Monitoring the Migrations of Wild Snake River Spring/Summer Chinook Salmon Juveniles, 2007-2008 Report of Research.

This report provides results from an ongoing project to monitor the migration behavior and survival of wild juvenile spring/summer Chinook salmon in the Snake River Basin. Data reported is from detections of PIT tagged fish during late summer 2007 through mid-2008. Fish were tagged in summer 2007 by the National Marine Fisheries Service (NMFS) in Idaho and by the Oregon Department of Fish and Wildlife (ODFW) in Oregon. Our analyses include migration behavior and estimated survival of fish at instream PIT-tag monitors and arrival timing and estimated survival to Lower Granite Dam. Principal results from tagging and interrogation during 2007-2008 are listed below: (1) In July and August 2007, we PIT tagged and released 7,390 wild Chinook salmon parr in 12 Idaho streams or sample areas. (2) Overall observed mortality from collection, handling, tagging, and after a 24-hour holding period was 1.4%. (3) Of the 2,524 Chinook salmon parr PIT tagged and released in Valley Creek in summer 2007, 218 (8.6%) were detected at two instream PIT-tag monitoring systems in lower Valley Creek from late summer 2007 to the following spring 2008. Update and Improve Subsection NH –– Alternative Simplified Creep-Fatigue Design Methods

This report described the results of investigation on Task 10 of DOE/ASME Materials NGNP/Generation IV Project based on a contract between ASME Standards Technology, LLC (ASME ST-LLC) and Japan Atomic Energy Agency (JAEA). Task 10 is to Update and Improve Subsection NH -- Alternative Simplified Creep-Fatigue Design Methods. Five newly proposed promising creep-fatigue evaluation methods were investigated. Those are (1) modified ductility exhaustion method, (2) strain range separation method, (3) approach for pressure vessel application, (4) hybrid method of time fraction and ductility exhaustion, and (5) simplified model test approach. The outlines of those methods are presented first, and predictability of experimental results of these methods is demonstrated using the creep-fatigue data collected in previous Tasks 3 and 5. All the methods (except the simplified model test approach which is not ready for application) predicted experimental results fairly accurately. On the other hand, predicted creep-fatigue life in long-term regions showed considerable differences among the methodologies. These differences come from the concepts each method is based on. All the new methods investigated in this report have advantages over the currently employed time fraction rule and offer technical insights that should be thought much of in the improvement of creep-fatigue evaluation procedures. …

Experimental computation with oscillatory integrals

A previous study by one of the present authors, together with D. Borwein and I. Leonard [8], studied the asymptotic behavior of the p-norm of the sinc function: sinc(x) = (sin x)/x and along the way looked at closed forms for integer values of p. In this study we address these integrals with the tools of experimental mathematics, namely by computing their numerical values to high precision, both as a challenge in itself, and also in an attempt to recognize the numerical values as closed-form constants. With this approach, we are able to reproduce several of the results of [8] and to find new results, both numeric and analytic, that go beyond the previous study.

Recently these techniques have been applied with great success to problems in mathematical physics. Notable among these applications are the identification of some key multi-dimensional integrals that arise in Ising theory, quantum field theory and in magnetic spin theory.

TANK 40 FINAL SB5 CHEMICAL CHARACTERIZATION RESULTS PRIOR TO NP ADDITION

A sample of Sludge Batch 5 (SB5) was pulled from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). This sample was also analyzed for chemical composition including noble metals. Prior to radionuclide inventory analyses, a final sample of the H-canyon Np stream will be added to bound the Np addition anticipated for Tank 40. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to DWPF as SB5. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB5 sample was transferred from the shipping container into a 4-L high density polyethylene vessel and solids allowed to settle overnight. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 239 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon{reg_sign} vessels and four in Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. The objective of the Environmental Compliance and Protection (EC and P) Program Description (PD) is to establish minimum environmental compliance requirements and natural resources protection goals for the Bechtel Jacobs Company LLC (BJC) Oak Ridge Environmental Management Cleanup Contract (EMCC) Contract Number DE-AC05-98OR22700-M198. This PD establishes the work practices necessary to ensure protection of the environment during the performance of EMCC work activities on the US Department of Energy's (DOE's) Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee, by BJC employees and subcontractor personnel. Both BJC and subcontractor personnel are required to implement this PD. A majority of the decontamination and demolition (D and D) activities and media (e.g., soil and groundwater) remediation response actions at DOE sites on the ORR are conducted under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). CERCLA activities are governed by individual CERCLA decision documents (e.g., Record of Decision [ROD] or Action Memorandum) and according to requirements stated in the Federal Facility Agreement for the Oak Ridge Reservation (DOE 1992). Applicable or relevant and appropriate requirements (ARARs) for the selected remedy are the requirements for environmental remediation responses (e.g., removal actions and remedial actions) conducted under CERCLA.

Advanced Dark Energy Physics Telescope (ADEPT)

In 2006, we proposed to NASA a detailed concept study of ADEPT (the Advanced Dark Energy Physics Telescope), a potential space mission to reliably measure the time-evolution of dark energy by conducting the largest effective volume survey of the universe ever done. A peer-review panel of scientific, management, and technical experts reported back the highest possible 'excellent' rating for ADEPT. We have since made substantial advances in the scientific and technical maturity of the mission design. With this Department of Energy (DOE) award we were granted supplemental funding to support specific extended research items that were not included in the NASA proposal, many of which were intended to broadly advance future dark energy research, as laid out by the Dark Energy Task Force (DETF). The proposed work had three targets: (1) the adaptation of large-format infrared arrays to a 2 micron cut-off; (2) analytical research to improve the understanding of the dark energy figure-of- merit; and (3) extended studies of baryon acoustic oscillation systematic uncertainties. Although the National Security Act requires intelligence activities to be specifically authorized, this requirement has been satisfied in recent years by one-sentence catch-all provisions in defense appropriations acts authorizing intelligence activities.

Relationships between deformation and microstructure evolution and minimizing surface roughness after BCP processing in RRR Nb cavitites

Two strategies for improving the surface finish of niobium sheet used in superconducting radio frequency cavities were examined, using slices of single (or large-grain) material from an ingot, and equal channel angle extrusion (ECAE) preprocessing of ingot material to achieve a uniform and small grain size prior to subsequent rolling. The effect of these two processing paths on final microstructure, texture, and surface finish are discussed.

The Utility of Social Modeling for Proliferation Assessment project (PL09-UtilSocial) investigates the use of social and cultural information to improve nuclear proliferation assessments, including nonproliferation assessments, Proliferation Resistance (PR) assessments, safeguards assessments, and other related studies. These assessments often use and create technical information about a host State and its posture towards proliferation, the vulnerability of a nuclear energy system (NES) to an undesired event, and the effectiveness of safeguards. This objective of this project is to find and integrate social and technical information by explicitly considering the role of cultural, social, and behavioral factors relevant to proliferation; and to describe and demonstrate if and how social science modeling has utility in proliferation assessment. This report describes a modeling approach and how it might be used to support a location-specific assessment of the PR assessment of a particular NES. The report demonstrates the use of social modeling to enhance an existing assessment process that relies on primarily technical factors. This effort builds on a literature review and preliminary assessment performed as the first stage of the project and compiled in PNNL-18438. An Assessment of the Commercial Availability of Carbon Dioxide Capture and Storage Technologies as of June 2009

Currently, there is considerable confusion within parts of the carbon dioxide capture and storage (CCS) technical and regulatory communities regarding the maturity and commercial readiness of the technologies needed to capture, transport, inject, monitor and verify the efficacy of carbon dioxide (CO2) storage in deep, geologic formations. The purpose of this technical report is to address this confusion by discussing the state of CCS technological readiness in terms of existing commercial deployments of CO2 capture systems, CO2 transportation pipelines, CO2 injection systems and measurement, monitoring and verification (MMV) systems for CO2 injected into deep geologic structures. To date, CO2 has been captured from both natural gas and coal fired commercial power generating facilities, gasification facilities and other industrial processes. Transportation via pipelines and injection of CO2 into the deep subsurface are well established commercial practices with more than 35 years of industrial experience. There are also a wide variety of MMV technologies that have been employed to understand the fate of CO2 injected into the deep subsurface. Libby Mitigation Program, 2007 Annual Progress Report: Mitigation for the Construction and Operation of Libby Dam.

Libby Reservoir was created under an International Columbia River Treaty between the United States and Canada for cooperative water development of the Columbia River Basin (Columbia River Treaty 1964). Libby Reservoir inundated 109 stream miles of the mainstem Kootenai River in the United States and Canada, and 40 miles of tributary streams in the U.S. that provided habitat for spawning, juvenile rearing, and migratory passage (Figure 1). The authorized purpose of the dam is to provide power (91.5%), flood control (8.3%), and navigation and other benefits (0.2%; Storm et al. 1982). The Pacific Northwest Power Act of 1980 recognized possible conflicts stemming from hydroelectric projects in the northwest and directed Bonneville Power Administration to 'protect, mitigate, and enhance fish and wildlife to the extent affected by the development and operation of any hydroelectric project of the Columbia River and its tributaries' (4(h)(10)(A)). Under the Act, the Northwest Power Planning Council was created and recommendations for a comprehensive fish and wildlife program were solicited from the region's federal, state, and tribal fish and wildlife agencies.
