Flag Protection: A Brief History and Summary of Recent Supreme Court Decisions and Proposed Constitutional Amendment
This report is divided into two parts. The first gives a brief history of the flag protection issue, from the enactment of the Flag Protection Act in 1968 through current consideration of a constitutional amendment. The second part briefly summarizes the two decisions of the United States Supreme Court, Texas v. Johnson and United States v. Eichman, that struck down the state and federal flag protection statutes as applied in the context punishing expressive conduct.

Visa Issuances: Policy, Issues, and Legislation
This report addresses policies on immigration visa issuances, options to reassign this function to the Department of Homeland Security (DHS) that were considered prior to passage of the Homeland Security Act of 2002 (P.L. 107-296), and other policies options that may arise in the 108th Congress. It opens with an overview of visa issuances, with sections on procedures for aliens coming to live in the United States permanently and on procedures for aliens admitted for temporary stays. An analysis of the grounds for excluding aliens follows. The report summarizes the debate on transferring visa issuance policy functions to homeland security and concludes with a discussion of the legislative proposals to reassign the visa issuance activities and to revise visa issuance policies.

Plaques erected at the Alamo by the Masons
Photograph of plaques on the wall of the Alamo, dedicated by the local San Antonio Masons groups to honor the defenders of the Alamo who were Masons. The plaque on the left reads, "Honoring these Masons: James Bonham, James Bowie, David Crockett, Almaron Dickenson, William Barret Travis and those unidentified Masons who gave their lives in the Battle of the Alamo, March 6, 1836. Erected by The Grand Lodge of Texas A.F. & A.M. March 6, 1976." The plaque on the right reads, "The Birthplace of Freemasonry in West Texas, This plaque was dedicated January 15, 1946, by Alamo Lodge No. 44 A.F. & A.M. commemorating the one hundredth anniversary of the chartering of the lodge and honoring those pioneer Masons of that era who founded the lodge upon this site."
