White paper report on using nuclear reactors to search for a value of theta13

There has been superb progress in understanding the neutrino sector of elementary particle physics in the past few years. It is now widely recognized that the possibility exists for a rich program of measuring CP violation and matter effects in future accelerator {nu} experiments, which has led to intense efforts to consider new programs at neutrino superbeams, off-axis detectors, neutrino factories and beta beams. However, the possibility of measuring CP violation can be fulfilled only if the value of the neutrino mixing parameter {theta}{sub 13} is such that sin{sup 2} (2{theta}{sub 13}) greater than or equal to on the order of 0.01. The authors of this white paper are an International Working Group of physicists who believe that a timely new experiment at a nuclear reactor sensitive to the neutrino mixing parameter {theta}{sub 13} in this range has a great opportunity for an exciting discovery, a non-zero value to {theta}{sub 13}. This would be a compelling next step of this program. We are studying possible new reactor experiments at a variety of sites around the world, and we have collaborated to prepare this document to advocate this idea and describe some of the issues that are involved.

Technical Letter Report - Analysis of Ultrasonic Data on Piping Cracks at Ignalina Nuclear Power Plant Before and After Applying a Mechanical Stress Improvement Process, JCN-N6319, Task 2

Pacific Northwest National Laboratory (PNNL) is assisting the United States Nuclear Regulatory Commission (NRC) in developing a position on the management of primary water stress corrosion cracking (PWSCC) in piping systems previously analyzed for leak-before-break (LBB). Part of this work involves determining whether inspections alone are sufficient or if inspections plus mitigation techniques are needed. The work described in this report addresses the reliability of ultrasonic phased-array (PA) examinations for inspection of cracks that have been subjected to the mitigation method of mechanical stress improvement process (MSIP). It is believed that stresses imparted during MSIP may make ultrasonic crack responses in piping welds more difficult to detect and accurately characterize. To explore this issue, data were acquired, both before and after applying MSIP, and analyzed from cracked areas in piping at the Ignalina Nuclear Power Plant (INPP) in Lithuania. This work was performed under NRC Project JCN-N6319, PWSCC in Leak-Before-Break Systems.

Reactive Membrane Barriers for Containment of Subsurface Contamination

The overall goal of this project was to develop reactive membrane barriers--a new and flexible technique to contain and stabilize subsurface contaminants. Polymer membranes will leak once a contaminant is able to diffuse through the membrane. By incorporating a reactive material in the polymer, however, the contaminant is degraded or immobilized within the membrane. These processes increase the time for contaminants to breakthrough the barrier (i.e. the lag time) and can dramatically extend barrier lifetimes. In this work, reactive barrier membranes containing zero-valent iron (Fe{sup 0}) or crystalline silicotitanate (CST) were developed to prevent the migration of chlorinated solvents and cesium-137, respectively. These studies were complemented by the development of models quantifying the leakage/kill time of reactive membranes and describing the behavior of products produced via the reactions within the membranes. First, poly(vinyl alcohol) (PVA) membranes containing Fe{sup 0} and CST were prepared and tested. Although PVA is not useful in practical applications, it allows experiments to be performed rapidly and the results to be compared to theory. For copper ions (Cu{sup 2+}) and carbon tetrachloride, the barrier was effective, increasing the time to breakthrough over 300 times. LANDFILL OPERATION FOR CARBON SEQUESTRATION AND MAXIMUM METHANE EMISSION CONTROL

Controlled landfilling is an approach to manage solid waste landfills, so as to rapidly complete methane generation, while maximizing gas capture and minimizing the usual emissions of methane to the atmosphere. With controlled landfilling, methane generation is accelerated to more rapid and earlier completion to full potential by improving conditions (principally moisture, but also temperature) to optimize biological processes occurring within the landfill. Gas is contained through use of surface membrane cover. Gas is captured via porous layers, under the cover, operated at slight vacuum. A field demonstration project has been ongoing under NETL sponsorship for the past several years near Davis, CA. Results have been extremely encouraging. Two major benefits of the technology are reduction of landfill methane emissions to minuscule levels, and the recovery of greater amounts of landfill methane energy in much shorter times, more predictably, than with conventional landfill practice. With the large amount of US landfill methane generated, and greenhouse potency of methane, better landfill methane control can play a substantial role both in reduction of US greenhouse gas emissions and in US renewable energy. TANK 40 FINAL SB5 CHEMICAL CHARACTERIZATION RESULTS PRIOR TO NP ADDITION

A sample of Sludge Batch 5 (SB5) was pulled from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). This sample was also analyzed for chemical composition including noble metals. Prior to radionuclide inventory analyses, a final sample of the H-canyon Np stream will be added to bound the Np addition anticipated for Tank 40. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to DWPF as SB5. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB5 sample was transferred from the shipping container into a 4-L high density polyethylene vessel and solids allowed to settle overnight. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 239 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon{reg_sign} vessels and four in Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. Environmental Compliance and Protection Program Description Oak Ridge, Tennessee

The objective of the Environmental Compliance and Protection (EC and P) Program Description (PD) is to establish minimum environmental compliance requirements and natural resources protection goals for the Bechtel Jacobs Company LLC (BJC) Oak Ridge Environmental Management Cleanup Contract (EMCC) Contract Number DE-AC05-98OR22700-M198. This PD establishes the work practices necessary to ensure protection of the environment during the performance of EMCC work activities on the US Department of Energy's (DOE's) Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee, by BJC employees and subcontractor personnel. Both BJC and subcontractor personnel are required to implement this PD. A majority of the decontamination and demolition (D and D) activities and media (e.g., soil and groundwater) remediation response actions at DOE sites on the ORR are conducted under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). CERCLA activities are governed by individual CERCLA decision documents (e.g., Record of Decision [ROD] or Action Memorandum) and according to requirements stated in the Federal Facility Agreement for the Oak Ridge Reservation (DOE 1992). Applicable or relevant and appropriate requirements (ARARs) for the selected remedy are the requirements for environmental remediation responses (e.g., removal actions and remedial actions) conducted under CERCLA.

We have begun building the ''Mercury'' laser system as the first in a series of new generation diode-pumped solid-state lasers for target physics research. Mercury will integrate three key technologies: diodes, crystals, and gas cooling, within a unique laser architecture that is scalable to kilojoule and megajoule energy levels for fusion energy applications. The primary near-term performance goals include 10% electrical efficiencies at 10 Hz and 100 J with a 2-10 ns pulse length at 1.047 {micro}m wavelength. Currently, this review concentrates on the critical development and production of Yb:S-FAP crystals. After solving many defect issues that can be present in the crystals, reproducibility is the final issue that needs to be resolved. We have enlisted the help of national experts and have strongly integrated two capable commercial crystal growth companies (Litton-Airton/Synoptics and Scientific Materials) into the effort, and have solicited the advice of Robert Morris (retired from Allied Signal), a recognized international expert in high temperature oxide growth.

Speckle Reduction for LIDAR Using Optical Phase Conjugation

Remote detection of chemicals using LIDAR (Light Detection and Ranging) utilizing DIAL (Differential Absorption LIDAR) is now a standard detection technique for both military and civilian activities. We have developed a novel nonlinear optical phase conjugation system that can reduce the effects of speckle noise and atmospheric turbulence on DIAL remote detection systems. We have shown numerically and experimentally that it is possible to increase the signal-to-noise (S/N) ratio for LIDAR systems under certain conditions using optical phase conjugation. This increase in S/N can result in more accurate detection of chemical effluents while simultaneously reducing the time necessary to acquire this information.

Controls of Fluid Chemistry on Fracture Growth

During this two year project (the original proposal requested 3 years funding) we developed and tested a new design for a mini-bending jig for the hydrothermal atomic force microscope (HAFM) and a modified design for the HAFM itself. These new capabilities now permit study of the connection between stress and mineral dissolution and growth, as well as sub-critical crack growth (SCG). We demonstrated the successful design by imaging SCG of glass in situ, in real time in the HAFM, as a function of changing solution pH. We generated a movie of the SCG process. We successfully accomplished our project objectives through year 2.

Creating the Core Conditions of Extra-solar and Solar Giant Planets

Materials can be experimentally characterized at high pressures and densities by sending a laser-induced shock wave through a sample that is pre-compressed inside a diamond-anvil cell. This combination of static- and dynamic-compression methods has been experimentally demonstrated, and ultimately provides access to the 10-100 TPa (0.1-1 Gbar) pressure range that is relevant to planetary science. We report on dynamical measurements of the high pressure compressibility of helium, hydrogen and helium/hydrogen mixtures up to 230 GPa by combining laser shocks and static compression in diamond anvil cells. The initial density of samples in these precompressed targets has been varied by a factor of 3. The measurements on the principal He Hugoniot, i.e with the initial density of cryo-helium, is extended above 100 GPa and a maximum of compression ratio of greater than 5-fold of the initial density is observed. Also, a strong decrease in compressibility is observed by increasing the initial density. A similar data set has been produced for precompressed H{sub 2} and a mixture of He and H{sub 2}.

The Large Synoptic Survey Telescope and Foundations for Data Exploitation of Petabyte Data Sets

The next generation of imaging surveys in astronomy, such as the Large Synoptic Survey Telescope (LSST), will require multigigapixel cameras that can process enormous amounts of data read out every few seconds. This huge increase in data throughput (compared to megapixel cameras and minute- to hour-long integrations of today's instruments) calls for a new paradigm for extracting the knowledge content. We have developed foundations for this new approach. In this project, we have studied the necessary processes for extracting information from large time-domain databases systematics. In the process, we have produced significant scientific breakthroughs by developing new methods to probe both the elusive time and spatial variations in astrophysics data sets from the SuperMACHO (Massive Compact Halo Objects) survey, the Lowell Observatory Near-Earth Object Search (LONEOS), and the Taiwanese American Occultation Survey (TAOS). This project continues to contribute to the development of the scientific foundations for future wide-field, time-domain surveys. Our algorithm and pipeline development has provided the building blocks for the development of the LSST science software system. Our database design and performance measures have helped to size and constrain LSST database design. This report covers research progress in the Solid State Division from April 1, 1997, through September 30, 1999. During this period, the division conducted a broad, interdisciplinary materials research program in support of Department of Energy science and technology missions. The report includes brief summaries of research activities in condensed matter theory, neutron scattering, synthesis and characterization of materials, ion beam and laser processing, and the structure of solids and surfaces. An addendum includes listings of division publications and professional activities. Over the past two years, a number of important infrastructure improvements that will provide significant new research opportunities and unique capabilities for the division in neutron scattering and synchrotron x-ray research, electron microscopy, nanostructure fabrication, and theory have been pursued. A major upgrade of neutron scattering capabilities at the High Flux Isotope Reactor (HFIR), including a high-performance cold source, new beam lines and guides, and new and upgraded instrumentation, is under way. These upgrades, together with the proposed Spallation Neutron Source at ORNL, will provide the nation with unsurpassed capabilities worldwide in neutron scattering. Development of Nuclear Magnetic Resonance Pulse Sequences and Probes to Study Biomacromolecules

The determination of the three dimensional structures at high resolution of biomolecules, such as proteins and nucleic acids, enables us to understand their function at the molecular level. At the present time, there are only two methods available for determining such structures, nuclear magnetic resonance (NMR) spectroscopy and X-ray diffraction. Compared to well-established X-ray diffraction techniques, NMR methodology is relatively new and has many areas in which improvement can still be attained. In this project, we focused on the development of new NMR probes and pulse sequences that were tailored to tackle specific problems that are not adequately addressed by current technology. Probes are the hardware that contain the radio frequency (RF) circuitry used to both excite and detect the NMR signals. Pulse sequences are composed of a series of RF pulses and delays, which are applied to the sample held within the magnetic field by the probe, so as to manipulate the nuclear spins. Typically, a probe is developed for a specific set of nuclei and types of experiments and the pulse sequences are then written to use the probe in an optimal manner. An intense charged-particle beam with directed kinetic energy ({lambda}{sub b}-1)m{sub b}c{sup 2} propagates in the z-direction through an applied focusing field with transverse focusing force modeled by F{sub foc} = -{lambda}{sub b}m{sub b}{omega}{sub beta}{sup 2} {perpendicular} x {perpendicular} in the smooth focusing approximation. This paper examines properties of the axisymmetric, truncated thermal equilibrium distribution F(sub)b(r,p perpendicular) = A exp (-H Perpendicular/T perpendicular (sub)b) = (H perpendicular-E(sub)b), where A, T perpendicular (sub)b, and E (sub)b are positive constants, and H perpendicular is the Hamiltonian for transverse particle motion. The Vlasov-Maxwell equations are used to investigate the nonlinear evolution of an intense sheet beam with distribution function f{sub b}(x,x{prime},s) propagating through a periodic focusing lattice k{sub x}(s+S) = k{sub x}(s), where S = const is the lattice period. The analysis considers the special class of distribution functions with uniform phase-space density f{sub b}(x,x{prime},s) = A = const inside of the simply connected boundary curves, x{prime}{sub +}(x,s) and x{prime}{sub -}(x,s), in the two-dimensional phase space (x,x{prime}). Coupled nonlinear equations are derived describing the self-consistent evolution of the boundary curves, x{prime}{sub +}(x,s) and x{prime}{sub -}(x,s), and the self-field potential {psi}(x,s) = e{sub b}{phi}(x,s)/{gamma}{sub b}m{sub b}{beta}{sub g}{sup 2}c{sup 2}.
