Repackaging of Two Bulged Crimp Sealed Cans Containing Plutonium Bearing Materials

Two cans containing plutonium bearing materials were found during radiography surveillance activities to be bulged. The cans had been stored in DOT 6M shipping containers at the Savannah River Site. The material in the first can (Item CZA96-179) was packaged can/bag/can configuration with the inner and outer cans being crimp sealed. The crimp sealed innermost can was clearly deformed from the radiography picture taken for surveillance purposes. This material had been stored in the shipping container since the mid 1970s. The second can (Item 50014440) contained plutonium bearing material of a different origin. The material had been repackaged at the Savannah River Site in the mid 1990's, and the repackaged can was stored in a 6M shipping drum. A special puncturing tool, which secured the can and allowed for a very controlled puncture of both outer and inner cans was used in a glovebox. The glovebox has a dry air system and an argon supply. The puncturing tool utilized a non-sparking punch and an argon purge. The cans were repackaged into filtered outer cans. A description of the puncturing tool, repackaging activities, and of the materials will be provided.

A simulation-based study of HighSpeed TCP and its deployment

The current congestion control mechanism used in TCP has difficulty reaching full utilization on high speed links, particularly on wide-area connections. For example, the packet drop rate needed to fill a Gigabit pipe using the present TCP protocol is below the currently achievable fiber optic error rates. HighSpeed TCP was recently proposed as a modification of TCP's congestion control mechanism to allow it to achieve reasonable performance in high speed wide-area links. In this research, simulation results showing the performance of HighSpeed TCP and the impact of its use on the present implementation of TCP are presented. Network conditions including different degrees of congestion, different levels of loss rate, different degrees of bursty traffic and two distinct router queue management policies were simulated. The performance and fairness of HighSpeed TCP were compared to the existing TCP and solutions for bulk-data transfer using parallel streams.

Testimony issued by the General Accounting Office with an abstract that begins "Recently, the Small Business Administration's (SBA) auditors withdrew their unqualified audit opinions on SBA's fiscal year 2000 and 2001 financial statements and issued disclaimers of opinion. The auditors also issued a disclaimer of opinion on SBA's fiscal year 2002 financial statements. This turn of events was primarily due to flaws in the way SBA accounted for its loan sales and for the remaining portfolio. There were also several other issues affecting SBA's fiscal year 2002 audit, including key internal control weaknesses and systems that did not substantially comply with the Federal Financial Management Improvement Act. The information GAO presents in this testimony, which is discussed in greater detail in our January 2003 report, Small Business Administration: Accounting Anomalies and Limited Operational Data Make Results of Loan Sales Uncertain (GAO-03-87), is intended to assist Congress in assessing the current status of financial accountability at SBA."

Strategies for gas production from hydrate accumulations under various geologic conditions

In this paper we classify hydrate deposits in three classes according to their geologic and reservoir conditions, and discuss the corresponding production strategies. Simple depressurization appears promising in Class 1 hydrates, but its appeal decreases in Class 2 and Class 3 hydrates. The most promising production strategy in Class 2 hydrates involves combinations of depressurization and thermal stimulation, and is clearly enhanced by multi-well production-injection systems. The effectiveness of simple depressurization in Class 3 hydrates is limited, and thermal stimulation (alone or in combination with depressurization) through single well systems seems to be the strategy of choice in such deposits.

Verification & Validation: Goals, Methods, Levels, and Metrics

This work briefly summarizes the current status of the V and V Program at LLNL regarding goals, methods, timelines, and issues for Verification and Validation (V and V) with Uncertainty Quantification (UQ). The goals are to evaluate various V and V methods, to apply them to computational simulation analyses, and integrate them into methods for Quantitative Certification techniques for the nuclear stockpile. Methods include qualitative and quantitative V and V processes with numerical values for both (qualitative) V and V Level, and (quantitative) validation statements with confidence-bounded uncertainty bands. They describe the critical nature of high quality analyses with quantified V and V, and the essential role of V and V and UQ at specified Confidence levels in evaluating system certification status. Only with quantitative validation statements can rational tradeoffs of various scenarios be made.

Venoco Inc, intends to re-develop the Monterey Formation, a Class III basin reservoir, at South Ellwood Field, Offshore Santa Barbara, California. Well productivity in this field varies significantly. Cumulative Monterey production for individual wells has ranged from 260 STB to 8,700,000 STB. Productivity is primarily affected by how well the well path connects with the local fracture system and the degree of aquifer support. Cumulative oil recovery to date is a small percentage of the original oil in place. To embark upon successful re-development and to optimize reservoir management, Venoco intends to investigate, map and characterize field fracture patterns and the reservoir conduit system. State of the art borehole imaging technologies including FMI, dipole sonic and cross-well seismic, interference tests and production logs will be employed to characterize fractures and micro faults. These data along with the existing database will be used for construction of a novel geologic model of the fracture network. Development of an innovative fracture network reservoir simulator is proposed to monitor and manage the aquifer's role in pressure maintenance and water production. Advanced Lost Foam Casting Technology - Phase V

Previous research, conducted under DOE Contracts DE-FC07-89ID12869, DE-FC07-93ID12230 and DE-FC07-95ID113358 made significant advances in understanding the Lost Foam Casting (LFC) Process and clearly identified areas where additional developments were needed to improve the process and make it more functional in industrial environments. The current project focused on eight tasks listed as follows: Task 1--Computational Model for the Process and Data Base to Support the Model; Task 2--Casting Dimensional Accuracy; Task 3--Pattern Production; Task 4--Improved Pattern Materials; Task 5--Coating Control; Task 6--In-Plant Case Studies; Task 7--Energy and the Environmental Data; and Task 8--Technology Transfer. This report summarizes the work done on all tasks in the period of October 1, 1999 through September 30, 2004. The results obtained in each task and subtask are summarized in this Executive Summary and details are provided in subsequent sections of the report.

Application of NMR Methods to Identify Detection Reagents for Use in the Development of Robust Nanosensors

Nuclear Magnetic Resonance (NMR) spectroscopy is a powerful technique for studying bi-molecular interactions at the atomic scale. Our NMR lab is involved in the identification of small molecules, or ligands that bind to target protein receptors, such as tetanus (TeNT) and botulinum (BoNT) neurotoxins, anthrax proteins and HLA-DR10 receptors on non-Hodgkin's lymphoma cancer cells. Once low affinity binders are identified, they can be linked together to produce multidentate synthetic high affinity ligands (SHALs) that have very high specificity for their target protein receptors. An important nanotechnology application for SHALs is their use in the development of robust chemical sensors or biochips for the detection of pathogen proteins in environmental samples or body fluids. Here, we describe a recently developed NMR competition assay based on transferred nuclear Overhauser effect spectroscopy (trNOESY) that enables the identification of sets of ligands that bind to the same site, or a different site, on the surface of TeNT fragment C (TetC) than a known ''marker'' ligand, doxorubicin. Using this assay, we can identify the optimal pairs of ligands to be linked together for creating detection reagents, as well as estimate the relative binding constants for ligands competing for the same site.

An Assessment of Future Demands for and Benefits of Public Transit Srevices in Tennessee

This report documents results from a study carried out by Oak Ridge National Laboratory and the University of Tennessee at Knoxville for the Office of Public Transportation, Tennessee Department of Transportation. The study team was tasked with developing a process and a supporting methodology for estimating the benefits accruing to the State from the operation of state supported public transit services. The team was also tasked with developing forecasts of the future demands for these State supported transit services at five year intervals through the year 2020, broken down where possible to the local transit system level. Separate ridership benefits and forecasts were also requested for the State's urban and rural transit operations. Tennessee's public transit systems are subsidized to a degree by taxpayers. It is therefore in the public interest that assessments of the benefits of such systems be carried out at intervals, to determine how they are contributing to the well-being of the state's population. For some population groups within the State of Tennessee these transit services have become essential as a means of gaining access to workplaces and job training centers, to educational and health care facilities, as well as to shops, social functions and recreational sites.

Characterization of Uranium Solids Precipitated with Aluminosilicates

At the Savannah River Site (SRS), the High-Level Waste (HLW) Tank Farms store and process high-level liquid radioactive wastes from the Canyons and recycle water from the Defense Waste Processing Facility. The waste is concentrated using evaporators to minimize the volume of space required for HLW storage. Recently, the 2H Evaporator was shutdown due to the crystallization of sodium aluminosilicate (NAS) solids (such as cancrinite and sodalite) that contained close to 10 weight percent of elementally-enriched uranium (U). Prior to extensive cleaning,the evaporator deposits resided on the evaporator walls and other exposed internal surfaces within the evaporator pot. Our goal is to support the basis for the continued safe operation of SRS evaporators and to gain more information that could be used to help mitigate U accumulation during evaporator operation.
