Post-remediation biomonitoring of pesticides and other contaminants in marine waters and sediment near the United Heckathorn Superfund Site, Richmond, California

Marine sediment remediation at the United Heckathorn Superfund Site was completed in April 1997. Water and mussel tissues were sampled in February 1999 from four stations near Lauritzen Canal in Richmond, California, for Year 2 of post-remediation monitoring of marine areas near the United Heckathorn Site. Dieldrin and dichlorodiphenyl trichloroethane (DDT) were analyzed in water samples, tissue samples from resident mussels, and tissue samples from transplanted mussels deployed for 4 months. Concentrations of dieldrin and total DDT in water and total DDT in tissue were compared with Year 1 of post-remediation monitoring, and with preremediation data from the California State Mussel Watch program (tissues) and the Ecological Risk Assessment for the United Heckathorn Superfund Site (tissues and water). Mussel tissues were also analyzed for polychlorinated biphenyls (PCB), which were detected in sediment samples. Chlorinated pesticide concentrations in water samples were similar to preremediation levels and did not meet remediation goals. Mean dieidrin concentrations in water ranged from 0.62 rig/L to 12.5 ng/L and were higher than the remediation goal (0.14 ng/L) at all stations. Mean total DDT concentrations in water ranged from 14.4 ng/L to 62.3 ng/L and exceeded the remediation goal (0.59 ng/L) at all stations. The highest concentrations …

Low Cost Geothermal Separators BLISS Boundary Layer Inline Separator Scrubber

A new compact, low cost, and high performance separator is being developed to help reduce the installed and O and M cost of geothermal power generation. This device has been given the acronym ''BLISS'' that stands for ''Boundary Layer Inline Separator Scrubber''. The device is the first of a series of separators, and in the case of injectates, scrubbers to address the cost-reduction needs of the industry. The BLISS is a multi-positional centrifugal separator primarily designed to be simply installed between pipe supports, in a horizontal position. This lower profile reduces the height safety concern for workers, and significantly reduces the total installation cost. The vessel can demand as little as one-quarter (25%) the amount of steel traditionally required to fabricate many large vertical separators. The compact nature and high separating efficiency of this device are directly attributable to a high centrifugal force coupled with boundary layer control. The pseudo isokinetic flow design imparts a self-cleaning and scale resistant feature. This polishing separator is designed to remove moderate amounts of liquid and entrained solids.

DETECTION OF SUBSURFACE FACILITIES INCLUDING NON-METALLIC PIPE

CyTerra has leveraged our unique, shallow buried plastic target detection technology developed under US Army contracts into deeper buried subsurface facilities and including nonmetallic pipe detection. This Final Report describes a portable, low-cost, real-time, and user-friendly subsurface plastic pipe detector (LULU- Low Cost Utility Location Unit) that relates to the goal of maintaining the integrity and reliability of the nation's natural gas transmission and distribution network by preventing third party damage, by detecting potential infringements. Except for frequency band and antenna size, the LULU unit is almost identical to those developed for the US Army. CyTerra designed, fabricated, and tested two frequency stepped GPR systems, spanning the frequencies of importance (200 to 1600 MHz), one low and one high frequency system. Data collection and testing was done at a variety of locations (selected for soil type variations) on both targets of opportunity and selected buried targets. We developed algorithms and signal processing techniques that provide for the automatic detection of the buried utility lines. The real time output produces a sound as the radar passes over the utility line alerting the operator to the presence of a buried object. Technical Basis for the Use of Alarming Personal Criticality Detectors to Augment Permanent Nuclear Incident Monitor (NIM) Systems in Areas Not Normally Occupied

The technical basis for the use of alarming personal criticality detectors (APCDs) to augment permanent Nuclear Incident Monitor (NIM) Systems in areas not normally occupied is evaluated. All applicable DOE O 420.1A and ANSI/ANS-8.3-1997 criticality alarm system requirements and recommendations are evaluated for applicability to APCDs. Based on this evaluation, design criteria and administrative requirements are presented for APCDs. Siemens EPD/Mk-2 and EPD-N devices are shown to meet the design criteria. A definition of not normally occupied is also presented.

The high current experiment: First results

The High Current Experiment (HCX) is being assembled at Lawrence Berkeley National Laboratory as part of the US program to explore heavy-ion beam transport at a scale representative of the low-energy end of an induction linac driver for fusion energy production. The primary mission of this experiment is to investigate aperture fill factors acceptable for the transport of space-charge dominated heavy-ion beams at high spacecharge intensity (line-charge density {approx} 0.2 {micro}C/m) over long pulse durations (>4 {micro}s). This machine will test transport issues at a driver-relevant scale resulting from nonlinear space-charge effects and collective modes, beam centroid alignment and beam steering, matching, image charges, halo, lost-particle induced electron effects, and longitudinal bunch control. We present the first experimental results carried out with the coasting K{sup +} ion beam transported through the first 10 electrostatic transport quadrupoles and associated diagnostics. Later phases of the experiment will include more electrostatic lattice periods to allow more sensitive tests of emittance growth, and also magnetic quadrupoles to explore similar issues in magnetic channels with a full driver scale beam.

Ambient-Temperature Passive Magnetic Bearings for Flywheel Energy Storage Systems

Based on prior work at the Lawrence Livermore National Laboratory ambient-temperature passive magnetic bearings are being adapted for use in high-power flywheel energy storage systems developed at the Trinity Flywheel Power company. En route to this goal specialized test stands have been built and computer codes have been written to aid in the development of the component parts of these bearing systems. The Livermore passive magnetic bearing system involves three types of elements, as follows: (1) Axially symmetric levitation elements, energized by permanent magnets., (2) electrodynamic ''stabilizers'' employing axially symmetric arrays of permanent magnet bars (''Halbach arrays'') on the rotating system, interacting with specially wound electrically shorted stator circuits, and, (3) eddy-current-type vibration dampers, employing axially symmetric rotating pole assemblies interacting with stationary metallic discs. The theory of the Livermore passive magnetic bearing concept describes specific quantitative stability criteria. The satisfaction of these criteria will insure that, when rotating above a low critical speed, a bearing system made up of the three elements described above will be dynamically stable. That is, it will not only be stable for small displacements from equilibrium (''Earnshaw-stable''), but will also be stable against whirl-type instabilities of the types that can arise from displacement-dependent drag …

Rating energy efficiency and sustainability in laboratories: Results and lessons from the Labs21 program

Laboratories are very energy intensive, with significant opportunities for improved efficiency. However, their inherent complexity and variety makes benchmarking of their energy and environmental performance a unique and challenging task. Furthermore, laboratories have a myriad of health and safety requirements that significantly affect energy use, adding complexity to their benchmarking. The Labs21 program, a joint program of the US EPA and US DOE, has developed two resources specifically for assessing laboratory energy and environmental performance: (1) An energy benchmarking tool which allows users to compare laboratories using a standard set of building and system level energy use metrics. (2) The Environmental Performance Criteria (EPC) a point-based rating system that builds on the LEED(TM) green building rating system, designed to score overall environmental performance. In this paper, for each of these tools we present the underlying methodology and results from their use. For the benchmarking tool, we contrast our approach, which includes a simulation model-based component, with those used for other building types. We also present selected results from data collection and analysis of about 40 private and public sector laboratory facilities. The MuCool Test Area (MTA) is an intense primary beam facility derived directly from the Fermilab Linac to test heat deposition and other technical concerns associated with the liquid hydrogen targets being developed for cooling intense muon beams. In this shielding study the results of Monte Carlo radiation shielding calculations performed using the MARS14 code for the MuCool Test Area and including the downstream portion of the target hall and berm around it, access pit, service building, and parking lot are presented and discussed within the context of the proposed MTA experimental configuration.

In the radioactive slurries and solutions to be processed in the Defense Waste Processing Facility (DWPF), hydrogen will be produced continuously by radiolysis. This production results from alpha, beta, and gamma rays from decay of radionuclides in the slurries and solutions interacting with the water. More than 1000 research reports have published data concerning this radiolytic production. The results of these studies have been reviewed in a comprehensive monograph. Information about radiolytic hydrogen production from the different process tanks is necessary to determine air purge rates necessary to prevent flammable mixtures from accumulating in the vapor spaces above these tanks. Radiolytic hydrogen production rates are usually presented in terms of G values or molecules of hydrogen produced per 100ev of radioactive decay energy absorbed by the slurry or solution. With the G value for hydrogen production, G(H2), for a particular slurry and the concentrations of radioactive species in that slurry, the rate of H2 production for that slurry can be calculated. An earlier investigation estimated that the maximum rate that hydrogen could be produced from the sludge slurry stream to the DWPF is with a G value of 0.45 molecules per 100ev of radioactive decay energy sorbed by the slurry.

The goals of this study were: (1) survey the microbial community in soil samples from a site contaminated with heavy metals using new rapid molecular techniques that are culture-independent; (2) identify phylogenetic signatures of microbial populations that correlate with metal ion contamination; and (3) cultivate these diagnostic strains using traditional as well as novel cultivation techniques in order to identify organisms that may be of value in site evaluation/management or bioremediation.

Stabilization of Sawtooth Oscillations by the Circulating Energetic Ions

The influence of the well-circulating energetic ions on the ideal kink instability and semi-collisional tearing mode are studied. It is found that the precession of these ions can be a key factor that affects the instability: it can lead to the stabilization of the mentioned instabilities, the effect being weakly dependent on the direction of the injection. The developed theory is consistent with the experimental observations of the stabilization of sawtooth oscillations during the negative-ion-based neutral beam injection in JT-60U.

Potential Future Igneous Activity at Yucca Mountain, Nevada

Location, timing, and volumes of post-Miocene volcanic activity, along with expert judgment, provide the basis for assessing the probability of future volcanism intersecting a proposed repository for nuclear waste at Yucca Mountain, Nevada. Analog studies of eruptive centers in the region that may represent the style and extent of possible future igneous activity at Yucca Mountain have aided in defining the consequence scenarios for intrusion into and eruption through a proposed repository. Modeling of magmatic processes related to magma/proposed repository interactions has been used to assess the potential consequences of a future igneous event through a proposed repository at Yucca Mountain. Results of work to date indicate future igneous activity in the Yucca Mountain region has a very low probability of intersecting the proposed repository. Probability of a future event intersecting a proposed repository at Yucca Mountain is approximately 1.7 x 10{sup -8} per year. Since completion of the Probabilistic Volcanic Hazard Assessment (PVHA) in 1996, anomalies representing potential buried volcanic centers have been identified from aeromagnetic surveys. A re-assessment of the hazard is currently underway to evaluate the probability of intersection in light of new information and to estimate the probability of one or more volcanic conduits located in …

This calculation is intended to support the License Application (LA) submittal of December 2004, in accordance with the directive given by DOE correspondence received on the 27th of January 2004 entitled: ''Authorization for Bechtel SAIC Company L.L.C. to Include a Bare Fuel Handling Facility and Increased Aging Capacity in the License Application, Contract Number DE-AC28-01R W12101'' (Ref. 167124). This correspondence was appended by further correspondence received on the 19th of February 2004 entitled: ''Technical Direction to Bechtel SAIC Company L.L. C. for Surface Facility Improvements, Contract Number DE-AC28-01R W12101; TDL No. 04-024'' (Ref. 16875 1). These documents give the authorization for a Fuel Handling Facility to be included in the baseline. The limitations of this preliminary calculation lie within the assumptions of section 5 , as this calculation is part of an evolutionary design process.

Can waste be transported safely to Yucca Mountain? Both the Department of Energy and the Nuclear Regulatory Commission have found that spent nuclear fuel can be shipped safely and securely. In fact, over the last 30 years there have been more than 2,700 shipments of spent nuclear fuel traveling more than 1.7 million miles, and there has never been a release of radioactive material harmful to the public or the environment--not one. Spent nuclear fuel is a solid material--it cannot leak, burn, or explode. The shipping containers, called casks, are the most robust in the transportation industry and must be certified by the Nuclear Regulatory Commission. They are designed to protect public health and safety under normal and severe accident conditions. Typically, every ton of shipped spent fuel is contained within approximately 4 tons of protective shielding and structural materials. How many shipments would be made to Yucca Mountain? DOE would use mainly trains and some legal-weight trucks to move spent nuclear fuel and high-level radioactive waste to Yucca Mountain. Once the repository opens, DOE estimates and average of 130 rail shipments and 45 truck shipments per year for 24 years.

This report is a summary of experimental results on radiolytic hydrogen yields from tetraphenylborate (TPB) slurries related to the In-Tank Precipitation (ITP) process. The yields are presented as ''G values'' in units of molecules per 100 eV of absorbed energy. If the radiolytic dose rate is known, the combination of the G value and dose rate gives the rate of hydrogen production. The results of this study are discussed in detail.

NOVEL CONCEPTS RESEARCH IN GEOLOGIC STORAGE OF CO2 PHASE III THE OHIO RIVER VALLEY CO2 STORAGE PROJECT

As part of the Department of Energy's (DOE) initiation on developing new technologies for storage of carbon dioxide in geologic reservoir, Battelle has been awarded a project to investigate the feasibility of CO{sub 2} sequestration in the deep saline reservoirs in the Ohio River Valley region. This project is the Phase III of Battelle's work under the Novel Concepts in Greenhouse Gas Management grant. The main objective of the project is to demonstrate that CO{sub 2} sequestration in deep formations is feasible from engineering and economic perspectives, as well as being an inherently safe practice and one that will be acceptable to the public. In addition, the project is designed to evaluate the geology of deep formations in the Ohio River Valley region in general and in the vicinity of AEP's Mountaineer Power Plant in particular, in order to determine their potential use for conducting a long-term test of CO{sub 2} disposal in deep saline formations and potentially in nearby deep coal seams. Real Time Pricing and the Real Live Firm

Energy economists have long argued the benefits of real time pricing (RTP) of electricity. Their basis for modeling customers response to short-term fluctuations in electricity prices are based on theories of rational firm behavior, where management strives to minimize operating costs and optimize profit, and labor, capital and energy are potential substitutes in the firm's production function. How well do private firms and public sector institutions operating conditions, knowledge structures, decision-making practices, and external relationships comport with these assumptions and how might this impact price response? We discuss these issues on the basis of interviews with 29 large (over 2 MW) industrial, commercial, and institutional customers in the Niagara Mohawk Power Corporation service territory that have faced day-ahead electricity market prices since 1998. We look at stories interviewees told about why and how they respond to RTP, why some customers report that they can't, and why even if they can, they don't. Some firms respond as theorized, and we describe their load curtailment strategies. About half of our interviewees reported that they were unable to either shift or forego electricity consumption even when prices are high ($0.50/kWh). The use of TI-208 gamma rays for safeguards, nondestructive-assay (NDA) measurements

This paper examines two cases where gamma rays from Tl-208, including the 2614keV gamma ray, were used to detect anomalies in waste material. In addition to the characterization of waste for waste acceptance, and compliance with environmental and transportation laws, there is a safeguards element as well. The more sophisticated method of NDA at Y-12 includes a means to detect shielded special nuclear material (SNM). Excess count rates in the 2614keV gamma ray from Tl-208 are an indication of potential shielded HEU in waste as well as other containers. The 2614keV gamma ray is easy to monitor routinely. When a large 2614keV peak is detected, further investigation can be conducted from the gamma spectrum. This paper describes this further investigation in two cases. In one case self-shielded HEU was detected. In the other case the Tl-208 gamma rays came from a piece of Th-232 metal.
