The Russian Duma, the lower house of the Russian Parliament approved ratification of the START II Treaty on April 14, 2000, after 7 years of debate and dissension. (The United States Senate approved ratification of the treaty in January 1996.) This report describes key concerns raised by Members of the Duma during their discussions of START II. These include concerns with treaty provisions, such as its ban on multiple warhead ICBMs and its warhead "downloading" provisions, and concerns with Russia's ability to maintain and finance its strategic nuclear forces in the future.

A set of pickup measurements performed in August of 1999 (see Pbar note 618) indicated problems with the pickup sensitivity for frequencies above {approx}4.8 GHz. This note describes the effort made to determine if the problems with system performance were due to the design of the 4-8 GHz circuit board.

One of the potential failure modes of the drip shield (DS), the waste package (WP) outer barrier, and the stainless structural material is the initiation and propagation of stress corrosion cracking (SCC) induced by the WP environment and various types of stresses that can develop in the DSs or the WPs. For the current design of the DS and WP, however, the DS will be excluded from the SCC evaluation because stresses that are relevant to SCC are insignificant in the DS. The major sources of stresses in the DS are loadings due to backfill and earthquakes. These stresses will not induce SCC because the stress caused by backfill is generally compressive stress and the stress caused by earthquakes is temporary in nature. The 316NG stainless steel inner barrier of the WP will also be excluded from the SCC evaluation because the SCC performance assessment will not take credit from the inner barrier. Therefore, the purpose of this document is to provide a detailed description of the process-level models that can be applied to assess the performance of the material (i.e., Alloy 22) used for the WP outer barrier subjected to the effects of SCC. This document describes the phantom dosimetry used for the PFP Area Monitoring program and establishes the basis for the Plutonium Finishing Plant's (PFP) area monitoring dosimetry program in accordance with the following requirements: Title 10, Code of Federal Regulations (CFR), part 835, ''Occupational Radiation Protection'' Part 835.403; Hanford Site Radiological Control Manual (HSRCM-1), Part 514; HNF-PRO-382, Area Dosimetry Program; and PNL-MA-842, Hanford External Dosimetry Technical Basis Manual.

The objective of this paper is to confirm the slow-axis loss of less than 0.1 dB/m for the PZ fiber manufactured for LLNL by 3M and to provide samples of the fiber to CEA/Thomson that will permit them to readily verify this result.

Monitoring of geologic sequestration projects will require the measurement of many different parameters and processes at many different locations at the surface and in the subsurface. The greatest need for technology development is for monitoring of processes in the subsurface in the region between wells. The approach to fitting this need is to build upon decades of experience in use of geophysics in the oil and gas industry. These methods can be optimized for CO2 monitoring, and customized and extended in order to meet the need for cost-effective methods applicable to saline disposal sites, coal bed methane sites, as well as oil and gas reservoir sequestration sites. The strategy for development of cost-effective methods follows a three step iterative process of sensitivity analysis using numerical and experimental techniques, field testing at a range of scale in different formations, and analysis and integration of complimentary types of data.

A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO provided information on small business bid protests that have been filed in district courts and the United States Court of Federal Claims (COFC) since the Administration Dispute Resolution Act took effect on December 31, 1996, focusing on the: (1) number of bid protest cases filed in the U.S. district courts and COFC between January 1, 1997, and April 30, 1999, that were filed by small businesses, the type of agencies involved, and the amount of the procurement at issue; (2) perceived advantages and disadvantages for small businesses filing bid protest cases in each judicial forum; and (3) characteristics of district court and COFC bid protest cases, particularly those filed by small businesses, that could be used to assess these perceived advantages and disadvantages."

The National Museum of the Pacific War presents an oral interview with Edward Hyak. Hyak joined the Army Air Corps in August 1940 and received clerical training at Fort Logan. He received glider pilot training in Roswell. Upon completion, he was assigned to the 477th Bomb Group, where he served as a technical clerk assisting the first sergeant. In November 1942 he went to England, where he kept maintenance records and ran troubleshooting for the bomb group as an engineer clerk specialist. He recalls one plane, nicknamed Fuddy Duddy, which flew 90 missions before finally being decommissioned. On D-Day he witnessed thousands of American planes overhead, which came as a total surprise to him. While in England he met his brother and cousin at the Imperial Hotel. Hyak returned home in July 1945 and was discharged. He joined the inactive reserves and was called to Nevada to participate in nuclear bomb experiments in 1950. He recalls being knocked down by the blast from his post in a trench. He attributes numerous lifelong ailments and disabilities to his exposure to radioactivity, including blindness. Hyak was discharged a second time in September 1952.

Coscheduling is essential for obtaining good performance in a time-shared symmetric multiprocessor (SMP) cluster environment. However, the most common technique, gang scheduling, has limitations such as poor scalability and vulnerability to faults mainly due to explicit synchronization between its components. A decentralized approach called dynamic coscheduling (DCS) has been shown to be effective for network of workstations (NOW), but this technique is not suitable for the workloads on a very large SMP-cluster with thousands of processors. Furthermore, its implementation can be prohibitively expensive for such a large-scale machine. In this paper, we propose a novel coscheduling technique based on the DCS approach which can achieve coscheduling on very large SMP-clusters in a scalable, efficient, and cost-effective way. In the proposed technique, each local scheduler achieves coscheduling based upon message traffic between the components of parallel jobs. Message trapping is carried out at the user-level, eliminating the need for unsupported hardware or device-level programming. A sending process attaches its status to outgoing messages so local schedulers on remote nodes can make more intelligent scheduling decisions. Once scheduled, processes are guaranteed some minimum period of time to execute. This provides an opportunity to synchronize the parallel job's components across all nodes and …

We propose an alternative orthonormalization method that computes the orthonormal basis from the right singular vectors of a matrix. Its advantage are: (a) all operations are matrix-matrix multiplications and thus cache-efficient, (b) only one synchronization point is required in parallel implementations, (c) could be more stable than Gram-Schmidt. In addition, we consider the problem of incremental orthonormalization where a block of vectors is orthonormalized against a previously orthonormal set of vectors and among itself. We solve this problem by alternating iteratively between a phase of Gram-Schmidt and a phase of the new method. We provide error analysis and use it to derive bounds on how accurately the two successive orthonormalization phases should be performed to minimize total work performed. Our experiments confirm the favorable numerical behavior of the new method and its effectiveness on modern parallel computers.
