A letter report issued by the General Accounting Office with an abstract that begins "The cleanup of contaminated Department of Defense (DOD) sites could cost billions of dollars. Private contractors or lessees that may have contributed to such contamination may also be responsible for cleanup costs. DOD and other responsible parties either agree to a cost sharing arrangement with the responsible parties conducting the cleanup or DOD conducts the cleanup and attempts to recover the other parties' share after the cleanup. On the basis of a GAO study, DOD issued guidance requiring its components to identify, investigate, and pursue cost recoveries and to report on them in the Defense Environmental Restoration Program Annual Report to Congress. The data on cost recoveries from non-Defense parties included in the Department's report for fiscal year 1999 were inaccurate, inconsistent, and incomplete. As a result, neither Congress nor DOD can determine the extent of progress made in recovering costs or the extent to which cost recoveries may offset cleanup costs. Data on cost recoveries included throughout the annual report were also missing from the appendix. Thus, DOD may not know whether all potential cost recoveries have been actively pursued and reported."

A letter report issued by the General Accounting Office with an abstract that begins "GAO's recent performance and accountability series report on the Small Business Administration (SBA) described major management challenges and program risks to efficient delivery of services. However, that report did not discuss how well SBA's organization was aligned to achieve its mission. GAO found that SBA's current structure contributes to the challenges SBA faces in delivering services to the small business community. In particular, ineffective lines of communication; confusion over the mission of district offices; complicated, overlapping organizational relationships; and a field structure not consistently matched with mission requirements combine to impede the effective deliver of services. Restructuring efforts by other federal agencies may prove instructive in addressing the problems with SBA's current structure. Efforts at other agencies also demonstrate the need for buy-in from both internal and external stakeholders and the importance of agency efforts to consider the human impact of restructuring activities, including the closure of field offices."

Reported herein are results from the Eril Research, Inc.(ERI) participationin the NASA Johnson Space Center sponsored studycharacterizing the radiation shielding properties of the two types ofspace suit that astronauts are wearing during the EVA on-orbit assemblyof the International Space Station (ISS). Measurements using passivedetectors were carried out to assess the shielding properties of the USEMU Suit and the Russian Orlan-M suit during irradiations of the suitsand a tissue equivalent phantom to monoenergetic proton and electronbeams at the Loma Linda University Medical Center (LLUMC). Duringirradiations of 6 MeV electrons and 60 MeV protons, absorbed dose as afunction of depth was measured using TLDs exposed behind swatches of thetwo suit materials and inside the two EVA helmets. Considerable reductionin electron dosewas measured behind all suit materials in exposures to 6MeV electrons. Slowing of the proton beam in the suit materials led to anincrease in dose measured in exposures to 60 MeV protons. During 232 MeVproton irradiations, measurements were made with TLDs and CR-39 PNTDs atfive organ locations inside a tissue equivalent phantom, exposed bothwith and without the two EVA suits. A letter report issued by the General Accounting Office with an abstract that begins "Congress created the Historically Underutilized Business Zone (HUBZone) program to stimulate economic development and create jobs in distressed urban and rural areas. To achieve these goals, the HUBZone program provides small businesses with greater access to federal contracting opportunities. Reported HUBZone program achievements for fiscal year 2000 were inaccurate because of data entry errors and insufficient guidance on how to report agency data. Federal agencies are having difficulty implementing the HUBZone program. The primary reasons that federal contracting personnel gave for not using the HUBZone program to award contracts were (1) the small number of Small Business Administration (SBA) certified HUBZone firms, (2) difficulty identifying certified firms with the capabilities needed by federal agencies, (3) SBA's guidance that emphasizes the 8(a) program over the HUBZone program, and (4) easier and quicker procedures to award contracts under the 8(a) program."

There are a number of exothermic chemical reactions which might benefit from the temperature control and freedom from catalyst fouling provided by the ebullated bed reactor technology. A particularly promising area is production of oxygenated chemicals, such as alcohols and ethers, from synthesis gas, which can be economically produced from coal or biomass. The ebullated bed operation requires that the small-diameter ({approx}1/32 inch) catalyst particles have enough mechanical strength to avoid loss by attrition. However, all of the State Of The Art (SOTA) catalysts and advanced catalysts for the purpose are low in mechanical strength. The patented carbon-coated catalyst technology developed in our laboratory converts catalyst particles with low mechanical strength to strong catalysts suitable for ebullated bed application. This R&D program is concerned with the modification on the mechanical strength of the SOTA and advanced catalysts so that the ebullated bed technology can be utilized to produce valuable oxygenated chemicals from syngas/CO{sub 2} efficiently and economically. The objective of this R&D program is to study the technical and economic feasibility of selective production of high-value oxygenated chemicals from synthesis gas and CO{sub 2} mixed feed in an ebullated bed reactor using carbon-coated catalyst particles.

We present an initial feasibility summary of a femtosecond synchrotron radiation x-ray source based on a flat-beam rf gun and a recirculating superconducting linac that provides beam to an array of undulators and bend magnets. Optical pulse durations of < 100 fs are obtained by a combination of electron pulse compression, transverse temporal correlation of the electrons, and x-ray pulse compression. After an introduction and initial scientific motivation, we cover the following aspects of the design: layout and lattice, ultra-fast x-ray pulse production, flat electron-beam production, the rf gun, rf systems, cryogenic systems, collective effects, photon production, and synchronization of x-ray and laser pulses. We conclude with a summary of issues and areas of development that remain to be addressed.

Progress on the East Binger Unit (EBU) project has slowed as difficulties have been encountered with obtaining satisfactory production from well EBU 37G-3H, the new horizontal well. Remedial operations have been conducted and stimulation operations were about to get under way at the end of the reporting period. International Reservoir Technologies, Inc. has made additional progress on the pilot area simulation model, reaching a point with the history match that we are awaiting more definitive production data from the horizontal well. Planning future development of the EBU hinges on evaluating the results of well EBU 37G-3H. Performance of this well must be understood in order to evaluate development scenarios involving horizontal wells and compare them with development scenarios involving vertical wells.
