Lasers Aimed at Aircraft Cockpits: Background and Possible Options to Address the Threat to Aviation Safety and Security
A recent rash of incidents involving lasers aimed at aircraft cockpits has raised concerns over the potential threat to aviation safety and security. While none of these incidents has been linked to terrorism, security officials have expressed concern that terrorists may seek to acquire and use higher-powered lasers to, among other things, incapacitate pilots. There is also growing concerned among aviation safety experts that the ubiquity and low cost of handheld laser devices could increase the number of incidents where pilots are distracted or temporarily incapacitated during critical phases of flight. Possible options to mitigate the threat of lasers include restricting the sale or use of certain laser devices; amending criminal statutes associated with interfering with flight operations; providing pilots with laser eye protection; expanding and enforcing laser free zones around airports; and educating the public regarding the risks of lasers to aviation safety. This report will be updated as needed.

Association Health Plans: Legislation in the 109th Congress
An estimated 41.2 million people were without health insurance in 2001. Legislation under consideration by the 108th and earlier Congresses is intended to assist small employers in offering health insurance as a benefit to their workers. A new bill, H.R. 4281, introduced on May 5, 2004, The Small Business Health Fairness Act of 2003 (H.R. 6601s. 545), and a number of bills from the earlier Congresses include provisions creating new groups for small firms to join or encouraging the growth of existing groups so that small employers can band together to offer coverage to their employees. Opponents of the AHP approach raise concerns that unintended negative consequences would arise, negating the benefits that the new groups would create. While the proposed AHPs are not likely to immediately undermine the small group market, they are likely to require additional features to significantly expand insurance coverage among the uninsured.

This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. Afghanistan: Post-War Governance, Security, and U.S. Policy
The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Consular Identification Cards: Domestic and Foreign Policy Implications, the Mexican Case, and Related Legislation
The debate about consular identification cards in the United States has centered around the matrícula consular, the consular identification card issued by Mexican consulates to Mexican citizens in the United States. In May 2003, the Treasury Department issued regulations allowing acceptance of the cards as proof of identity for the purpose of opening a bank account, and the cards are accepted for other purposes as well, including issuance of drivers’ licenses.

Missile Survey: Ballistic and Cruise Missiles of Selected Foreign Countries
This report provides a current summary of ballistic and cruise missile activity in selected countries and discusses implications for U.S. national security policy. The Defense Threat Reduction Agency’s Weapons of Mass Destruction Terms of Reference Handbook defines a ballistic missile as “a missile that is guided during powered flight and unguided during the free flight when the trajectory that it follows is subject only to the external influences of gravity and atmospheric drag” and a cruise a missile as “a long-range, low-flying guided missile that can be launched from air, sea, and land.” Ballistic and cruise missile development and proliferation continue to pose a threat to the U.S.
