Millennium Challenge Corporation
In a speech on March 14, 2002, President Bush outlined a proposal for a major new U.S. foreign aid initiative. The Millennium Challenge Corporation (MCC) provides assistance through a competitive selection process to developing nations that are pursuing political and economic reforms in three areas: ruling justly, investing in people, and fostering economic freedom. This report describes the MCC and how it differs from other past and current U.S. aid practices.

The Emergency Alert System (EAS) and All-Hazard Warnings
The Emergency Alert System (EAS) is built on a structure conceived in the 1950's when over-the-air broadcasting was the best-available technology for widely disseminating emergency alerts. The Department of Homeland Security (DHS), working with the Association of Public Television Stations, is implementing a program that will disseminate national alert messages over digital broadcast airwaves, using satellite and public TV broadcast towers. This program is referred to as the Integrated Public Alert and Warning System (IPAWS). Legislation was passed at the end of the 109th Congress to assure funding to public television stations to install digital equipment to handle national alerts. The 111th Congress may pursue additional oversight to related programs that would continue to improve the nation's capability to provide alerts and information before, during, and after an emergency.

Veterans and Homelessness
The current conflicts in Iraq and Afghanistan have brought renewed attention to the needs of veterans, including the needs of homeless veterans. As the number of veterans increases due to the current wars, there is concern that the number of homeless veterans could rise commensurately. The current economic downturn also has raised concerns that homelessness could increase among all groups, including veterans. Several issues regarding veterans and homelessness have become prominent, in part because of the current conflicts, which this report discusses in detail.

Afghanistan: Politics, Government Formation and Performance
The Afghan central government's limited writ and widespread official corruption are helping sustain a Taliban insurgency, and have fed pessimism about the Afghanistan stabilization effort. This report discusses the current tumultuous political state of Afghanistan, focusing particularly on Afghan President Hamid Karzai and his struggle with the Taliban terrorist group. This report also discusses Afghanistan's relationship with the U.S. with regard to these struggles, and describes various U.S. efforts currently underway to help Afghanistan build a stable government and economy.

Moldova: Basic Facts
Moldova was incorporated into the Soviet Union June 1940, and regained its independence on August 27, 1991. Shortly thereafter, Moldova faced challenges from Turkic-speaking Gagauz and ethnic Russians, both residing in Moldova's Dniestr valley, who proclaimed separatist "republics." Other challenges facing Moldovans include pursuing economic reform and choosing between potential reunification with their ethnic cohorts in Romania and forging an independent identity.

Low Income Home Energy Assistance Program (LIHEAP): Estimated Allocations
This report discusses the Low Income Home Energy Assistance Program (LIHEAP). This report contains two tables that show estimated LIHEAP allocations to the states. Table 1 shows state allocations at various levels: (1) the amount appropriated for FY2006, (2) the amount appropriated for FY2007, (3) the amount appropriated in FY2008, and (4) estimated state allocations based on the amount requested by the President for FY2009. The Global Fund to Fight AIDS, Tuberculosis, and Malaria: Background and Current Issues
The Global Fund to Fight AIDS, Tuberculosis, and Malaria, headquartered in Geneva, Switzerland, is a public-private partnership intended to attract and rapidly disburse new resources in developing countries for the struggle against infectious disease. Approximately $4.6 billion has been pledged to the Fund, while about $1.5 billion has been received or was in process as of June 13, 2004. A May 2003 report by the U.S. General Accounting Office (GAO) praised the Global Fund for "noteworthy progress in establishing essential governance and other supporting structures" but noted that the Fund's ability to finance additional grants was threatened by a lack of resources.

Since 1992, the United States has provided more than $28 billion in assistance to the 12 states of the former Soviet Union (FSU). It continues to provide nearly $2 billion annually. This report describes the broad framework of U.S. assistance programs and policies in the region and then focuses on the FREEDOM Support Act (FSA) account under the foreign operations budget which, encompassing all U.S. objectives in the region, has often been the means by which Congress has expressed its views and sought to influence policy.
