The American Steel Industry: A Changing Profile
The U.S. steel industry has faced increasing difficulties since the late 1990s. More than 30 U.S. steel producers have gone into bankruptcy. While different companies and parts of the industry have been affected to different degrees, the two types of domestic producers of raw steel, integrated mills and minimills, have both supported restrictions on imports, which they say have undermined the ability of the U.S. industry to produce steel economically. This report reviews industry developments and the economic situation of the steel industry, including legacy cost aspects of its problems.

The Jackson-Vanik Amendment and Candidate Countries for WTO Accession: Issues for Congress
This report gives an analysis of the unconditional most-favored-nation (MFN) status, or in U.S. statutory parlance, normal trade relations (NTR) status, which is a fundamental principle of the World Trade Organization (WTO). This conflicts with the U.S. laws under Title IV of the Trade Act of 1974 that limits trade status with several nations undergoing accession into the WTO. On June 12, 2012, Sen. Max Baucus introduced a bill with bipartisan co-sponsorship to authorize PNTR for Russia. The report includes information about MFN status and the WTO, the Jackson-Vanik Amendment restricting trade, the case of China, and prospective WTO accessions.

Clean Water Action Plan: Budgetary Initiatives
In October 1997, Vice President Gore directed federal agencies to develop a Clean Water Initiative to improve and strengthen water pollution control efforts. The multiagency plan was released on Feb. 19, 1998, and identifies nearly 100 key actions. Most are existing activities, now labeled as part of the Initiative. The President's FY1999 budget requests $2.2 billion for five departments and agencies to fund implementation of the Plan. While Congress is considering appropriations bills to fund the Plan, federal agencies are beginning or accelerating activities to carry out the actions under the Plan.

EPA’s Proposed Policy on Wastewater Blending: Background and Issues
In November 2003 the Environmental Protection Agency (EPA) proposed a policy regarding a type of wastewater treatment practice called blending. Some cities use blending to manage peak flows of water and waste into wastewater treatment plants during and after storms as a way to prevent conditions that otherwise result in raw sewage backups into homes and other buildings or overflows into nearby waters. This report provides background on blending, why and how it is practiced, EPA’s proposed policy, associated issues, and congressional interest in the topic.

Africa, the G8, and the Blair Initiative
Britain's Prime Minister Blair assumed the rotating presidency of the G8 group of nations (see text box) in January 2005, and he intends to use the July 2005 G8 summit, which he will chair, to push his Africa development initiative. Climate change will be the second focus of the G8 meeting, being called the "Gleneagles summit." The purpose of this report is to provide background on Africa, the G8, and the Gleneagles meeting. It outlines the British proposals and the U.S. reaction to them to date. In addition, it briefly reviews the problems that have inhibited African development and the response to those problems at previous G8 meetings. For additional information, see CRS Report RL32489, Africa: Development Issues and Policy Options, and CRS Issue Brief IB95052, Africa: U.S. Foreign Assistance Issues.

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.
