Afghanistan: Politics, Government Formation and Performance

The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. This report discusses the current tumultuous political state of Afghanistan, focusing particularly on Afghan President Hamid Karzai and his struggle with the Taliban terrorist group. This report also discusses Afghanistan's relationship with the U.S. with regard to these struggles, and describes various U.S. efforts currently underway to help Afghanistan build a stable government and economy.

AGING AND SURVEILLANCE OF VITON GLT O-RINGS IN MODEL 9975 SHIPPING PACKAGES

Radioactive material packages (DOT Type B) such as the Model 9975 are used to transport Pu-bearing materials. The 9975 package provides double payload containment via nested stainless steel primary (PCV) and secondary (SCV) containment vessels. The containment vessels are closed by a conical plug sealed with dual O-rings (Figure 1) made of Parker Seals compound V0835-75, based on Viton{reg_sign} GLT fluoroelastomer. The outer O-ring is credited as being leaktight per ANSI N14.5 with a leak rate of <1E-07 ref cc/sec. The 9975 package is being used for interim storage in the K-Area Material Storage (KAMS) facility at the Savannah River Site. The aging performance of the O-rings is being studied to provide the storage facility a technical basis for service life prediction and safety analysis.

Analysis of High-Te Plasmas Heated by HHFW in NSTX

The implementation in TRANSP of a recent version of TORIC capable of calculating power deposition for HHFW conditions is used to analyze NSTX plasma under different operating conditions. The power deposition profile into the electrons is obtained for high-Te conditions - Te ≤ 5keV - obtained in He and D plasmas with ITB. HHFW heating of NBI-induced H-mode plasmas is discussed. At the RF onset the RF power is divided evenly between the electrons and the fast particles, but as the latter thermalize and the electron density increases, the HHFW power repartition shifts progressively toward the electrons. Power deposition profiles for the electrons and for the fast particles are shown.

An Assessment of the Commercial Availability of Carbon Dioxide Capture and Storage Technologies as of June 2009

Currently, there is considerable confusion within parts of the carbon dioxide capture and storage (CCS) technical and regulatory communities regarding the maturity and commercial readiness of the technologies needed to capture, transport, inject, monitor and verify the efficacy of carbon dioxide (CO2) storage in deep, geologic formations. The purpose of this technical report is to address this confusion by discussing the state of CCS technological readiness in terms of existing commercial deployments of CO2 capture systems, CO2 transportation pipelines, CO2 injection systems and measurement, monitoring and verification (MMV) systems for CO2 injected into deep geologic structures. To date, CO2 has been captured from both natural gas and coal fired commercial power generating facilities, gasification facilities and other industrial processes. Transportation via pipelines and injection of CO2 into the deep subsurface are well established commercial practices with more than 35 years of industrial experience. There are also a wide variety of MMV technologies that have been employed to understand the fate of CO2 injected into the deep subsurface. Correspondence issued by the Government Accountability Office with an abstract that begins "In 2005, Hurricane Katrina devastated the Gulf Coast, damaging critical infrastructure, such as oil platforms, pipelines, and refineries; water mains; electric power lines; and cellular phone towers. The infrastructure damage and resulting chaos disrupted government and business functions alike, producing cascading effects far beyond the physical location of the storm. Threats against critical infrastructure are not limited to natural disasters. For example, in 2005, suicide bombers struck London's public transportation system, disrupting the city's transportation and mobile telecommunications infrastructure. In March 2007, we reported that our nation's critical infrastructures and key resources (CIKR)--systems and assets, whether physical or virtual, so vital to the United States that their incapacity or destruction would have a debilitating impact on national security, national economic security, national public health or safety, or any combination of those matters--continue to be vulnerable to a wide variety of threats. According to DHS, because the private sector owns approximately 85 percent of the nation's CIKR--banking and financial institutions, telecommunications networks, and energy production and transmission facilities, among others--it is vital that the public and private sectors work together to protect these assets. Determining Lamprey Species Composition, Larval Distribution and Adult Abundance in the Deschutes River Subbasin, Oregon ; 2007 Annual Report.

We will report results of an ongoing project in the Deschutes River Subbasin to describe Pacific lamprey (Lampetra tridentata) life history. Project objectives were to determine adult lamprey escapement from Sherars Falls located at Rkm 70.4 and determine lamprey focal spawning areas, spawn timing and habitat through radio telemetry. A mark-recapture study and tribal creel was conducted to determine adult escapement. Lamprey were radio tagged and are currently being mobile, aerial and fixed site tracked to describe spawning. Adult lamprey were collected at Sherars Falls using a long-handled dip net from June-September 2007. The fate of lamprey collected at Sherars Falls was determined based on girth measurements. Fish measuring less than 10.5 cm received two markings for the mark-recapture estimation while those measuring 10.5 cm or greater were implanted with radio transmitters. Two-hundred and nine lamprey were marked during first event sampling, 2,501 lamprey inspected for marks and 64 recaptured during second event sampling. We estimate lamprey abundance to be 8,083 (6,352-10,279) with a relative precision of 19.8. Tribal harvest was 2,303 +/- 88. Escapement was estimated at 5,780 adult lamprey. District of Columbia Public Schools: Important Steps Taken to Continue Reform Efforts, But Enhanced Planning Could Improve Implementation and Sustainability

A letter report issued by the Government Accountability Office with an abstract that begins "In response to long-standing problems with student achievement and the management of the District of Columbia (D.C. or the District) public school system, the D.C. Council approved the Public Education Reform Amendment Act of 2007. This act made major changes to the governance of the D.C. public school system, giving the Mayor authority over public schools. This report follows a GAO testimony in March 2008 and focuses on the primary reform approaches the District has taken. This report examines the steps the District took to: (1) address student academic achievement; (2) strengthen the quality of teachers and principals; (3) develop long-term plans and involve stakeholders; and (4) improve accountability and performance of the D.C. public schools (DCPS) and the state superintendent's central offices. GAO reviewed documentation on District initiatives, and interviewed District education officials as well as representatives from the teachers' union, community organizations, and research institutions. GAO also conducted visits to four urban school districts with mayoral governance."

The Emergency Alert System (EAS) and All-Hazard Warnings

The Emergency Alert System (EAS) is built on a structure conceived in the 1950's when over-the-air broadcasting was the best-available technology for widely disseminating emergency alerts. The Department of Homeland Security (DHS), working with the Association of Public Television Stations, is implementing a program that will disseminate national alert messages over digital broadcast airwaves, using satellite and public TV broadcast towers. This program is referred to as the Integrated Public Alert and Warning System (IPAWS). Legislation was passed at the end of the 109th Congress to assure funding to public television stations to install digital equipment to handle national alerts. The 111th Congress may pursue additional oversight to related programs that would continue to improve the nation's capability to provide alerts and information before, during, and after an emergency.

In response, federal agencies like the Department of Homeland Security (DHS) and Federal Communications Commission (FCC) have increased efforts to enhance emergency communications. This requested report identifies (1) vulnerabilities, if any, to emergency communications systems; (2) federal assistance available or planned to first responders for addressing vulnerabilities or enhancing emergency communications; and (3) challenges, if any, with federal emergency communications efforts. Experimental computation with oscillatory integrals

A previous study by one of the present authors, together with D. Borwein and I. Leonard [8], studied the asymptotic behavior of the p-norm of the sinc function: sinc(x) = (sin x)/x and along the way looked at closed forms for integer values of p. In this study we address these integrals with the tools of experimental mathematics, namely by computing their numerical values to high precision, both as a challenge in itself, and also in an attempt to recognize the numerical values as closed-form constants. With this approach, we are able to reproduce several of the results of [8] and to find new results, both numeric and analytic, that go beyond the previous study.

One of the most effective techniques of experimental mathematics is to compute mathematical entities such as integrals, series or limits to high precision, then attempt to recognize the resulting numerical values. Recently these techniques have been applied with great success to problems in mathematical physics. Notable among these applications are the identification of some key multi-dimensional integrals that arise in Ising theory, quantum field theory and in magnetic spin theory.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) and other executive agencies increasingly deploy civilians in support of contingency operations in Iraq and Afghanistan. Prior GAO reports show that the use of deployed civilians has raised questions about the potential for differences in policies on compensation and medical benefits. GAO was asked to compare agency policies and to identify any issues in policy or implementation regarding (1) compensation, (2) medical benefits, and (3) identification and tracking of deployed civilians. GAO reviewed laws and agency policies; interviewed officials responsible for governmentwide guidance at the Office of Personnel Management (OPM) and for policy at six selected agencies, including DOD and State; reviewed all workers' compensation claims filed by deployed civilians from January 1, 2006 through April 30, 2008 at the Department of Labor; and conducted a generalizeable survey of civilians deployed from the six agencies during this same period."

INNOVATIVE APPROACHES TO COMPLYING WITH VERY LOW NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT LIMITS FOR METALS

The NPDES permit issued to the Savannah River Site (SRS) in 2003 contained very low metals limits for several outfalls. Copper, lead and zinc limits were as low as seven micrograms per liter (7 ug/l), 1 ug/l, and 100 ug/l, respectively. The permit contained compliance schedules that provided SRS with only three to five years to select and implement projects that would enable outfall compliance. Discharges from a few outfalls were eliminated or routed into other locations relatively inexpensively. However, some outfall problems were much more difficult to correct. SRS personnel implemented several innovative projects in order to meet compliance schedule deadlines as inexpensively as possible. These innovations included (1) connecting several outfall discharges to the site's Central Sanitary Wastewater Treatment Facility (CSWTF), (2) constructing a treatment wetlands and completing a water-effects ratio (WER) on its effluent, (3) installing a stannous chloride feed system to remove mercury in an existing air stripper, and (4) constructing a humic acid feed system to increase effluent dissolved organic carbon (DOC) content and take advantage of biotic ligand modeling to raise effluent limits.

The overarching goal of project 1994-049-00 is to recover a productive, healthy and biologically diverse Kootenai River ecosystem, with emphasis on native fish species rehabilitation. It is especially designed to aid the recovery of important fish stocks, i.e. white sturgeon, burbot, bull trout, kokanee and several other salmonids important to the Kootenai Tribe of Idaho and regional sport-fisheries. The objectives of the project have been to address factors limiting key fish species within an ecosystem perspective. Major objectives include: establishment of a comprehensive and thorough biomonitoring program, investigate ecosystem--level in-river productivity, test the feasibility of a large-scale Kootenai River nutrient addition experiment (completed), to evaluate and rehabilitate key Kootenai River tributaries important to the health of the lower Kootenai River ecosystem, to provide funding for Canadian implementation of nutrient addition and monitoring in the Kootenai River ecosystem (Kootenay Lake) due to lost system productivity created by construction and operation of Libby Dam, mitigate the cost of monitoring nutrient additions in Arrow Lakes due to lost system productivity created by the Libby-Arrow water swap, provide written summaries of all research and activities of the project, and, hold a yearly workshop to convene with other agencies and institutions to discuss management, research, …

The Linearly Scaling 3D Fragment Method for Large Scale Electronic Structure Calculations

The Linearly Scaling three-dimensional fragment (LS3DF) method is an O(N) ab initio electronic structure method for large-scale nano material simulations. It is a divide-and-conquer approach with a novel patching scheme that effectively cancels out the artificial boundary effects, which exist in all divide-and-conquer schemes. This method has made ab initio simulations of thousand-atom nanosystems feasible in a couple of hours, while retaining essentially the same accuracy as the direct calculation methods. The LS3DF method won the 2008 ACM Gordon Bell Prize for algorithm innovation. Our code has reached 442 Tflop/s running on 147,456 processors on the Cray XT5 (Jaguar) at OLCF, and has been run on 163,840 processors on the Blue Gene/P (Intrepid) at ALCF, and has been applied to a system containing 36,000 atoms. In this paper, we will present the recent parallel performance results of this code, and will apply the method to asymmetric CdSe/CdS core/shell nanorods, which have potential applications in electronic devices and solar cells.

Modeling the Office of Science Ten Year Facilities Plan: The PERI Architecture Tiger Team

The Performance Engineering Institute (PERI) originally proposed a tiger team activity as a mechanism to target significant effort optimizing key Office of Science applications, a model that was successfully realized with the assistance of two JOULE metric teams. However, the Office of Science requested a new focus beginning in 2008: assistance in forming its ten year facilities plan. To meet this request, PERI formed the Architecture Tiger Team, which is modeling the performance of key science applications on future architectures, with S3D, FLASH and GTC chosen as the first application targets. In this activity, we have measured the performance of these applications on current systems in order to understand their baseline performance and to ensure that our modeling activity focuses on the right versions and inputs of the applications. We have applied a variety of modeling techniques to anticipate the performance of these applications on a range of anticipated systems. While our initial findings predict that Office of Science applications will continue to perform well on future machines from major hardware vendors, we have also encountered several areas in which we must extend our modeling techniques in order to fulfill our mission accurately and completely. Recent Improvements in Fast Wave Heating in NSTX

Recent improvements in high-harmonic fast wave (HHFW) core heating in NSTX are attributed to using lithium conditioning, and other wall conditioning techniques, to move the onset density for perpendicular fast wave propagation further from the antenna. This has resulted in the first observation of HHFW core electron heating in deuterium plasma at a launched toroidal wavenumber, kφ = -3 m-1, NSTX record core electron temperatures of 5 keV in helium and deuterium discharges and, for the first time, significant HHFW core electron heating of deuterium neutral-beam-fuelled H-mode plasmas. Also, kφ = -8 m-1 heating of the plasma startup and plasma current ramp-up has resulted in significant core electron heating, even at central electron densities as low as ~ 4x1018 m-3.
