527 Organizations: How the Differences in Tax and Election Laws Permit Certain Organizations to Engage in Issue Advocacy without Public Disclosure and Proposals for Change

This report compares the tax and election laws relating to political organizations and political committees in an attempt to highlight the differences between them, and discusses some of the proposals in the 106th Congress to require additional reporting by organizations engaging in political activities. This report does not address the taxation of other tax-exempt organizations making political expenditures taxable under IRC § 527. The report will be updated as new proposals are reported.

Absorptance Measurements of Optical Coatings - A Round Robin

An international round robin study was conducted on the absorption measurement of laser-quality coatings. Sets of optically coated samples were made by a ''reactive DC magnetron'' sputtering and an ion beam sputtering deposition process. The sample set included a high reflector at 514 nm and a high reflector for the near infrared (1030 to 1318 nm), single layers of silicon dioxide, tantalum pentoxide, and hafnium dioxide. For calibration purposes, a sample metalized with hafnium and an uncoated, superpolished fused silica substrate were also included. The set was sent to laboratory groups for absorptance measurement of these coatings. Whenever possible, each group was to measure a common, central area and another area specifically assigned to the respective group. Specific test protocols were also suggested in regards to the laser exposure time, power density, and surface preparation.

Abstraction of Seepage into Drifts

A total-system performance assessment (TSPA) for a potential nuclear-waste repository requires an estimate of the amount of water that might contact waste. This paper describes the model used for part of that estimation in a recent TSPA for the Yucca Mountain site. The discussion is limited to estimation of how much water might enter emplacement drifts; additional considerations related to flow within the drifts, and how much water might actually contact waste, are not addressed here. The unsaturated zone at Yucca Mountain is being considered for the potential repository, and a drift opening in unsaturated rock tends to act as a capillary barrier and divert much of the percolating water around it. For TSPA, the important questions regarding seepage are how many waste packages might be subjected to water flow and how much flow those packages might see. Because of heterogeneity of the rock and uncertainty about the future (how the climate will evolve, etc.), it is not possible to predict seepage amounts or locations with certainty. Thus, seepage is treated as a stochastic quantity in TSPA simulations, with the magnitude and spatial distribution of seepage sampled from uncertainty distributions. Aerial thermography studies of power plant heated lakes

Remote sensing temperature measurements of water bodies is complicated by the temperature differences between the true surface or skin water and the bulk water below. Weather conditions control the reduction of the skin temperature relative to the bulk water temperature. Typical skin temperature depressions range from a few tenths of a degree Celsius to more than one degree. In this research project, the Savannah River Technology Center (SRTC) used aerial thermography and surface-based meteorological and water temperature measurements to study a power plant cooling lake in South Carolina. Skin and bulk water temperatures were measured simultaneously for imagery calibration and to produce a database for modeling of skin temperature depressions as a function of weather and bulk water temperatures. This paper will present imagery that illustrates how the skin temperature depression was affected by different conditions in several locations on the lake and will present skin temperature modeling results.

Ambient-Temperature Passive Magnetic Bearings for Flywheel Energy Storage Systems

Based on prior work at the Lawrence Livermore National Laboratory ambient-temperature passive magnetic bearings are being adapted for use in high-power flywheel energy storage systems developed at the Trinity Flywheel Power company. En route to this goal specialized test stands have been built and computer codes have been written to aid in the development of the component parts of these bearing systems. The Livermore passive magnetic bearing system involves three types of elements, as follows: (1) Axially symmetric levitation elements, energized by permanent magnets., (2) electrodynamic ''stabilizers'' employing axially symmetric arrays of permanent magnet bars (''Halbach arrays'') on the rotating system, interacting with specially wound electrically shorted stator circuits, and, (3) eddy-current-type vibration dampers, employing axially symmetric rotating pole assemblies interacting with stationary metallic discs. The theory of the Livermore passive magnetic bearing concept describes specific quantitative stability criteria. The satisfaction of these criteria will insure that, when rotating above a low critical speed, a bearing system made up of the three elements described above will be dynamically stable. That is, it will not only be stable for small displacements from equilibrium (''Earnshaw-stable''), but will also be stable against whirl-type instabilities of the types that can arise from displacement-dependent drag …

An analysis of tank and pump pit flammable gas data in support of saltwater pumping safety basis simplification

Hanford Site high-level waste tanks are interim stabilized by pumping supernatant and interstitial waste liquids to double-shell tanks (DSTs) through a saltwell pump (SWP). The motor to this SWP is located atop the tank, inside a pump pit. A pumping line extends down from the pump motor into the well area, located in the salt/sludge solids in the tank below. Pumping of these wastes is complicated by the fact that some of the wastes generate and retain potentially hazardous amounts of hydrogen, nitrous oxide, and ammonia. Monitoring of flammable gas concentrations during saltwell pumping activities has shown that one effect of pumping is acceleration in the release of accumulated hydrogen. A second effect is that of a temporarily increased hydrogen concentration in both the dome space and pump pit. There is a safety concern that the hydrogen concentration during saltwell pumping activities might approach the lower flammability limit (LFL) in either the tank dome space or the pump pit. The current Final Safety Analysis Report (FSAR) (CHG 2000) for saltwell pumping requires continuous flammable gas monitoring in both the pump pit and the tank vapor space during saltwell pumping.
