A letter report issued by the General Accounting Office with an abstract that begins "The Environmental Protection Agency (EPA) performs limited oversight of states' processes for verifying the accuracy of large industrial facilities' emissions reports. EPA's data show that most emissions determinations from large sources are based on generic emissions factors. Although EPA allows facilities to estimate their emissions in this manner, EPA officials generally consider direct methods to be more reliable. The accuracy of these reports is important because they influence (1) the financing of states' regulatory programs through fees and (2) the development of emissions inventories, which, in turn, help regulators to develop control strategies and establish permit limits. Furthermore, steps taken to assess the accuracy of these reports, such as more thoroughly reviewing the supporting information, could improve compliance with Clean Air Act requirements. For example, a more thorough review of the information underlying a facility's emission reports, or a more systematic comparison of these reports over time, could identify increased emissions. Such indications could, in turn, trigger a review of compliance with new source review requirements, an area in which EPA found widespread noncompliance in four industries. The ceramic beam chambers in the sections of the kicker magnets for the beam injection and extraction in the Advanced Photon Source (APS) are made of alumina. The inner surface of the ceramic chamber is coated with a conductive paste. The choice of coating thickness is intended to reduce the shielding of the pulsed kicker magnetic field while containing the electromagnetic fields due to the beam bunches inside the chamber, and minimize the Ohmic heating due to the fields on the chamber [1]. The thin coating generally does not give a uniform surface resistivity for typical dimensions of the ceramic chambers in use. The chamber cross section is a circular or an elliptic shape. The chamber or its wall thickness refers to the conductive coating in the following sections. This note calculates the penetration of the kicker magnetic field inside the beam chamber. The kicker field is assumed to be a half-sine pulse and be spatially uniform over the chamber dimensions. The purpose of the calculation is to be able to deduce the average surface resistivity of a chamber by fitting the measured magnetic field data with the calculation inside the chamber. Concerns over financing federal elections have become a seemingly perennial aspect of our political system, centered on the enduring issues of high campaign costs and reliance on interest groups for needed campaign funds. The report talks about the today’s paramount issues such as perceived loopholes in current law and the longstanding issues: overall costs, funding sources, and competition.

The Clean Coal Technology (CCT) program, started in the 1980's and funded generously in the early 1990's, has completed most of its surviving projects and has not funded any new ones since 1994. However, President Bush’s FY2002 budget outline proposed spending $2 billion over 10 years on a restructured CCT program. It is not clear what kind of projects would be included in the new program.

Diagnostic software tools for large commercial buildings are being developed to help detect and diagnose energy and other performance problems with building operations. These software applications utilize energy management control system (EMCS) trend log data. Due to the recent development of diagnostic tools, there has been little detailed comparison among the tools and a limited awareness of tool capabilities by potential users. Today, these diagnostic tools focus mainly on air handlers, but the opportunity exists for broadening the scope of the tools to include all major parts of heating, cooling, and ventilation systems in more detail. This paper compares several tools in the following areas: (1) Scope, intent, and background; (2) Data acquisition, pre-processing, and management; (3) Problems detected; (4) Raw data visualization; (5) Manual and automated diagnostic methods and (6) Level of automation. This comparison is intended to provide practitioners and researchers with a picture of the current state of diagnostic tools. There is tremendous potential for these tools to help improve commercial building energy and non-energy performance.

A letter report issued by the General Accounting Office with an abstract that begins "Available information indicates that the Defense Department lacks an accurate inventory of historic properties. The inventory of historic military properties should include all properties that are listed on or eligible for the National Register of Historic Places. A complete inventory would ensure that the services are properly recording real property transactions, ensure the accuracy of reporting on real property required to be included in annual financial statements, and provide an improved basis for long-term planning for facility maintenance and repair. At the same time, composite data on the costs of maintaining historic structures are not readily available."

The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the U.S. Department of Energy. As shown on the preceding page, the Division is organized into eight sections, four with concentrations in the materials area and four in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. A letter report issued by the General Accounting Office with an abstract that begins "The Environmental Protection Agency (EPA) provides millions of dollars to grantees to conduct research, demonstrate pollution control techniques, and perform other activities. Oversight of this large pool of grantees has proven to be difficult. EPA's post-award grant management policy provides few guarantees that unallowable costs for nonprofit grantees will be identified. Identifying such costs is important for effective oversight of EPA's nonprofit grantees. EPA's on-site grantee visits could provide agency officials with a valuable opportunity to test for unallowable costs while they are testing the adequacy of the grantees' financial and administrative systems. Although more time may be required to test for unallowable costs and additional training may be required for regional personnel, the tests would provide greater assurance that grant funds are spent in accordance with Office of Management and Budget (OMB) requirements. The single audit is an important tool for ensuring that federal funds are properly spent. EPA has taken several steps to identify grantees that need a single audit, but it is difficult to identify them definitively because information on total federal expenditures by each grantee is unavailable. The goals of this conference were to highlight the central role of linear algebra in many problems of mathematics and the applied sciences, including engineering problems in systems and control, signal processing and coding, economic and business problems, and problems from biology and geophysics. Particular consideration in this conference was given to applications in image processing, information retrieval and management (such as the performance of search engines on the Internet), aircraft manufacturing and design, industrial optimization problems, and assessing the economic cost of linear algebra in industry. With the development of high performance computers and new parallel architectures, computational linear algebra is in a state of rapid development. There are grand challenges requiring the development of efficient methods that solve truly large-scale problems by exploiting the ever-increasing computational power.
