Action Memorandum for the Engineering Test Reactor under the Idaho Cleanup Project

This Action Memorandum documents the selected alternative for decommissioning of the Engineering Test Reactor at the Idaho National Laboratory under the Idaho Cleanup Project. Since the missions of the Engineering Test Reactor Complex have been completed, an engineering evaluation/cost analysis that evaluated alternatives to accomplish the decommissioning of the Engineering Test Reactor Complex was prepared and released for public comment. The scope of this Action Memorandum is to encompass the final end state of the Complex and disposal of the Engineering Test Reactor vessel. The selected removal action includes removing and disposing of the vessel at the Idaho CERCLA Disposal Facility and demolishing the reactor building to ground surface.

B133 Facility Screening Report (SCR)

B133 is located in the southwest quadrant inside the 1 square mile site of Lawrence Livermore National Laboratory. The property is about 250 meters from the nearest boundary along Vasco Road. Building 133 is a 1 story steel framed building constructed in 1994 with stainless steel sidings. The facility covers 5,631 gross square feet of space. The building is used to house equipment to heat and cool buildings 132N and 132S. A 1380 volts electrical substation is located outside on the northeast corner, along with 2 diesel generators and a 1000 gallons diesel fuel tank. An evaporative cooling tower is located to the south of B133 to dissipate heat from the chillers located in B133. The inside of the facility is divided into three main rooms housing the cooling system units, the boilers, and the electrical distribution panels. The facility has an automatic sprinkler system installed through out and a Freon alarm located in room 1000. Building 133 is used to supply electrical power, chilled water, and hot water to Bldgs 132 N & S. Primary activities include servicing and maintaining chillers, boilers, and electrical distribution equipment.

Development and Application of a Predictive Computational Tool for Short-Pulse, High-Intensity Target Interactions

The widely differing spatial, temporal, and density scales needed to accurately model the fast ignition process and other short-pulse laser-plasma interactions leads to a computationally challenging project that is difficult to solve using a single code. This report summarizes the work performed on a three year LDRD to couple together three independent codes using PYTHON to build a new integrated computational tool. An example calculation using this new model is described.

A letter report issued by the Government Accountability Office with an abstract that begins "Congress has created 20 federal employment-related programs that are aimed at helping people with disabilities obtain jobs. Little is known about the effectiveness and the management of some of these programs. GAO was asked to review four of these programs; the Department of Education (Education) oversees three--Projects with Industry (PWI), Supported Employment State Grants, and Randolph-Sheppard. An independent federal agency, the Committee for Purchase, oversees the fourth, Javits-Wagner-O'Day (JWOD). Specifically, GAO assessed the extent to which (1) performance goals and measures have been established for these programs and (2) the agencies responsible have established adequate oversight procedures. We reviewed program planning and performance information, interviewed agency officials, and visited each of the four programs in four states."

A letter report issued by the Government Accountability Office with an abstract that begins "Joint seabasing is one of several evolving concepts for projecting and sustaining forces without relying on immediate access to nearby land bases and could be the source of billions of dollars of investment. In future security environments, the Department of Defense (DOD) expects to encounter situations of reduced or denied access to areas of operation. Even where forward operating bases are otherwise available, their use may be politically undesirable or operationally restricted. GAO was asked to address the extent to which (1) DOD has employed a comprehensive management approach to joint seabasing, (2) DOD has developed a joint experimentation campaign plan for joint seabasing, and (3) DOD and the services have identified the costs of joint seabasing options. For this review, GAO analyzed joint requirements documents, experimentation efforts, and service acquisition plans."

Initial Design Calculations for a Detection System that will Observe Resonant Excitation of the 680 keV state in 238U

We present calculations and design considerations for a detection system that could be used to observe nuclear resonance fluorescence in {sup 238}U. This is intended as part of an experiment in which a nearly monochromatic beam of light incident on a thin foil of natural uranium resonantly populates the state at 680 keV in {sup 238}U. The beam of light is generated via Compton upscattering of laser light incident on a beam of relativistic electrons. This light source has excellent energy and angular resolution. In the current design study we suppose photons emitted following de-excitation of excited nuclei to be observed by a segmented array of BGO crystals. Monte Carlo calculations are used to inform estimates for the design and performance of this detector system. We find that each detector in this array should be shielded by about 2 cm of lead. The signal to background ratio for each of the BGO crystals is larger than ten. The probability that a single detector observes a resonant photon during a single pulse of the light source is near unity.
