Human Capital: Retirements and Anticipated New Reactor Applications Will Challenge NRC's Workforce
A letter report issued by the Government Accountability Office with an abstract that begins "The Nuclear Regulatory Commission (NRC) is responsible for licensing and inspecting the nation's nuclear power plants to ensure their safety and security. By 2010, about one third of NRC's workforce with mission-critical skills will be eligible to retire. At the same time, NRC's workforce needs to expand because NRC expects to receive at least 20 applications for 29 new nuclear power reactors beginning in October 2007. GAO assessed NRC's ability to meet its workforce needs by examining the extent to which NRC (1) has aligned its human capital planning framework with its strategic mission and programmatic goals; (2) is effectively recruiting, developing, and retaining critically skilled personnel; and (3) is addressing future uncertainties that could affect its overall workforce capacity. GAO examined strategic workforce planning and implementation documents, interviewed cognizant managers on NRC's human capital framework and activities, and surveyed these managers about NRC's human capital flexibilities and measures."

NASA Procurement: Use of Award Fees for Achieving Program Outcomes Should Be Improved
A letter report issued by the Government Accountability Office with an abstract that begins "Cost-plus-award-fee contracts accounted for almost half of the National Aeronautic and Space Administration's (NASA) obligated contract dollars for fiscal years 2002-2004. Since 1990, we have identified NASA's contract management as a high-risk area--in part because of a lack of emphasis on end results. Congress asked us to examine (1) the extent NASA's guidance on award fees addresses problems previously identified with the use of award-fee contracts and (2) whether NASA follows its guidance in using award fees to achieve desired outcomes. We reviewed the top 10 dollar value award-fee contracts active from fiscal years 2002 through 2004."

Export Promotion: Export-Import Bank Has Met Target for Small Business Financing Share
Testimony issued by the Government Accountability Office with an abstract that begins "The Export-Import Bank (Ex-Im) provides loans, loan guarantees, and insurance to support U.S. exports. Its level of support for small business has been a long-standing issue of congressional interest. In 2002, Congress increased the proportion of financing Ex-Im must make available for small business to 20 percent. In 2006, Congress directed Ex-Im to make organizational changes related to small business and to better evaluate its small business efforts. This statement discusses (1) trends in Ex-Im's small business financing since fiscal year 2000 and (2) the weaknesses GAO found in the tracking and reporting of Ex-Im's small business financing and the steps Ex-Im has taken to address them. This testimony is based primarily on GAO's March 2006 report (GAO-06-351) concerning Ex-Im's small business program. In that report, we recommended that Ex-Im (1) improve the data it maintains on its customers with regard to their small business status; (2) improve its system for estimating the value and proportion of direct small business support for those transactions where the exporter is not known at the time of authorization; (3) more accurately determine and clearly report the number of transactions that directly …

Justice Department: Better Management Oversight and Internal Controls Needed to Ensure Accuracy of Terrorism-Related Statistics

DOD's High-Risk Areas: Progress Made Implementing Supply Chain Management Recommendations, but Full Extent of Improvement Unknown
A letter report issued by the Government Accountability Office with an abstract that begins "Military operations in Iraq and Afghanistan have focused attention on the Department of Defense's (DOD) supply chain management. The supply chain can be critical to determining outcomes on the battlefield, and the investment of resources in DOD's supply chain is substantial. In 2005, with the encouragement of the Office of Management and Budget (OMB), DOD prepared an improvement plan to address some of the systemic weaknesses in supply chain management. GAO was asked to monitor implementation of the plan and DOD's progress toward improving supply chain management. GAO reviewed (1) the integration of supply chain management with broader defense business transformation and strategic logistics planning efforts; and (2) the extent DOD is able to demonstrate progress. In addition, GAO developed a baseline of prior supply chain management recommendations. GAO surveyed supply chain-related reports issued since October 2001, identified common themes, and determined the status of the recommendations."

Combating Terrorism: Determining and Reporting Federal Funding Data
A letter report issued by the Government Accountability Office with an abstract that begins "The President's annual budget reports on federal funding dedicated to combating terrorism activities. Identification of such funding is inherently difficult because a significant portion of combating terrorism funding is embedded within appropriation accounts that include funding for other activities as well. In 2002, GAO reported on the difficulties that the executive branch faced in reporting funding for combating terrorism to Congress (see GAO-03-170). This report updates the information contained in the 2002 report by providing information on (1) the methods agencies use to determine the portion of their annual appropriations related to combating terrorism, and (2) the status of recommendations from GAO's 2002 report."

Military Personnel: The DOD and Coast Guard Academies Have Taken Steps to Address Incidents of Sexual Harassment and Assault, but Greater Federal Oversight Is Needed
A letter report issued by the Government Accountability Office with an abstract that begins "Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy."

Decennial Census: Methods for Collecting and Reporting Data on the Homeless and Others without Conventional Housing Need Refinement
A letter report issued by the General Accounting Office with an abstract that begins "The Bureau of the Census partnered with local governments, advocacy groups, and other organizations to help it enumerate people without conventional housing. Counting this population--which includes shelter residents and the homeless--has been a longstanding challenge for the Bureau. A number of organizations put substantial resources into an operation the Bureau called Service-Based Enumeration. In return, some expected the Bureau to provide data that would help them plan and deliver employment, health, and other services. However, the Bureau did not release the data as planned, which raised questions about the Bureau's decision-making on data quality issues. In response to a congressional request, GAO examined the Bureau's decision-making process behind its change in plans."

Commercial Aviation: Factors Affecting Efforts to Improve Air Service at Small Community Airports
A letter report issued by the General Accounting Office with an abstract that begins "The airline industry, facing unprecedented financial losses as a result of the economic downturn and the terrorist attacks, has taken steps to minimize losses, including reducing or eliminating service to some small communities. In March 2002, GAO reported that small communities had almost 20 percent fewer departures in October 2001, as compared to October 2000. GAO was asked to follow up on that work by examining the challenges small communities face in attracting and keeping the air service they desire and what steps they have taken to overcome these challenges."

Contract Management: Postal Service's National Office Supply Contract Has Not Been Effectively Implemented
A letter report issued by the General Accounting Office with an abstract that begins "Over the past 2 years, the Postal Service has experienced growing financial difficulties. In an effort to transform the organization to reduce costs and increase productivity, the Postal Service awarded a national-level office supply contract to Boise Corporation. In addition, the Postal Service required Boise to submit a subcontracting plan, which outlines how small, minority-, and woman-owned businesses will be reached through the contract. GAO was asked to assess the status of the Postal Service's implementation of the Boise contract and Boise's achievement of its subcontracting plan. GAO also reviewed the extent to which the Postal Service is buying office supplies directly from small, minority-, and woman-owned businesses."

Architect of the Capitol: Management and Accountability Framework Needed for Organizational Transformation

Transportation Security Administration: Actions and Plans to Build a Results-Oriented Culture

Decennial Census: Methods for Collecting and Reporting Hispanic Subgroup Data Need Refinement
A letter report issued by the General Accounting Office with an abstract that begins "To help boost response rates of both the general and Hispanic populations, the U.S. Census Bureau (Bureau) redesigned the 2000 questionnaire, in part by deleting a list of examples of Hispanic subgroups from the question on Hispanic origin. While more Hispanics were counted in 2000 compared to 1990, the counts for Dominicans and other Hispanic subgroups were lower than expected. Concerned that this was caused by the deletion of Hispanic subgroup examples, congressional requesters asked us to investigate the research and management activities behind the changes."

Agricultural Conservation: USDA Should Improve Its Management of Key Conservation Programs to Ensure Payments Promote Environmental Goals
Testimony issued by the Government Accountability Office with an abstract that begins "The Environmental Quality Incentives Program (EQIP) and the Conservation Security Program (CSP), administered by the U.S. Department of Agriculture's (USDA) Natural Resources Conservation Service (NRCS), are designed to promote conservation goals. Defense Acquisitions: DOD Needs to Exert Management and Oversight to Better Control Acquisition of Services
Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) is relying more and more on contractors to provide billions of dollars in services. Congress has been concerned about DOD's ability to prudently manage these funds, and this subcommittee in particular has pushed DOD to employ sound business practices when using the private sector for services. Nevertheless, DOD may not have always obtained good value while spending billions of dollars on services at a time when serious budget pressures are facing the nation. This testimony discusses DOD's (1) increasing reliance on contractors; (2) failure to consistently follow sound business practices when acquiring services; and (3) opportunities for DOD to improve its management of services. The testimony is based on GAO's work from the past decade as well as recent reports issued by the Inspectors General."
