CONCEPTUAL DESIGN OF OPTIMIZED FOSSIL ENERGY SYSTEMS WITH CAPTURE AND SEQUESTRATION OF CARBON DIOXIDE

In this semi-annual progress report, we describe research results from an ongoing study of fossil hydrogen energy systems with CO{sub 2} sequestration. This work was performed under NETL Award No. DE-FC26-02NT41623, during the six-month period September 2002 through March 2003. The primary objective of the study is to better understand system design issues and economics for a large-scale fossil energy system co-producing H{sub 2} and electricity with CO{sub 2} sequestration. This is accomplished by developing analytic and simulation methods for studying the entire system in an integrated way. We examine the relationships among the different parts of a hydrogen energy system, and attempt to identify which variables are the most important in determining both the disposal cost of CO{sub 2} and the delivered cost of H{sub 2}. A second objective is to examine possible transition strategies from today's energy system toward one based on fossil-derived H{sub 2} and electricity with CO{sub 2} sequestration. Theory of coherent transition radiation generated at a plasma-vacuum interface

Transition radiation generated by an electron beam, produced by a laser wakefield accelerator operating in the self-modulated regime, crossing the plasma-vacuum boundary is considered. The angular distributions and spectra are calculated for both the incoherent and coherent radiation. The effects of the longitudinal and transverse momentum distributions on the differential energy spectra are examined. Diffraction radiation from the finite transverse extent of the plasma is considered and shown to strongly modify the spectra and energy radiated for long wavelength radiation. This method of transition radiation generation has the capability of producing high peak power THz radiation, of order 100 (mu)J/pulse at the plasma-vacuum interface, which is several orders of magnitude beyond current state-of-the-art THz sources.

Saltcake Dissolution Studies in Single-Shell Tank Retrieval

Results of column dissolution experiments designed to evaluate the physical and chemical processes inherent to saltcake dissolution are presented along with model chemical equilibrium calculations. Two different compositions representing saltcakes in Hanford tanks were characterized, and porosities and permeabilities for a third composition based upon the saltcake waste in Tank 41H at the Savannah River Site (SRS) were also evaluated. Whereas the surrogates are all chemically similar, the presence of high phosphate loadings for the Hanford (HNF) simulants was noted as significantly affecting draining. The permeability was higher for the SRS saltcake, and the sodium nitrate loading in this saltcake was roughly 80% by weight compared to less than 60% by weight for the HNF compositions. Average values of the permeability and porosity were reduced for the surrogates based on Hanford Tanks S-112 and S-101. Here a secondary layer formed above the saltcake bed and was found to contain a large amount of gibbsite, Al(OH)3. Experiments with 3 molal (m) NaOH as a diluent, compared to water, did not result in additional layer formation that has been attributed to a change in local pH thereby altering the solid liquid equilibrium. Waste Cleanup: Status and Implications of Compliance Agreements Between DOE and Its Regulators

This paper discusses compliance agreements that affect the Department of Energy's (DOE) cleanup program. Compliance agreements are legally enforceable documents between DOE and its regulators, specifying cleanup activities and milestones that DOE has agreed to achieve. Over the years, these compliance agreements have been used to implement much of the cleanup activity at DOE sites, which is carried our primarily under two federal laws - the Comprehensive Environmental Response, Compensation, and Liability Act of 1980, as amended (CERCLA) and the Resource Conservation and Recovery Act of 0f 1976, as amended (RCRA). Our objectives were to determine the types of compliance agreements in effect at DOE cleanup sites, DOE's progress in achieving the milestones contained in the agreements, whether the agreements allowed DOE to prioritize work across sites according to relative risk, and possible implications the agreements have on DOE's efforts to improve the cleanup program.

Planning for the Transition to Long-Term Stewardship at Three U.S. Department of Energy-Chicago Operations Office Facilities

This paper describes a pilot study that resulted in the generation of draft planning documents for the upcoming transition from remediation construction to long-term stewardship at three national laboratories managed by the U.S. Department of Energy (DOE)-Chicago Operations Office (CH). The remediation construction work at these facilities is being completed under the DOE's Office of Environmental Management (EM) Program. Once the remediation is complete, the responsibility for long-term stewardship (LTS) of the closed waste sites is expected to be transferred to the DOE organization responsible for managing each of the three facilities (i.e., the site landlord). To prepare for this transfer, an extensive planning effort is required. This pilot study utilized the DOE guidance in effect at the time to (1) develop a series of documents identifying applicable requirements that the LTS Programs will need to satisfy, issues that need to be resolved before the transfer can proceed, and criteria to be used to determine when active remediation is complete and a given site is ready for transfer to the LTS Program; (2) examine alternate structures for possible LTS Programs; and (3) develop draft LTS Implementation Plans. ''Talk To Me!'' - Lessons Learned In Communicating Risks To Tenants And Others Involved In The Department Of Energy's Reindustrialization Program

Communicating risk information is more difficult than assessing it. The latter relies on data, formulas, theorems and mathematical relationships that, with some effort, can be logically explained to another person; it's objective. Communicating risks, however, is subjective and relies on personalities, perceptions and predisposition, as well as emotions. Most notably the emotion is fear--fear of the unknown, fear of the message, the messenger, or the impact of the information on something of value to the person asking the questions. The Department of Energy's Oak Ridge Operations Office is engaged in a Reindustrialization program to lease (and most recently, to transfer) formerly used facilities to private sector entities. The facilities are located at the East Tennessee Technology Park, originally a gaseous diffusion plant operated to enrich uranium for World War II efforts and later for use as fuel in civilian nuclear reactors.

Prevention: A New and Maybe Wiser Approach to the Surface Contamination Issues

A decrease in the efficiency of some decontamination processes may occur after several implementations on the same surface, as recontamination between each implementation can occur. In some situations, achieving decontamination to acceptable levels can become difficult. The origin of this problem has been highlighted and solutions have been found. In fact, by thoroughly cleaning the surface, the decontamination process may lead to an increase of the adhesion of subsequent contaminants, thus making them much more difficult to remove. In concrete terms, some chemical functional groups, such as hydroxides make possible the chemical sorption of metal ions. Simply removing grease or natural pollutants from the surface allows direct contact between the contaminants and these reactive sites, increasing adhesion. If the cleaning process is badly suited to the material to be decontaminated, a modification of the chemical composition of the surface can occur, possibly increasing the density of reactive sites, making the problem worse. Predicting the evolution of the surface chemical properties with time is a challenge. Prevention of surface contamination appears to be a wiser approach. The principle is to prevent strong adhesion of the contaminants by masking the reactive groups likely to chemically bind the contaminants to the surface. With …

Retrieval Of Hanford's Single Shell Nuclear Waste Tanks Using Technologies Foreign And Domestic

Significant progress has been made on the Hanford single shell tank (SST) retrieval projects since they were initiated as part of the modified Hanford Federal Facility Agreement and Consent Order (Tri-party Agreement) in 2000. Four of the 149 SSTs at the U.S. Department of Energy (DOE) Office of River Protection (ORP) Hanford facility are being retrieved to meet Tri-Party Agreement commitments. An additional tank is being retrieved to demonstrate an alternate technical approach. As the Hanford Site transitions to an accelerated retrieval and closure mission, these methods will be the baseline methods for SST retrieval. The five SSTs are located within the Hanford 200- Area tank farms operated by CH2M HILL Hanford Group (CH2M HILL) for ORP. Included in this paper will be discussions on the technologies selected for retrieval of each tank; electrical resistance technologies that are being evaluated for ex-tank leak detection and monitoring; and the Cold Test Training Facility (CTTF) used for testing of and training on the different retrieval systems.

Six Sigma Evaluation of the High Level Waste Tank Farm Corrosion Control Program at the Savannah River Site

Six Sigma is a disciplined approach to process improvement based on customer requirements and data. The goal is to develop or improve processes with defects that are measured at only a few parts per million. The process includes five phases: Identify, Measure, Analyze, Improve, and Control. This report describes the application of the Six Sigma process to improving the High Level Waste (HLW) Tank Farm Corrosion Control Program. The report documents the work performed and the tools utilized while applying the Six Sigma process from September 28, 2001 to April 1, 2002. During Fiscal Year 2001, the High Level Waste Division spent $5.9 million to analyze samples from the F and H Tank Farms. The largest portion of these analytical costs was $2.45 million that was spent to analyze samples taken to support the Corrosion Control Program. The objective of the Process Improvement Project (PIP) team was to reduce the number of analytical tasks required to support the Corrosion Control Program by 50 percent. Based on the data collected, the corrosion control decision process flowchart, and the use of the X-Y Matrix tool, the team determined that analyses in excess of the requirements of the corrosion control program were being …

U.S. Nuclear Regulatory Commission Process for Risk-Informing the Nuclear Waste Arena

The U.S. Nuclear Regulatory Commission (NRC) is increasing the use of risk insights and information in its regulation of nuclear materials and waste. The objective of this risk-informed regulatory effort is to improve the effectiveness and efficiency of the agency, while maintaining or increasing its focus on safety. The agency's Office of Nuclear Material Safety and Safeguards (NMSS) proposed a five-step process to carry out a framework for increasing the use of risk information and insights in its regulation of nuclear materials and waste. The office is carrying out the five-step process to risk-inform the nuclear materials and waste arenas. NMSS's actions included forming a Risk Task Group and the use of case studies to test and complete screening criteria for identifying candidate regulatory applications amenable for risk-informing. Other actions included involving stakeholders through enhanced public participation, developing safety goals for materials and waste regulatory applications, and establishing a risk training program for staff. Through the case studies, NRC staff found the draft screening criteria to be effective in deciding regulatory areas that may be amenable to an increased use of risk insights. Talking with the Public about Regulating High-level Waste Disposal: Recent Progress

Increasing public confidence in the U.S. Nuclear Regulatory Commission (NRC) as an effective and independent regulator is an explicit goal of the Agency (1). Consistent with long-established mechanisms and procedures, NRC provides the public access to its decision-making process. Recently, during the course of a rulemaking required by statute, NRC examined its means for inviting public access as well as the NRC staff's effectiveness in furthering public confidence in it's actions as a regulator. When developing new, site-specific regulations for the proposed geologic repository at Yucca Mountain, Nevada, NRC's Division of Waste Management found it necessary to adapt and improve its efforts to inform and involve the public in NRC's decision making process. Major changes were made to the way in which technical staff prepare for speaking to general audiences. The format used for public meetings was modified to encourage dialogue with participants. Handout and presentation materials that explain NRC's role and technical topics of concern in plain language were developed and are regularly updated. NRC successfully applied these and other institutional changes as it completed final regulations for Yucca Mountain and while developing and introducing a draft license review plan for public comment.

Low-Level Waste Drum Assay Intercomparison Study

Nuclear waste assay is an integral element of programs such as safeguards, waste management, and waste disposal. The majority of nuclear waste is packaged in drums and analyzed by various nondestructive assay (NDA) techniques to identify and quantify the radioactive content. Due to various regulations and the public interest in nuclear issues, the analytical results are required to be of high quality and supported by a rigorous Quality Assurance (QA) program. A valuable QA tool is an intercomparison program in which a known sample is analyzed by a number of different facilities. While transuranic waste (TRU) certified NDA teams are evaluated through the Performance Demonstration Program (PDP), low-level waste (LLW) assay specialists have not been afforded a similar opportunity. NDA specialists from throughout the DOE complex were invited to participate in this voluntary drum assay intercomparison study that was organized and facilitated by the Solid Waste Operations and the Safeguards Science and Technology groups at the Los Alamos National Laboratory and by Eberline Services. Each participating NDA team performed six replicate blind measurements of two 55-gallon drums with relatively low-density matrices (a 19.1 kg shredded paper matrix and a 54.4 kg mixed metal, rubber, paper and plastic matrix). Many Roads to Travel: Alternative Approaches to Route Selection for Yucca Mountain Shipments

This paper examines the routing implications of the potential shipment of spent nuclear fuel and high-level radioactive waste to the proposed repository at Yucca Mountain, Nevada. The authors describe a model which can be used to evaluate the impacts of transporting spent nuclear fuel nationally and in the State of Nevada. The authors used this model to evaluate the cross-country highway routes identified in the DOE's Final Environmental Impact Statement and three alternative routing scenarios. The authors evaluate these routing scenarios based on four attributes: counties, exposed populations, total county populations, and shipment miles. The authors further evaluate the impacts of these alternative routing scenarios on two selected corridor states. The authors conclude that routing decisions have significantly different impacts on different state and local governments.

As environmental restoration (ER) projects move toward completion, the planning, integration, and documentation of long-term environmental stewardship (LTES) activities is increasingly important for ensuring smooth transition to LTES. The Long-Term Environmental Stewardship Baseline Handbook (Handbook) prepared by the National Nuclear Security Administration (NNSA) Service Center Environmental Programs Department (EPD) outlines approaches for integrating site-specific LTES planning and implementation into site ER baseline documentation. Since LTES will vary greatly from site to site, the Handbook also provides for flexibility in addressing LTES in ER Project life-cycle baselines, while clearly identifying Environmental Management (EM) requirements. It provides suggestions for enacting LTES principles and objectives through operational activities described in site-specific LTES plans and life cycle ER Project baseline scope, cost, and schedule documentation and tools for more thorough planning, better quantification, broader understanding of risk and risk management factors, and more comprehensive documentation. LTES planning applied to baselines in a phased approach will facilitate seamlessly integrating LTES into site operational activities, thereby minimizing the use of resources.

Wavelet-Monte Carlo Hybrid System for HLW Nuclide Migration Modeling and Sensitivity and Uncertainty Analysis

This paper presents results of an uncertainty and sensitivity analysis for performance of the different barriers of high level radioactive waste repositories. SUA is a tool to perform the uncertainty and sensitivity on the output of Wavelet Integrated Repository System model (WIRS), which is developed to solve a system of nonlinear partial differential equations arising from the model formulation of radionuclide transport through repository. SUA performs sensitivity analysis (SA) and uncertainty analysis (UA) on a sample output from Monte Carlo simulation. The sample is generated by WIRS and contains the values of the output values of the maximum release rate in the form of time series and values of the input variables for a set of different simulations (runs), which are realized by varying the model input parameters. The Monte Carlo sample is generated with SUA as a pure random sample or using Latin Hypercube sampling technique. Tchebycheff and Kolmogrov confidence bounds are compute d on the maximum release rate for UA and effective non-parametric statistics to rank the influence of the model input parameters SA. Based on the results, we point out parameters that have primary influences on the performance of the engineered barrier system of a repository. The …

Reactor Pressure Vessel (RPV) Head replacements have come to the forefront due to erosion/corrosion and wastage problems resulting from the susceptibility of the RPV Head alloy steel material to water/boric acid corrosion from reactor coolant leakage through the various RPV Head penetrations. A case in point is the recent Davis-Besse RPV Head project, where detailed inspections in early 2002 revealed significant wastage of head material adjacent to one of the Control Rod Drive Mechanism (CRDM) nozzles. In lieu of making ASME weld repairs to the damaged head, Davis-Besse made the decision to replace the RPV Head. The decision was made on the basis that the required weld repair would be too extensive and almost impractical. This paper presents the packaging, transport, and disposal considerations for the damaged Davis-Besse RPV Head. It addresses the requirements necessary to meet Davis Besse needs, as well as the regulatory criteria, for shipping and burial of the head. It focuses on the radiological characterization, shipping/disposal package design, site preparation and packaging, and the transportation and emergency response plans that were developed for the Davis-Besse RPV Head project.

IN-SITU Chemical Oxidation of Chlorinated Hydrocarbons in the Presence of Radionuclides

Treatability testing for In Situ Chemical Oxidation was conducted on a site where the groundwater was contaminated with trichloroethylelne, nitroaromatics, nitrate, and radionuclides. The treatability testing involved characterization of the contaminated aquifer material and groundwater, soil oxidant demand testing, and batch slurry reaction tests. The aquifer oxidant demand was 0.44 to 0.89 grams KMnO4 per kg aquifer solids. This is an exceptionally low level and indicates that permanganate reagent would be used efficiently on site to treat VOCs rather than react with the aquifer matrix. The slurry reaction test data indicate that permanganate reaction with TCE, cis-1,2-DCE, and vinyl chloride present in the site groundwater occurs rapidly and are destroyed to below detectable levels (<5 {micro}g/L) in groundwater and aquifer environment within the first 8 hours of treatment. A permanganate concentration of 1,000 mg/L or above will accomplish this performance. The water quality w as not adversely affected by the treatment process. Chloride and nitrate ion concentrations in the groundwater as well as pH of the groundwater are not impacted by permanganate treatment. No adverse effect on aqueous concentrations of chromium, manganese or uranium was detected due to the permanganate treatment process.

Transportable Vitrification System RCRA Closure Practical Waste Disposition Saves Time And Money

The Transportable Vitrification System (TVS) was a large-scale vitrification system for the treatment of mixed wastes. The wastes contained both hazardous and radioactive materials in the form of sludge, soil, and ash. The TVS was developed to be moved to various United States Department of Energy (DOE) facilities to vitrify mixed waste as needed. The TVS consists of four primary modules: (1) Waste and Additive Materials Processing Module; (2) Melter Module; (3) Emissions Control Module; and (4) Control and Services Module. The TVS was demonstrated at the East Tennessee Technology Park (ETTP) during September and October of 1997. During this period, approximately 16,000 pounds of actual mixed waste was processed, producing over 17,000 pounds of glass. After the demonstration was complete it was determined that it was more expensive to use the TVS unit to treat and dispose of mixed waste than to direct bury this waste in Utah permitted facility. Thus, DOE had to perform a Resource Conservation and Recovery Act (RCRA) closure of the facility and find a reuse for as much of the equipment as possible. Biosurfactants enhance hydrocarbon biodegradation by increasing apparent aqueous solubility or affecting the association of the cell with poorly soluble hydrocarbon. Here, we show that a lipopeptide biosurfactant produced by Bacillus mojavensis strain JF-2 mobilized substantial amounts of residual hydrocarbon from sand-packed columns when a viscosifying agent and a low molecular weight alcohol were present. The amount of residual hydrocarbon mobilized depended on the biosurfactant concentration. One pore volume of cell-free culture fluid with 900 mg/l of the biosurfactant, 10 mM 2,3-butanediol and 1000 mg/l of partially hydrolyzed polyacrylamide polymer mobilized 82% of the residual hydrocarbon. Consistent with the high residual oil recoveries, we found that the bio-surfactant lowered the interfacial tension (IFT) between oil and water by nearly 2 orders of magnitude compared to typical IFT values of 28-29 mN/m. Increasing the salinity increased the IFT with or without 2,3-butanediol present. The lowest interfacial tension observed was 0.1 mN/m. The lipopeptide biosurfactant system may be effective in removing hydrocarbon contamination sources in soils and aquifers and for the recovery of entrapped oil from low production oil reservoirs. RH-TRU Waste Shipments from Battelle Columbus Laboratories to the Hanford Nuclear Facility for Interim Storage

Battelle Columbus Laboratories (BCL), located in Columbus, Ohio, must complete decontamination and decommissioning (D&D) activities for nuclear research buildings and grounds by 2006, as directed by Congress. Most of the resulting waste (approximately 27 cubic meters [m3]) is remote-handled (RH) transuranic (TRU) waste destined for disposal at the Waste Isolation Pilot Plant (WIPP). The BCL, under a contract to the U.S. Department of Energy (DOE) Ohio Field Office, has initiated a plan to ship the TRU waste to the DOE Hanford Nuclear Facility (Hanford) for interim storage pending the authorization of WIPP for the permanent disposal of RH-TRU waste. The first of the BCL RH-TRU waste shipments was successfully completed on December 18, 2002. This BCL shipment of one fully loaded 10-160B Cask was the first shipment of RH-TRU waste in several years. Its successful completion required a complex effort entailing coordination between different contractors and federal agencies to establish necessary supporting agreements. This paper discusses the agreements and funding mechanisms used in support of the BCL shipments of TRU waste to Hanford for interim storage. Metals that can sustain plastic deformation homogeneously throughout their bulk tend to be tough and malleable. Often, however, if a metal has been hardened it will no longer deform uniformly. Instead, the deformation occurs in narrow bands on a microscopic scale wherein stresses and strains become concentrated in localized zones. This strain localization degrades the mechanical properties of the metal by causing premature plastic instability failure or by inducing the formation of cracks. Irradiation with neutrons hardens a metal and makes it more prone to deformation by strain localization. Although this has been known since the earliest days of radiation damage studies, a full measure of the connection between neutron irradiation hardening and strain localization is wanting, particularly in commercial alloys used in the construction of nuclear reactors. Therefore, the goal of this project is to systematically map the extent of involvement of strain localization processes in plastic deformation of three reactor alloys that have been neutron irradiated. The deformation processes are to be identified and related to changes in the tensile properties of the alloys as functions of neutron fluence (dose) and degree of plastic strain. Energy effects of heat-island reduction strategies in Toronto,Canada

The effect of heat-island reduction (HIR) strategies on annual energy savings and peak-power avoidance of the building sector of the Greater Toronto Area is calculated, using an hourly building energy simulation model. Results show that ratepayers could realize potential annual energy savings of over $11M from the effects of HIR strategies. The residential sector accounts for over half (59%) of the total savings, offices 13% and retail stores 28%. Savings from cool roofs are about 20%, shade trees 30%, wind shielding of trees 37%, and ambient cooling by trees and reflective surfaces 12%. These results are preliminary and highly sensitive to the relative price of gas and electricity. Potential annual electricity savings are estimated at about 150GWh and potential peak-power avoidance at 250MW.
