Reaction of Phenyl Radical with O2: Thermodynamic Properties, Important Reaction Paths and Kinetics

The Phenyl + O{sub 2} association results in a chemically activated phenyl-peroxy radical which can dissociate to phenoxy radical + O, undergo intramolecular addition of the peroxy radical to several unsaturated carbon sites or react back to phenyl + O{sub 2}. The intramolecular addition channels further react through several paths to ring opening (unsaturated + carbonyl moieties) as well as cyclopentadieny radical + CO{sub 2}. Enthalpy ({Delta}H{sub f(298)}{sup o}), Entropy (S{sub 298}), and heat capacities Cp(T) for species in the decomposition of the ring are evaluated using density functional and ab initio calculations and by comparisons to vinyl + O{sub 2} data of Mebel et al, and phenyl + O{sub 2} data of Hadad et al. Isodesmic reaction analysis is used to estimate enthalpy values of the intermediates and well depths of the adducts. High Pressure limit kinetic parameters are obtained from the calculation results using canonical Transition State Theory. Quantum RRK analysis is utilized to obtain k(E) and modified strong collision or master equation analysis is used for evaluation of pressure fall-off in this complex bimolecular, chemical activation, reaction system. Subsurface Shielding Source Term Specification Calculation

The purpose of this calculation is to establish appropriate and defensible waste-package radiation source terms for use in repository subsurface shielding design. This calculation supports the shielding design for the waste emplacement and retrieval system, and subsurface facility system. The objective is to identify the limiting waste package and specify its associated source terms including source strengths and energy spectra. Consistent with the Technical Work Plan for Subsurface Design Section FY 01 Work Activities (CRWMS M&O 2001, p. 15), the scope of work includes the following: (1) Review source terms generated by the Waste Package Department (WPD) for various waste forms and waste package types, and compile them for shielding-specific applications. (2) Determine acceptable waste package specific source terms for use in subsurface shielding design, using a reasonable and defensible methodology that is not unduly conservative. This calculation is associated with the engineering and design activity for the waste emplacement and retrieval system, and subsurface facility system. The technical work plan for this calculation is provided in CRWMS M&O 2001. Development and performance of this calculation conforms to the procedure, AP-3.12Q, Calculations.

Tax Deductions: Estimates of Taxpayers Who May Have Overpaid Federal Taxes by Not Itemizing

A letter report issued by the General Accounting Office with an abstract that begins "When computing their federal taxes, taxpayers either claim a standard deduction or itemize deductions. This report estimates (1) the number of taxpayers who may have overpaid their taxes by claiming the standard deduction instead of itemizing their deductions, and (2) the amount of taxes they may have overpaid. On about 510,000 individual tax returns in tax year 1998, GAO found that taxpayers did not itemize their deductions yet had mortgage interest payments that exceeded the standard deduction amount for their tax filing status. These taxpayers may have overpaid their taxes by about $311 million. The average overpayment amount was $610, and about 35 percent of the taxpayers had overpaid their taxes by more than $500."

Correspondence issued by the General Accounting Office with an abstract that begins "Discrimination complaints by minority farmers who were denied benefits under the Department of Agriculture's (USDA) farm assistance programs have been a long-standing issue. In 1997, a group of African-American farmers consolidated their claims of racial discrimination in farm lending and benefit programs into one class action suit against USDA. In April 1999, a federal district court approved a consent decree to settle the suit that included a framework for resolving the individual claims. This correspondence examines (1) the status of claims under the class action settlement and (2) the results of the Department's efforts to resolve discrimination complaints by minority farmers through its administrative processes. GAO found that the consent decree provides for various parties outside the federal government to decide on the individual claims on the basis of information submitted by the claimants and USDA. Although USDA participates in the process, it does not make decisions on the individual claims. As of January 2001, more than 25,000 people had filed claims under the consent decree. At the same time, however, more than 3,600 claimants were rejected as not being eligible class members, and more than 7,900 who …

Upstream Migration of Pacific Lampreys in the John Day River : Behavior, Timing, and Habitat Use : Annual Report 2000.

Historic accounts and recent observations of Pacific lampreys (Lampetra tridentata) at mainstem Columbia River dams indicate the number of Pacific lampreys migrating upriver has decreased dramatically over the last 60 years. Consequently, state, federal, and tribal governments have recently expressed concern for this species. Little is known about the biological and ecological characteristics of habitats suitable for upstream migrating Pacific lampreys. If rehabilitation efforts are to be done effectively and efficiently, we must gain knowledge of factors limiting survival and reproduction of Pacific lampreys. From data gathered in the first year of this project, we can for the first time, describe the timing, extent, and patterns of movements for Pacific lampreys. We have tested methods and gained information that will allow us to refine our objectives and approach in future work. Knowledge of behavior, timing, and the resulting quantification of habitat use will provide a means to assess the suitability of overwintering and spawning habitats and allow the establishment of goals for recovery projects. Further research is necessary, including multiple years of data collection, tracking of movement patterns through the spawning season, and more rigorously examining habitat use.

As the budget has moved from a position of large deficits to large surpluses, then back to deficit again, a debate has emerged about the desirability of retiring the national debt. Although the national debt would not be retired under current baseline forecasts, it remains an important element of the budget surplus debate. By the end of the baseline window, the national debt is forecast to reach its lowest level in the post-war period as a percentage of GDP despite the dramatic deterioration in the surplus forecast since 2001. This report will explore the economic issues surrounding budget surpluses and debt retirement
