D.C. Tuition Assistance Grants: Program May Increase College Choices, but a Few Program Procedures May Hinder Grant Receipt for Some Residents

A letter report issued by the General Accounting Office with an abstract that begins "Twenty-one percent of grant-eligible applicants who did not use the District of Columbia's tuition assistance grant (TAG) funding to attend a participating college or university may have encountered such barriers as college entrance requirements and the absence of minority outreach programs. Whether enrollment caps at colleges posed a barrier for applicants is unclear. In the program's first year, 516 of the nearly 2,500 eligible applicants did not use the grants. About 21 percent of the institutions in which applicants expressed interest restrict the number of out-of-state students that they will accept, although the extent to which this played a role in limiting access to these institutions is unclear. Enrollment at the University of the District of Columbia (UDC) changed little during the TAG program's first year. The TAG program and UDC appeared to serve different freshmen populations, which may account for the TAG program's minimal impact on UDC enrollment. Oral History Interview with Charles Link, December 26, 2001

The National Museum of the Pacific War presents an interview with Charles Link. Link joined the Navy in March of 1939. He served as an electrician aboard a ship, though does not note the name. It is deduced that he was aboard USS California (BB-44), and stationed at Pearl Harbor when the Japanese attacked. In March of 1942, Link boarded USS Lexington (CV-2), and participated in the Battle of the Coral Sea when the ship was sunk. He later served aboard USS YP-518 and Whipstock (YO-49). He was discharged in 1945.

Oral History Interview with Murphy Williams, December 26, 2001

The National Museum of the Pacific War presents an interview with Murphy Williams. Williams recalls details about his ancestors in North Carolina prior to discussing his education. Williams went to seminary in the fall of 1941. He finished seminary in May 1944 and then entered the Navy as a chaplain. One of his first duty assignments was visitations to parents who had lost sons in the war. Another assignment took him to a Navy air facility in Groton, Connecticut. In July, 1945, Williams was assigned to Tinian and remarks on the activity there leading up to the atomic attacks; he also recalls using CBs to build a chapel. After the war, Williams’ wife moved to Tinian and then Saipan when dependents were allowed. When they returned to the US, Williams elected for a discharge.

The National Tenth Five-Year Plan for Environmental Protection(Abstract)

The State Council approved the National Tenth Five-Year Plan for Environmental Protection on 26 December 2001, requesting that loca1 governments and the various departments strengthen environmental protection in close relation with the economic restructuring; raise funds for environmental protection through multiple channels in connection with the expansion of domestic demand, and establish the mechanism of environmental protection with the government playing the dominant role with market promotion and public participation. The State Council emphasizes that local governments should undertake the major responsibilities of environmental protection. The governments at various levels should integrate the tasks of the Plan into the target responsibility system for provincial governors, mayors, and county heads. Periodic examination should be carried out on the targets of total pollutant discharge control and environmental quality. The implementation of the Plan should be inspected and reported on every year. The State Council requests that the relevant departments should provide guidance and support in implementing the Plan according to their respective responsibilities. The State Environmental Protection Administration should conduct coordinated supervision, management, and inspection of the implementation of the Plan.

STRATEGIES AND TECHNOLOGY FOR MANAGING HIGH-CARBON ASH

The overall objective of the present project is to identify and assess strategies and solutions for the management of industry problems related to carbon in ash. Specific research issues to be addressed include: the effect of parent fuel selection on ash properties and adsorptivity, including a first ever examination of the air entrainment behavior of ashes from alternative (non-coal) fuels; the effect of various low-NOx firing modes on ash properties and adsorptivity; and the kinetics and mechanism of ash ozonation. This data will provide scientific and engineering support of the ongoing process development activities. This first project period, experiments were carried out to better understand the fundamental nature of the ozonation effect on ash. Carbon surfaces were characterized by surfactant adsorption, and by X-ray Photoelectron Spectroscopy before and after oxidation, both by air at 440 C and by ozone at room temperature. The results strongly suggest that the beneficial effect of ozonation is in large part due to chemical modification of the carbon surfaces.

Sequestering Carbon Dioxide in Coalbeds

The authors' long term goal is to develop accurate prediction methods for describing the adsorption behavior of gas mixtures on solid adsorbents over complete ranges of temperature, pressure and adsorbent types. The major objectives of the project are to (1) measure the adsorption behavior of pure CO{sub 2}, methane, nitrogen and their binary and ternary mixtures on several selected coals having different properties at temperatures and pressures applicable to the particular coals being studied, (2) generalize the adsorption results in terms of appropriate properties of the coals to facilitate estimation of adsorption behavior for coals other than those studied experimentally, (3) delineate the sensitivity of the competitive adsorption of CO{sub 2}, methane and nitrogen to the specific characteristics of the coal on which they are adsorbed; establish the major differences (if any) in the nature of this competitive adsorption on different coals, and (4) test and/or develop theoretically-based mathematical models to represent accurately the adsorption behavior of mixtures of the type for which measurements are made. The specific accomplishments of this project during this reporting period are summarized in three broad categories outlining experimentation, model development, and coal characterization.
