ELECTRICAL SAFETY IMPROVEMENT PROJECT A COMPLEX WIDE TEAMING INITIATIVE

This paper describes the results of a year-long project, sponsored by the Energy Facility Contractors Group (EFCOG) and designed to improve overall electrical safety performance throughout Department of Energy (DOE)-owned sites and laboratories. As evidenced by focused metrics, the Project was successful primarily due to the joint commitment of contractor and DOE electrical safety experts, as well as significant support from DOE and contractor senior management. The effort was managed by an assigned project manager, using classical project-management principles that included execution of key deliverables and regular status reports to the Project sponsor. At the conclusion of the Project, the DOE not only realized measurable improvement in the safety of their workers, but also had access to valuable resources that will enable them to do the following: evaluate and improve electrical safety programs; analyze and trend electrical safety events; increase electrical safety awareness for both electrical and non-electrical workers; and participate in ongoing processes dedicated to continued improvement.

Overview of energy storage applications

Sandia National Laboratories has been studying Energy Storage Systems since the late 1970s. Sandia started by applying their defense program battery experience to larger stationary systems, eventually joining in the formation of the Utility Battery Group which has since evolved into the Energy Storage Association. Sandia's role, as a Department of Energy funded program is to look ahead at emerging technologies, perform early R and D and identify applications for Energy Storage Systems that offer significant benefit to the nation's electricity providers and users. In order to identify applications of energy storage, a two-phase Opportunities Analysis was conceptualized in FY94. Phase 1 of the project was completed and published in 1995 (SAND94-2605). Phase 2 of the project is an extension of Phase 1 to reexamine the identified applications in the dynamic environment of today. In a preliminary assessment of national benefits, SNL estimated that generation and transmission applications of storage could represent $17.2B in national benefits. Technologies for energy storage flywheels and super conducting magnetic energy storage

A flywheel is an electromechanical storage system in which energy is stored in the kinetic energy of a rotating mass. Flywheel systems under development include those with steel flywheel rotors and resin/glass or resin/carbon-fiber composite rotors. The mechanics of energy storage in a flywheel system are common to both steel- and composite-rotor flywheels. In both systems, the momentum of the rotating rotor stores energy. The rotor contains a motor/generator that converts energy between electrical and mechanical forms. In both types of systems, the rotor operates in a vacuum and spins on bearings to reduce friction and increase efficiency. Steel-rotor systems rely mostly on the mass of the rotor to store energy while composite flywheels rely mostly on speed. During charging, an electric current flows through the motor increasing the speed of the flywheel. During discharge, the generator produces current flow out of the system slowing the wheel down. The basic characteristics of a Flywheel system are shown. Steel flywheel systems are currently being marketed in the US and Germany and can be connected in parallel to provide greater power if required. Microstructure Development in Nickel Base Superalloys during Weld Thermal Cycle

Welding plays an important role in the economical reuse and reclamation of used and failed nickel base superalloy blades. Previous research on microstructure development during laser beam welding of a single crystal CMSX4 alloy [Ref. l] showed non-equilibrium y/y{prime} microstructure development. In addition, the y{prime} precipitates were found to be irregular in shape and atom probe field ion microscopy illustrated the presence of diffusional concentration profile within the y phase in the as welded condition. To understand the above microstructure characteristics, y{prime} precipitation from y phase was investigated during continuous cooling from solutionizing temperature.

Experimental computation with oscillatory integrals

A previous study by one of the present authors, together with D. Borwein and I. Leonard [8], studied the asymptotic behavior of the p-norm of the sinc function: sinc(x) = (sin x)/x and along the way looked at closed forms for integer values of p. In this study we address these integrals with the tools of experimental mathematics, namely by computing their numerical values to high precision, both as a challenge in itself, and also in an attempt to recognize the numerical values as closed-form constants. With this approach, we are able to reproduce several of the results of [8] and to find new results, both numeric and analytic, that go beyond the previous study.

This article explores these questions in the context of the growing consensus among computer technologists that Moore's Law is likely to continue unabated for quite some time into the future, producing hardware and software much more powerful than what is available today.

The Decontamination and Characterization Challenges of Legacy Material

The legacy project at Lovelace Respiratory Research Institute (LRRI) was an opportunity to work with decades worth of research. LRRI was founded in 1963 to provide inhalation research using radioactive nuclides. Over the next 35 years, scientists at the institute researched the effects of radioactivity on the lungs and the effects of inhaled radiation on the body. There were two outcomes of the research. First, the studies provided valuable information regarding radiation safety and the prevention of the inhalation of radioactive material. Second, the studies created a large amount of legacy waste that is now being cleaned up. Overall, the legacy materials project at LRRI was an interesting challenge. It provided opportunities to the team of LRRI and SEC to engineer solutions to remove and release material. It involved unique ALARA engineering to minimize dose exposure to the project team. And finally, it provided an opportunity to minimize low-level radioactive waste. This paper will expand on the waste management challenges and lessons learned.

Biogeophysical effects of CO2-fertilization on global climate

CO{sub 2}-fertilization affects plant growth, which modifies surface physical properties, altering the surface albedo, and fluxes of sensible and latent heat. We investigate how such CO{sub 2}-fertilization effects on vegetation and surface properties would affect the climate system. Using a global three-dimensional climate-carbon model that simulates vegetation dynamics, we compare two multi-century simulations: a ''Control'' simulation with no emissions, and a ''Physiol-noGHG'' simulation where physiological changes occur as a result of prescribed CO{sub 2} emissions, but where CO{sub 2}-induced greenhouse warming is not included. In our simulations, CO{sub 2}-fertilization produces warming; we obtain an annual- and global-mean warming of about 0.65 K (and land-only warming of 1.4 K) after 430 years. This century-scale warming is mostly due to a decreased surface albedo associated with the expansion of the Northern Hemisphere boreal forests. On decadal time scales, the CO{sub 2} uptake by afforestation should produce a cooling effect that exceeds this albedo-based warming; but if the forests remain in place, the CO{sub 2}-enhanced-greenhouse effect would diminish as the ocean equilibrates with the atmosphere, whereas the albedo effect would persist. Studies of Dynamic Properties of Shock Compressed Solids by In-Situ Transient X-Ray Diffraction

In the transient diffraction NLYF proposal we set forward a program of work to investigate the response of crystals to shock compression in regions of strain rates previously unexplored, in a coordinated experimental, computational, and analytical program. Time resolved x-ray diffraction was used to directly determine the lattice parameters of crystals during shock loading previously on the Nova and Trident laser facilities. Under this proposal we extended this work to exploit the multi-beam direct drive capability of the Omega laser facility to allow more extensive diagnostic access for measuring the lattice parameters both parallel and perpendicular to the shock front. Under the NLUF Program in FY 99, we transitioned the dynamic diffraction experiments to the OMEGA facility. We developed a direct drive target configuration that uses a single beam to direct irradiate the surface of a thin crystal and 4 beams to irradiate a separate metal backlighter foil. Experiments were done with single crystal Si to demonstrate that the target design worked and that simultaneous measurements of compression both parallel and perpendicular to the shock propagation direction could be performed. The Application of Range Space Operations to Color Images

The knowledge gained from scientific observation, experiment, and simulation is linked to the ability to analyze, understand, and manage the generated results. These abilities are increasingly at odds with the current, and future, capabilities to generate enormous quantities of raw scientific and engineering data from instruments, sensors, and computers. Many researchers are currently engaged in activities that seek to create new and novel methods for analyzing, understanding, and managing these vast collections of data. In this work, we present some of our research in addressing a particular type of problem in this broad undertaking. Much the scientific data of interest is in the form of observed, measured, or computed multivariate or multi-component vector field data--with either as physical or color data values. We are currently researching methods and techniques for working with this type of vector data through the use of a novel analysis technique. Our basic approach is to work with the vector field data in its natural physical or color space. When the data is viewed as a functional mapping of a domain, usually an index space, to a range, the physical or color values, potentially interesting characteristics of the data present themselves. Outcome-Based Planning-Hanford's Shift Towards Closure and Shrinking the Hanford Site

Over the past two years, the U.S. Department of Energy (DOE) Richland Operations Office (RL) has formulated a focused, outcomes-based vision for accelerated cleanup of the Hanford Site. The primary elements, or outcomes, of this vision are to (1) accelerate restoration of the Columbia River Corridor, (2) transition the Central Plateau to long-term waste management, thereby shrinking the footprint of active site cleanup and operations, and (3) prepare for the future. The third outcome includes operation of the Pacific Northwest National Laboratory (PNNL), a key element of the foundation for Hanford's future; leveraging DOE's assets; and working with the community to understand their vision and reflect it as appropriate in the execution of the Hanford 2012 Vision. The purpose of these three outcomes is to provide a near term focus, aimed at achieving definitive end points over the next decade, while not precluding any long-term end-state associated with the completion of the Environmental Management (EM) mission at Hanford. TANK 40 FINAL SB5 CHEMICAL CHARACTERIZATION RESULTS PRIOR TO NP ADDITION

A sample of Sludge Batch 5 (SB5) was pulled from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). This sample was also analyzed for chemical composition including noble metals. Prior to radionuclide inventory analyses, a final sample of the H-canyon Np stream will be added to bound the Np addition anticipated for Tank 40. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to DWPF as SB5. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB5 sample was transferred from the shipping container into a 4-L high density polyethylene vessel and solids allowed to settle overnight. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 239 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon{reg_sign} vessels and four in Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. Only two intrinsic approaches to increasing the density of energy stored in capacitors are known: (1) Increase the Dielectric Constant while maintaining the breakdown filed; and (2) Increase the breakdown field for a given dielectric constant material. The maximum energy density, E{sub 0} (Joules/cm{sup 3}) that can be stored in the dielectric of a capacitor is given by: E{sub 0} = 1/2 k {var_epsilon}{sub 0} V{sub b}{sup 2} (Joules/cm{sup 3} dielectric). Where k is the relative permittivity (dielectric constant), {var_epsilon}{sub 0} is the permittivity of free space (8.894 x 10{sup -14} F/cm) and V{sub b} the dielectric material breakdown field. In this project we have successfully developed capacitor structures using dielectric materials with 3 < k < 50 that exhibit high breakdown fields. The observed performance of these capacitors as characterized by the energy stored per unit volume of dielectric at V{sub b} are compared on the basis of the breakdown field in Figure 1.

In this talk I summarize the status of exotic mesons, including both theoretical expectations and experimental candidates. The current experimental candidates are ''spin-parity exotics'', since these are most often considered possible hybrid mesons, the theoretical discussion will be mainly concerned with hybrids. The exotic meson candidates discussed are the surprisingly light {pi}{sub 1} (1400) and {pi}{sub 1} (1600).

Hybrid Baryons, A Brief Review

This contribution is a brief review of the status of hybrid baryons, which are hypothetical baryons that incorporate a gluonic excitation. We first summarize the status of hybrid mesons, since this closely related topic has seen considerable recent activity with the identification of two exotic candidates. Next we review theoretical expectations for the masses and quantum numbers of hybrid baryons, which have come from studies of the bag model, QCD sum rules and the flux tube model. Finally hybrid baryon experiment is discussed, including suggestions for experimenters at COSY.

MESON2000 Conference Summary

This short contribution is a lite MESON2000 conference summary. As appropriate for the 600th anniversary of the Jagellonian University, it begins with a brief summary of the last 600 years of European history and its place in hadron physics. Next a ''physicist chirality'' order parameter PC is introduced. When applied to MESON2000 plenary speakers this order parameter illustrates the separation of hadron physicists into disjoint communities. The individual plenary talks in MESON2000 are next sorted according to the subconference associated with each of the 36 plenary speakers. Finally, I conclude with a previously unreported Feynman story regarding the use of models in hadron physics.

Results of Tritium Tracking and Groundwater Monitoring at the Hanford Site 200 Area State-Approved Land Disposal Site--Fiscal Year 2000

The Hanford Site 200 Area Effluent Treatment Facility (ETF) processes contaminated liquids derived from Hanford Site facilities. Groundwater monitoring for tritium and other constituents is required by the state-issued permit at 22 wells surrounding the facility. Water level measurements in nearby wells indicate that a small hydraulic mound exists around the SALDS facility as a result of discharges. Evaluation of this condition indicates that the network is currently adequate for tracking potential effects of the SALDS on the groundwater. During FY 2000, average tritium activities in most wells declined from average activities in 1999. The exception was deep well 699-48-77C, where tritium results were at an all-time high (710,000 pCi/L) as a result of the delayed penetration of effluent deeper into the aquifer. Of the 12 constituents with permit enforcement limits, which are monitored in SALDS proximal wells, all were within groundwater limitations during FY 2000. Analyses for conductivity, total dissolved solids, sulfate, chloride, sulfate, dissolved calcium, and dissolved sodium indicate that well 699-48-77A and, to a lesser extent, well 699-48-77D show the effects of dilute effluent entering groundwater, resulting in a depression of concentrations of these constituents below natural background levels.
