A letter report issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO provided information on small business bid protests that have been filed in district courts and the United States Court of Federal Claims (COFC) since the Administration Dispute Resolution Act took effect on December 31, 1996, focusing on the: (1) number of bid protest cases filed in the U.S. district courts and COFC between January 1, 1997, and April 30, 1999, that were filed by small businesses, the type of agencies involved, and the amount of the procurement at issue; (2) perceived advantages and disadvantages for small businesses filing bid protest cases in each judicial forum; and (3) characteristics of district court and COFC bid protest cases, particularly those filed by small businesses, that could be used to assess these perceived advantages and disadvantages."

START II Debate in the Russian Duma: Issues and Prospects

The Russian Duma, the lower house of the Russian Parliament approved ratification of the START II Treaty on April 14, 2000, after 7 years of debate and dissension. (The United States Senate approved ratification of the treaty in January 1996.) This report describes key concerns raised by Members of the Duma during their discussions of START II. These include concerns with treaty provisions, such as its ban on multiple warhead ICBMs and its warhead "downloading" provisions, and concerns with Russia's ability to maintain and finance its strategic nuclear forces in the future.

Former Soviet Union: U.S. Rule of Law Assistance Has Had Limited Impact

A letter report issued by the General Accounting Office with an abstract that begins "For fiscal years 1992 through 2000, the U.S. government provided assistance to help the 12 newly independent states of the former Soviet Union develop the sustainable institutions, traditions, and legal foundations that ensure a strong rule of law. This report (1) assesses the extent to which the program has had an impact on the development of the rule of law and whether the program results are sustainable and (2) analyzes the factors that may have affected the program's impact and sustainability. GAO found that the U.S. government's rule of law assistance program has had limited impact so far, and results may not be sustainable in many cases. The impact and sustainability of the U.S. rule of law assistance programs have been constrained by several factors, including limited political consensus on reforms, a shortage of domestic resources for many of the more expensive innovations, and weaknesses in the design and management of assistance programs by U.S. agencies."
