Viscosities of water, nitrogen and carbon dioxide have been measured at elevated pressures and temperatures in the diamond-anvil cell. A strong correlation between viscosity and entropy has been confirmed.

Experimental computation with oscillatory integrals

A previous study by one of the present authors, together with D. Borwein and I. Leonard [8], studied the asymptotic behavior of the p-norm of the sinc function: sinc(x) = (sin x)/x and along the way looked at closed forms for integer values of p. In this study we address these integrals with the tools of experimental mathematics, namely by computing their numerical values to high precision, both as a challenge in itself, and also in an attempt to recognize the numerical values as closed-form constants. With this approach, we are able to reproduce several of the results of [8] and to find new results, both numeric and analytic, that go beyond the previous study.

One of the most effective techniques of experimental mathematics is to compute mathematical entities such as integrals, series or limits to high precision, then attempt to recognize the resulting numerical values. Recently these techniques have been applied with great success to problems in mathematical physics. Notable among these applications are the identification of some key multi-dimensional integrals that arise in Ising theory, quantum field theory and in magnetic spin theory.

Studies of Dynamic Properties of Shock Compressed Solids by In-Situ Transient X-Ray Diffraction

In the transient diffraction NLYF proposal we set forward a program of work to investigate the response of crystals to shock compression in regions of strain rates previously unexplored, in a coordinated experimental, computational, and analytical program. Time resolved x-ray diffraction was used to directly determine the lattice parameters of crystals during shock loading previously on the Nova and Trident laser facilities. Under this proposal we extended this work to exploit the multi-beam direct drive capability of the Omega laser facility to allow more extensive diagnostic access for measuring the lattice parameters both parallel and perpendicular to the shock front. Under the NLUF Program in FY 99, we transitioned the dynamic diffraction experiments to the OMEGA facility. We developed a direct drive target configuration that uses a single beam to direct irradiate the surface of a thin crystal and 4 beams to irradiate a separate metal backlighter foil. Experiments were done with single crystal Si to demonstrate that the target design worked and that simultaneous measurements of compression both parallel and perpendicular to the shock propagation direction could be performed. Stability of the Caustic-Side Solvent Extraction (CSSX) Process Solvent: Effect of High Nitrite on Solvent Nitration

The purpose of this investigation was to determine whether nitrated organic compounds could be formed during operation of the Caustic-Side Solvent Extraction (CSSX) process, and whether such compounds would present a safety concern. The CSSX process was developed to remove cesium from alkaline high-level salt waste stored at the US Department of Energy Savannah River Site (SRS). The solvent is composed of the cesium extractant calix[4]arene-bis-(4-tert-octylbenzo-crown-6) (BOBCalixC6), a fluorinated alcohol phase modifier, tri-n-octylamine (TOA), and an isoparaffinic diluent (Iospar{reg_sign}). During the CSSX process, the solvent is expected to be exposed to high concentrations of nitrate and nitrite dissolved in the alkaline waste feed. The solvent will also be exposed to dilute (50 mM) nitric acid solutions containing low concentrations of nitrite during scrubbing, followed by stripping with 1 mM nitric acid. The solvent is expected to last for one year of plant operation, and the temperatures the solvent may experience during the process could range from as low as 15 C to as high as 35 C. Excursions from standard process conditions could result in the solvent experiencing higher temperatures, as well as concentrations of nitrate, nitrite, and most importantly nitric acid, that exceed normal operating conditions. Argonne National Laboratory is providing support to the U.S. Department of Energy in the Global Nuclear Energy Partnership (GNEP) in certification of an advanced, sodium-cooled fast reactor. The reactor is to be constructed as a prototype for future commercial power reactors that will produce electricity while consuming actinides recovered from light water reactor spent fuel. This prototype reactor has been called the ABR, or Advanced Burner Reactor.

Mass Transfer in 12-CM Centrifugal Contactors

One eight-stage unit (8-pack) of centrifugal contactors was tested in both extraction and stripping modes. Efficiencies approaching 100 percent were obtained in both modes. The contactors were operated successfully at a wide range of combined flow rates, including the HEF conditions. This report discusses the results of that test.

Data Qualification and Data Summary Report: Intact Rock Properties Data on Poisson's Ratio and Young's Modulus

This report reviews all potentially available Yucca Mountain Project (YMP) data in the Technical Data Management System and compiles all relevant qualified data, including data qualified by this report, on elastic properties, Poisson's ratio and Young's modulus, into a single summary Data Tracking Number (DTN) MO0304DQRIRPPR.002. Since DTN MO0304DQRIRPPR.002 was compiled from both qualified and unqualified sources, this report qualifies the DTN in accordance with AP-SIII.2Q. This report also summarizes the individual test results in MO0304DQRIRPPR.002 and provides summary values using descriptive statistics for Poisson's ratio and Young's modulus in a Reference Information Base Data Item. This report found that test conditions such as temperature, saturation, and sample size could influence test results. The largest influence, however, is the lithologic variation within the tuffs themselves. Even though the summary DTN divided the results by lithostratigrahic units within each formation, there was still substantial variation in elastic properties within individual units. This variation was attributed primarily to the presence or absence of lithophysae, fractures, alteration, pumice fragments, and other lithic clasts within the test specimens as well as changes in porosity within the units. Child Pornography: Constitutional Principles and Federal Statutes

The Child Pornography Prevention Act of 1996, P.L. 104-208, 110 Stat. 3009- 26, added a definition of “child pornography” that include visual depictions of what appears to be a minor engaging in explicit sexual conduct, even if no actual minor was used in producing the depiction. On April 16, 2002, in Ashcroft v. Free Speech Coalition, the Supreme Court held this provision unconstitutional to the extent that it prohibited pictures that were not produced with actual minors. (This case is discussed under “Section 2256,” below.) In response to Ashcroft, bills were introduced in the House and Senate that would continue to ban some child pornography that was produced without an actual minor; on June 25, 2002, the House passed one such bill: H.R. 4623, 107th Congress.

Freedom of Speech and Press: Exceptions to the First Amendment

The First Amendment to the United States Constitution provides that “Congress shall make no law . . . abridging the freedom of speech, or of the press. . . .” This language restricts government both more and less than it would if it were applied literally. It restricts government more in that it applies not only to Congress, but to all branches of the federal government, and to all branches of state and local government. It restricts government less in that it provides no protection to some types of speech and only limited protection to others. This report provides an overview of the major exceptions to the First Amendment — of the ways that the Supreme Court has interpreted the guarantee of freedom of speech and press to provide no protection or only limited protection for some types of speech.

The Global Fund to Fight AIDS, Tuberculosis, and Malaria: Background and Current Issues

The Global Fund to Fight AIDS, Tuberculosis, and Malaria, headquartered in Geneva, Switzerland, is a public-private partnership intended to attract and rapidly disburse new resources in developing countries for the struggle against infectious disease. Approximately $4.6 billion has been pledged to the Fund, while about $1.5 billion has been received or was in process as of June 13, 2004. A May 2003 report by the U.S. General Accounting Office (GAO) praised the Global Fund for "noteworthy progress in establishing essential governance and other supporting structures" but noted that the Fund's ability to finance additional grants was threatened by a lack of resources.

Monitored Geologic Repository Project Description Document

The primary objective of the Monitored Geologic Repository Project Description Document (PDD) is to allocate the functions, requirements, and assumptions to the systems at Level 5 of the Civilian Radioactive Waste Management System (CRWMS) architecture identified in Section 4. It provides traceability of the requirements to those contained in Section 3 of the Yucca Mountain Site Characterization Project Requirements Document (YMP RD) (YMP 2001a) and other higher-level requirements documents. In addition, the PDD allocates design related assumptions to work products of non-design organizations. The document provides Monitored Geologic Repository (MGR) technical requirements in support of design and performance assessment in preparing for the Site Recommendation (SR) and License Application (LA) milestones. The technical requirements documented in the PDD are to be captured in the System Description Documents (SDDs) which address each of the systems at Level 5 of the CRWMS architecture. The design engineers obtain the technical requirements from the SDDs and by reference from the SDDs to the PDD. The design organizations and other organizations will obtain design related assumptions directly from the PDD. These organizations may establish additional assumptions for their individual activities, but such assumptions are not to conflict with the assumptions in the PDD. The PDD …

Remaining Sites Verification Package for 132-H-1, 116-H Reactor Stack Burial Site, Waste Site Reclassification Form 2006-053

The 132-H-1 waste site includes the 116-H exhaust stack burial trench and the buried stack foundation (which contains an embedded vertical 15-cm (6-in) condensate drain line). The 116-H reactor exhaust stack and foundation were decommissioned and demolished using explosives in 1983, with the rubble buried in situ beneath clean fill at least 1 m (3.3 ft) thick. Residual concentrations support future land uses that can be represented by a rural-residential scenario and pose no threat to groundwater or the Columbia River based on RESRAD modeling.
