This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 405, Area 3 Septic Systems, Tonopah Test Range (TTR), under the Federal Facility Agreement and Consent Order. Corrective Action Unit 405 consists of Corrective Action Sites 03-05-002-SW03, 03-05-002-SW04, and 03-05-002-SW07 (also collectively known as: Septic Waste Systems [SWSs] 3, 4, and 7). Located in Area 3 in the northwest section of the TTR, approximately 140 miles northwest of Las Vegas, this location was historically (between 1960 and 1990) used as a research facility with the mission to perform defense-related projects, and whose operations generated sanitary and industrial wastewaters potentially contaminated with COPCs and disposed of in septic tanks and leachfields. Though Septic Waste Systems 3, 4, and 7 were origin ally constructed to receive sanitary sewage, they may have inadvertently received effluent containing potentially hazardous and radiological constituents containing acetone, benzene, ethylbenzene, 4-methyl-2-pentanone, toluene, xylenes, volatile organic compound constituents, phenols, arsenic, barium, lead, mercury, hydrocarbons of oil and grease, and uranium-234, -235, and -238. MESON2000 Conference Summary

This short contribution is a lite MESON2000 conference summary. As appropriate for the 600th anniversary of the Jagellonian University, it begins with a brief summary of the last 600 years of European history and its place in hadron physics. Next a ''physicist chirality'' order parameter PC is introduced. When applied to MESON2000 plenary speakers this order parameter illustrates the separation of hadron physicists into disjoint communities. The individual plenary talks in MESON2000 are next sorted according to the subconference associated with each of the 36 plenary speakers. Finally, I conclude with a previously unreported Feynman story regarding the use of models in hadron physics.

Charge Transfer Experiment

Low energy charge transfer is an important process in plasmas where multicharged ions and neutral atoms or molecules can exist at eV/amu energies and below. At eV/amu collision energies there are no scaling laws to characterize the charge transfer cross section and both theory and experiment are difficult. The capabilities of current experimental techniques used to measure low energy total and state-selective cross sections are discussed.

Total Inventory of Selected Radionuclides in Old Solvent Tanks S1 Through S22

The total inventory of fourteen radionuclides, three metals, and volatile organic compounds (VOCs) has been calculated for the twenty-two Old Solvent Tanks (OSTs). The inventory calculations are based upon extensive characterization data of the multiple liquid and sludge samples taken from the OSTs. In addition, the total inventory of sixteen actinides (including error) has been calculated. The actinide inventory will be useful for criticality safety considerations.

L-Area Cavitation Tests Final Analysis - Limits Application

The L-Area cavitation test was designed to better define the onset of cavitation in the reactor system. The onset of gas evolution in the effluent piping and pump cavitation was measured using state-of-the-art equipment to provide data with a high confidence and low uncertainty level. The limits calculated from the new data will allow an approximate two percent increase in reactor power if the reactor is effluent temperature-limited with no compromise in reactor safety.

In this talk I summarize the status of exotic mesons, including both theoretical expectations and experimental candidates. The current experimental candidates are ''spin-parity exotics'', since these are most often considered possible hybrid mesons, the theoretical discussion will be mainly concerned with hybrids. The exotic meson candidates discussed are the surprisingly light {pi}{sub 1} (1400) and {pi}{sub 1} (1600).

Protecting LHC components against radiation resulting from colliding beam interactions

Beam-induced energy deposition in the LHC high luminosity interaction region (IR) components due to both pp collisions and beam loss in the IR vicinity is a significant challenge for the design of the high luminosity insertions. It was shown in our previous studies that a set of collimators in the machine and absorbers within the low-beta quadrupoles would reduce both the peak power density and total heat load to tolerable levels with a reasonable safety margin. In this paper the results of further optimization and comprehensive MARS calculations are briefly described for the updated IP1 and IP5 layouts and a baseline pp-collision source term. Power density, power dissipation, accumulated dose and residual dose rates are studied in the components of the inner triplets including their TAS absorbers, the TAN neutral beam absorbers, separation dipoles, and quadrupoles of the outer triplets and possible collimators there. It is shown that the optimized absorbers and collimators provide adequate protection of all the critical components.

High Luminosity Polarized Proton Collisions at RHIC

The Brookhaven Relativistic Heavy Ion Collider (RHIC) provides the unique opportunity to collide polarized proton beams at a center-of-mass energy of up to 500 GeV and luminosities of up to 2 x 10{sup 32} cm{sup {minus}2} s{sup {minus}1}. Such high luminosity and high energy polarized proton collisions will open up the possibility of studying spin effects in hard processes. However, the acceleration of polarized beams in circular accelerators is complicated by the numerous depolarizing spin resonances. Using a partial Siberian snake and a rf dipole that ensure stable adiabatic spin motion during acceleration has made it possible to accelerate polarized protons to 25 GeV at the Brookhaven AGS. After successful operation of RHIC with gold beams polarized protons from the AGS have been successfully injected into RHIC and accelerated using a full Siberian snakes built from four superconducting helical dipoles. A new high energy proton polarimeter was also successfully commissioned. Operation with two snakes per RHIC ring is planned for next year.

Irradiation Stability of Uranium Alloys at High Exposures

Postirradiation examinations were begun of a series of unrestrained dilute uranium alloy specimens irradiated to exposures up to 13,000 MWD/T in NaK-containing stainless steel capsules. This test, part of a program of development of uranium metal fuels for desalination and power reactors sponsored by the Division of Reactor Development and Technology, has the objective of defining the temperature and exposure limits of swelling resistance of the alloyed uranium. This paper discusses those test results.

Pf/Zeolite Catalyst for Tritium Stripping

This report described promising hydrogen (protium and tritium) stripping results obtained with a Pd/zeolite catalyst at ambient temperature. Preliminary results show 90-99+ percent tritium stripping efficiency may be obtained, with even better performance expected as bed configuration and operating conditions are optimized. These results suggest that portable units with single beds of the Pd/zeolite catalyst may be utilized as ''catalytic absorbers'' to clean up both tritium gas and tritiated water. A cart-mounted prototype stripper utilizing this catalyst has been constructed for testing. This portable stripper has potential applications in maintenance-type jobs such as tritium line breaks. This catalyst can also potentially be utilized in an emergency stripper for the Replacement Tritium Facility.

The entire history of the discoveries of K{sub L}{sup o} and violations of T and CP began at Brookhaven. It is most appropriate for us to hold today's special seminar on CP Violation in K decay in this laboratory. Forty-five years ago, in the same paper on parity nonconservation, it was also pointed out that there is no proof of T symmetry in the weak interaction, nor of C invariance. That paper was submitted to the Physical Review (then, also located at BNL) on June 22, 1956. A month later, Lederman and his collaborators discovered a long-lived neutral V particle (now called K{sub L}{sup o}) at the Cosmotron using the cloud chamber. This discovery was presented as a rigorous proof of C symmetry. In the same summer at Brookhaven, in collaboration with Oehme and Yang, I did the analysis on the neutral kaon system, assuming T, C and CP violations (but based on CPT symmetry). In that work, the two non-orthogonal eigen-states {psi}{sub +} and {psi}{sub -} (now K{sub S}{sup o} and K{sub L}{sup o}) were characterized by a non-orthogonality parameter {alpha} ({approx_equal} 2 Re{epsilon} in today's notation), which was shown to be small, because of unitarity. Fission Product Release from Molten U/Al Alloy Fuel: A Vapor Transpiration Model

This report describes the application of a vapor transportation model to fission product release data obtained for uranium/aluminum alloy fuel during early Oak Ridge fuel melt experiments. The Oak Ridge data validates the vapor transpiration model and suggests that iodine and cesium are released from the molten fuel surface in elemental form while tellurium and ruthenium are released as oxides. Cesium iodide is postulated to form in the vapor phase outside of the fuel matrix. Kinetic data indicates that cesium iodide can form from Cs atoms and diatomic iodine in the vapor phase. Temperatures lower than those capable of melting fuel are necessary in order to maintain a sufficient I2 concentration. At temperatures near the fuel melting point, cesium can react with iodine atoms to form CsI only on solid surfaces such as aerosols.
