The Chemical Technology Division (CMT) is one of eight engineering research divisions within Argonne National Laboratory (ANL), one of the U.S. government's oldest and largest research laboratories. The University of Chicago oversees the laboratory on behalf of the U.S. Department of Energy (DOE). Argonne's mission is to conduct basic scientific research, to operate national scientific facilities, to enhance the nation's energy resources, and to develop better ways to manage environmental problems. Argonne has the further responsibility of strengthening the nation's technology base through developing industrial technology and transferring that technology to industry. The Chemical Technology Division is a diverse early-stage engineering organization, specializing in the treatment of spent nuclear fuel, development of advanced power sources, and management of both high- and low-level nuclear wastes. Although this work is often indistinguishable from basic research, our efforts are directed toward the practical devices and processes that are covered by ANL's mission. Additionally, the Division operates the Analytical Chemistry Laboratory, which provides a broad range of analytical services to ANL and other organizations. The Division is multi-disciplinary. This Corrective Action Investigation Plan contains the U.S. Department of Energy, Nevada Operations Office's (DOE/NV's) approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 405, Area 3 Septic Systems, Tonopah Test Range (TTR), under the Federal Facility Agreement and Consent Order. Corrective Action Unit 405 consists of Corrective Action Sites 03-05-002-SW03, 03-05-002-SW04, and 03-05-002-SW07 (also collectively known as: Septic Waste Systems [SWSs] 3, 4, and 7). Located in Area 3 in the northwest section of the TTR, approximately 140 miles northwest of Las Vegas, this location was historically (between 1960 and 1990) used as a research facility with the mission to perform defense-related projects, and whose operations generated sanitary and industrial wastewaters potentially contaminated with COPCs and disposed of in septic tanks and leachfields. Though Septic Waste Systems 3, 4, and 7 were origin ally constructed to receive sanitary sewage, they may have inadvertently received effluent containing potentially hazardous and radiological constituents containing acetone, benzene, ethylbenzene, 4-methyl-2-pentanone, toluene, xylenes, volatile organic compound constituents, phenols, arsenic, barium, lead, mercury, hydrocarbons of oil and grease, and uranium-234, -235, and -238. A letter report issued by the General Accounting Office with an abstract that begins "In July 2000, the Defense Commissary Agency proposed changes to its regional management structure that it expects will generate savings, improve efficiencies, and provide more effective management of commissary operations. The plan calls for eliminating the two area offices within the Eastern Region and consolidating most of the Eastern Region's operations at the region's headquarters at Virginia Beach, Virginia. Although the agency has not fully refined its cost and savings estimates, it appears that these proposed changes will yield savings and improve operations. However, with the implementation of the plan comes a loss of operational expertise in the closing offices that could potentially disrupt operations and customer service. Whether the proposed regional reorganization is the best approach for achieving efficiencies is unclear because the agency did not assess alternative structural approaches to improving regional operations and creating efficiencies. The plan is limited because it considers only the Eastern Region and not the overall regional structure, which is to be considered in the agency's follow-on study of the current reorganization plan. Dual Manifold System for Arraying Biomolecules

The objective of this CRADA is to establish a new approach to fluid transfer and array construction. This new approach will involve a high-speed, multiplexed fluid distribution valve and ink jet valves. It will enable the parallel handling of multiple reagents for a system that will have multiple applications in addition to the high-speed construction of microarrays. The primary tasks involve proof of principle experiments aimed at establishing key components of the technology and evaluating various optional configurations. The basic platform for evaluating the technology will be set-up by the Contractor at Oak Ridge National Laboratory (ORNL) and will employ custom valving prepared by Rheodyne. The test platform will consist of a motion controller, 3-axes of motion, software, and pneumatic control; and will be used to evaluate the hybrid valve.

In this talk I summarize the status of exotic mesons, including both theoretical expectations and experimental candidates. The current experimental candidates are ''spin-parity exotics'', since these are most often considered possible hybrid mesons, the theoretical discussion will be mainly concerned with hybrids. The exotic meson candidates discussed are the surprisingly light {pi}{sub 1} (1400) and {pi}{sub 1} (1600).

FTS 2001: Contract Transition Delays and Their Impact on Program Goals

Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the status of the FTS 2001 long distance telecommunication program. The General Services Administration (GSA) failed to meet its goal of completing the transition from FTS 2000 to the FTS 2001 contracts by December 6, 2000. Several factors contributed to the delays, including staffing shortages and turnover, contractor billing problems, and contract-related modifications. As of April 11, 2001, the overall FTS 2001 transition was about 92 percent complete. The transition of voice services from FTS 2000 and FTS 2001 is almost entirely complete and switched data services and dedicated transmission services are about 82 and 88 percent complete, respectively. The remaining transition requirements are scheduled for completion by the end of June 2001. Nevertheless, the collective effect of delays encountered during this complex transition has jeopardized the timely achievement of FTS 2001's goals of (1) ensuring best service and price to the government and (2) maximizing competition. GSA has taken steps to position the FTS 2001 program for greater success, including developing better telecommunications planning procedures and improving contractor billing. This testimony summarizes a March 2001 GAO report, GAO-01-289."
