Farm Commodity Payment Limits: Comparison of Proposals
This report discusses U.S. policy regard farm commodities. Greater public awareness of the size of commodity program payments reaching a comparatively small number of very large farms has focused the attention of Congress on payment limits. Limits on commodity program payments have been imposed since 1970. As part of the emergency economic assistance packages enacted each of the past three years, the payment limits have been doubled. In addition, a mechanism has been developed that allows farms to circumvent the limit on loan deficiency payments, namely commodity certificates

Forest Service Receipt-Sharing Payments: Proposals for Change
In lieu of property taxes, the Forest Service generally shares 25% of receipts from the sale, lease, rental, or other use of the national forests to the states for use on roads and schools in the counties where the national forests are located. This report discusses concerns about the equity and stability of Forest Service receipt-sharing payments, especially with the decline in timber sales over the past decade, and about the incentives of the current system.

Cybercrime: The Council of Europe Convention
Forty-three countries, including the United States, have signed the Council of Europe’s Convention on Cybercrime of November 2001. The U.S. Senate ratified the Convention on August 3, 2006. The Convention seeks to better combat cybercrime by harmonizing national laws, improving investigative abilities, and boosting international cooperation. Supporters argue that the Convention will enhance deterrence, while critics counter it will have little effect without participation by countries in which cybercriminals operate freely. Others warn it will endanger privacy and civil liberties.

Automobile and Light Truck Fuel Economy: Is CAFE Up to Standards?
One of the least controversial provisions of the Energy Policy and Conservation Act of 1975 (P.L. 94-163) established corporate average fuel economy (CAFE) standards for new passenger cars. This report presents a brief background and analysis regarding the price of crude oil that brought into sharp focus the fuel inefficiency of U.S. automobiles. The report also discusses the previous issues and the most recent developments regarding CAFE.

AIDS in Africa
Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 26.6 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than two-thirds of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

Education of Limited English Proficient and Recent Immigrant Students: Provisions in the No Child Left Behind Act of 2001
The Language Acquisition State Grant Program under Title III of the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the No Child Left Behind Act (NCLBA) contains provisions intended to address the specific educational needs of limited English proficient (LEP) students and students who have recently immigrated to the United States.1 Title III represents a major overhaul of federal programs for LEP students formerly provided under ESEA, Title VII, Parts A and C.

Syria, governed by President Hafiz al-Asad from 1970 until his death in June 2000, is a prominent player in the Middle East scene. Within the region, a number of border disputes, problems of resource allocation, and political rivalries have caused frequent tensions between Syria and its neighbors. In particular, the Syrian Golan Heights territory, which Israel has occupied since 1967, has been one of the most intractable issues in the Arab-Israeli dispute.

The Iran-Libya Sanctions Act (ILSA)
No firms have been sanctioned under the Iran-Libya Sanctions Act (ILSA), and it has terminated with respect to Libya. In August 2001, the Iran-Libya Sanctions Act (ILSA, P.L. 104-172) was renewed for another five years (P.L. 107-24). No firms have been sanctioned under ILSA, and ILSA has terminated with respect to Libya. In the 109th Congress, H.R. 282 and S. 333 contain provisions that would modify ILSA. This report discusses various issues including the background and passages of the ILSA and its effectiveness.
