter

The purpose of the work performed was to demonstrate the feasibility of a novel bi-layer selective emitter. Selective emitters are incandescent radiant bodies with emissivities that are substantially larger in a selected part of the radiation spectrum, thereby significantly shifting their radiated spectral distribution from that of a blackbody radiating at the same temperature. The major research objectives involved answering the following questions: (1) What maximum VIS/NIR radiant power and emissivity ratios can be attained at 2650 K? (2) What is the observed emitter body life and how does its performance vary with time? (3) What are the design tradeoffs for a dual heating approach in which both an internally mounted heating coil and electrical resistance self-heating are used? (4) What are the quantitative improvements to be had from utilizing a bi-layer emitter body with a low emissivity inner layer and a partially transmissive outer layer? Two approaches to obtaining selective emissivity were investigated. The first was to utilize large optical scattering within an emitter material with a spectral optical absorption that is much greater within the visible spectrum than that within the NIR.
