A 15-T Pulsed Solenoid for a High-Power Target Experiment
The MERIT experiment, to be run at CERN in 2007, is a proof-of-principle test for a target system that converts a 4-MW proton beam into a high-intensity muon beam for either a neutrino factory complex or a muon collider. The target system is based on a free mercury jet that intercepts an intense proton beam inside a 15-T solenoidal magnetic field. Here, we describe the design and initial performance of the 15-T, liquid-nitrogen-precooled, copper solenoid magnet.

300 Area D4 Project 2nd Quarter FY06 Building Completion Report
This report documents the deactivation, decontamination, decommissioning, and demolition of 16 buildings in the 300 Area of the Hanford Site. The D4 of these facilities included characterization, engineering, removal of hazardous and radiologically contaminated materials, equipment removal, utility disconnection, deactivation, decontamination, demolition of the structure, and stabilization or removal of the remaining slab and foundation as appropriate.

527 Organizations: How the Differences in Tax and Election Laws Permit Certain Organizations to Engage in Issue Advocacy without Public Disclosure and Proposals for Change
This report compares the tax and election laws relating to political organizations and political committees in an attempt to highlight the differences between them, and discusses some of the proposals in the 106th Congress to require additional reporting by organizations engaging in political activities. This report does not address the taxation of other tax-exempt organizations making political expenditures taxable under IRC § 527. The report will be updated as new proposals are reported.

2010 Census: Census Bureau Is Making Progress on the Local Update of Census Addresses Program, but Improvements Are Needed
Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Commerce's U.S. Census Bureau (Bureau) seeks updated information on the addresses and maps of housing units from state, local, and tribal governments through the Local Update of Census Addresses (LUCA) program. This testimony discusses (1) the status of the LUCA program, and (2) the Bureau's response to prior issues raised by GAO as well as new challenges related to the program. The testimony is based on a GAO report issued on June 14, 2007. GAO reviewed LUCA program documents, met with and surveyed participants in the LUCA Dress Rehearsal, and interviewed Bureau officials and local officials."

Acceleration of Polarized Protons in the AGS With Two Helical Partial Snakes.
Acceleration of polarized protons in the energy range of 5 to 25 GeV is particularly difficult: the depolarizing resonances are strong enough to cause significant depolarization but full Siberian snakes cause intolerably large orbit excursions and are not feasible in the AGS since straight sections are too short. Recently, two helical partial snakes with double pitch design have been built and installed in the AGS. With careful setup of optics at injection and along the ramp, this combination can eliminate the intrinsic and imperfection depolarizing resonances encountered during acceleration. This paper presents the accelerator setup and preliminary results.

Afghanistan: Politics, Government Formation and Performance
The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. This report discusses the current tumultuous political state of Afghanistan, focusing particularly on Afghan President Hamid Karzai and his struggle with the Taliban terrorist group. This report also discusses Afghanistan's relationship with the U.S. with regard to these struggles, and describes various U.S. efforts currently underway to help Afghanistan build a stable government and economy.

Age Strengthening of Gray Cast Iron Phase III
The primary objective of this research is to identify the age strengthening mechanism in gray and ductile cast iron, and to quantify the parameters that control it. It is also to contribute to a new predictive model for gray and ductile iron strength and hardness. This work shows that age strengthening occurs on a sigmoidal-logarithmic scale in gray and ductile cast irons, to a statistically significant extent. This is similar to Avrami-Johnson-Mehl kinetics for phase transformations in metals. It occurs in both cupola-melted iron and induction melted iron. However, it does not happen in all compositions. We have developed some understanding of the process. Data suggests that nitrogen and nitride-forming trace elements have a significant role in the process, but that is yet not fully characterized. Also, the time dependence of the bulk hardness and strength increase, the nano-scale precipitation evidence from neutron scattering, differential scanning calorimetry results and matrix micro-hardness increase in ferrite all indicate that age strengthening occurs by a precipitation or pre-precipitate cluster formation mechanism.

AGING AND SURVEILLANCE OF VITON GLT O-RINGS IN MODEL 9975 SHIPPING PACKAGES
Radioactive material packages (DOT Type B) such as the Model 9975 are used to transport Pu-bearing materials. The 9975 package provides double payload containment via nested stainless steel primary (PCV) and secondary (SCV) containment vessels. The containment vessels are closed by a conical plug sealed with dual O-rings (Figure 1) made of Parker Seals compound V0835-75, based on Viton{reg_sign} GLT fluoroelastomer. The outer O-ring is credited as being leaktight per ANSI N14.5 with a leak rate of <1E-07 ref cc/sec. The 9975 package is being used for interim storage in the K-Area Material Storage (KAMS) facility at the Savannah River Site. The aging performance of the O-rings is being studied to provide the storage facility a technical basis for service life prediction and safety analysis.

Agricultural Disaster Assistance
This report discusses several programs offered by the U.S. Department of Agriculture (USDA) to help farmers recover financially from natural disasters, including drought and floods. All the programs have permanent authorization, and only one requires a federal disaster designation (the emergency loan program). Most programs receive funding amounts that are "such sums as necessary" and are not subject to annual discretionary appropriations.

ALE3D Simulation of Heating and Violence in a Fast Cookoff Experiment with LX-10
We performed a computational and experimental analysis of fast cookoff of LX-10 (94.7% HMX, 5.3% Viton A) confined in a 2 kbar steel tube with reinforced end caps. A Scaled-Thermal-Explosion-eXperiment (STEX) was completed in which three radiant heaters were used to heat the vessel until ignition, resulting in a moderately violent explosion after 20.4 minutes. Thermocouple measurements showed tube temperatures as high as 340 C at ignition and LX-10 surface temperatures as high as 279 C, which is near the melting point of HMX. Three micro-power radar systems were used to measure mean fragment velocities of 840 m/s. Photonics Doppler Velocimeters (PDVs) showed a rapid acceleration of fragments over 80 {micro}s. A one-dimensional ALE3D cookoff model at the vessel midplane was used to simulate the heating, thermal expansion, LX-10 decomposition composition, and closing of the gap between the HE (High Explosive) and vessel wall. Although the ALE3D simulation terminated before ignition, the model provided a good representation of heat transfer through the case and across the dynamic gap to the explosive.
