A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on its science and technology community to develop innovative technologies for weapon systems, spending $13 billion on basic, applied, and advanced technology research. Several GAO reports have addressed problems in transitioning technologies to the acquisition community. This report, which was prepared under the Comptroller General's authority to conduct evaluations, compares DOD's technology transition processes with commercial best practices. Specifically, GAO identifies technology transition techniques used by leading companies and assesses the extent to which DOD uses the techniques"

Chesapeake Bay Gateways Program: National Park Service Needs Better Accountability and Oversight of Grantees and Gateways
A letter report issued by the Government Accountability Office with an abstract that begins "In 1998, Congress passed the Chesapeake Bay Initiative Act to establish a linked network of locations, such as parks, historic seaports, or museums--known as gateways--where the public can access and experience the bay. The National Park Service (Park Service) provides support to the gateways through a related grant program. In 2005, congressional concerns were raised about the Park Service's management of the program. GAO was asked to determine the extent to which the (1) criteria for selecting gateways are transparent and consistently applied; (2) grants have been awarded to support the program goals of conserving and restoring, interpreting, and accessing bay-related resources; and (3) Park Service has taken action to improve program management and oversight. To conduct this work, GAO, among other things, examined Park Service files and interviewed Park Service officials, as well as other officials involved in the program."

Commercial Aviation: Programs and Options for the Federal Approach to Providing and Improving Air Service to Small Communities
Testimony issued by the Government Accountability Office with an abstract that begins "Over the last decade, significant changes have occurred in the airline industry. Network carriers are facing challenging financial conditions and low-cost carriers are attracting passengers away from some small community airports. These changes, and others, have challenged the ability of small communities to attract adequate commercial air service. In response to these challenges, Congress has established two key funding programs--the Essential Air Service (EAS) and the Small Community Air Service Development Program (SCASDP)--to help small communities retain or attract air service. However, the sustainability of such funding could be affected by the federal government's fiscal imbalance. In addition, GAO reports have raised questions about how these programs support commercial air service to small communities. Given this environment, this testimony discusses (1) the development and impact of EAS, (2) the status of SCASDP and (3) options for reforming EAS and evaluating SCASDP. The testimony is based on previous GAO research and interviews related to these programs, along with program updates."

Defense: FY2007 Authorization and Appropriations
A conference agreement on the FY2007 defense authorization bill, H.R. 5122/S. 2766, is expected soon, and could be voted on in the House as early as September 15. Key issues in the conference have included whether to promote the head of the National Guard to four-star rank and whether to approve multiyear procurement of the F-22 fighter aircraft. On June 22, the Senate passed on its version of the FY2007 defense authorization, S. 2766. The Senate rejected two amendments on Iraq policy, one by Senator Kerry calling for withdrawal of most forces by July 1, 2007, and another by Senator Levin calling for a phased reduction of troops to begin this year. The House passed its version of the authorization, H.R. 5122, on May 11. The House bill authorizes $513 billion for national defense, equal to the request. The Senate bill authorizes $517.7 billion.

Dense Membranes for Anode Supported all Perovskite IT-SOFCs
During this first year of the project, a post doctoral fellow (Dr. Hrudananda Jena), and two graduate students (Mr. Vinay B. V. Sivareddy, Aswin Somuru), were supported through this project funds. Also, partial support was provided to three undergraduate students (Jonthan Dooley, India Snowden, Jeremy Gilmore) majoring in Chemistry, Physics, and Engineering disciplines. Various wet chemical methods of synthesis have been attempted to prepare perovskite oxide powders with a hope to improve and engineer its properties to meet the requirements of Intermediate Temperature Solid Oxide Fuel Cell (IT-SOFCs) components. Various compounds were synthesized, characterized by XRD, TEM, SEM, XPS, electron microprobe and their electrical transport properties were measured by EIS at elevated temperatures and compared. Sonochemical technique (power of ultra sonic probe 750 watt) combined with hydrothermal treatment of precursors for the preparation of calcium hydroxy apatites (Ca-HAp) was used for the first time. Ca-HAp was substituted with Sr and Mg (50% replacement of Ca in Ca-HAp) to study the effect of substitution on Ca-HAp. Calcium hydroxy apatite is a bioceramic and has potential applications as artificial bone, enamel materials. In this study we tried to investigate its use as proton conductors in PC-SOFC. Depot Maintenance: Improvements Needed to Achieve Benefits from Consolidations and Funding Changes at Naval Shipyards
A letter report issued by the Government Accountability Office with an abstract that begins "To improve fleet support activities, the Navy is consolidating maintenance facilities and converting its shipyards from financing under the Navy Working Capital Fund to funding through direct appropriations (direct funding). Puget Sound Naval Shipyard was converted to direct funding in 2003. The National Defense Authorization Act for Fiscal Year 2006 directed the Navy to assess the impact of converting Puget Sound to direct funding and directed that GAO review the Navy's report. The Navy submitted its report to Congress in March 2006, confirming its position that direct funding was more advantageous than working capital funding and can best satisfy fleet maintenance priorities. GAO's objectives were to evaluate the extent to which the Navy's report (1) provided data and other supporting evidence for its overall assessment of the impact of converting Puget Sound to direct funding, (2) addressed unresolved issues that had been identified in prior studies, and (3) disclosed any other issues that have affected the implementation of direct funding."

Development Of A Novel Catalyst For No Decomposition
Air pollution arising from the emission of nitrogen oxides as a result of combustion taking place in boilers, furnaces and engines, has increasingly been recognized as a problem. New methods to remove NO{sub x} emissions significantly and economically must be developed. The current technology for post-combustion removal of NO is the selective catalytic reduction (SCR) of NO by ammonia or possibly by a hydrocarbon such as methane. The catalytic decomposition of NO to give N2 will be preferable to the SCR process because it will eliminate the costs and operating problems associated with the use of an external reducing species. The most promising decomposition catalysts are transition metal (especially copper)-exchanged zeolites, perovskites, and noble metals supported on metal oxides such as alumina, silica, and ceria. The main shortcoming of the noble metal reducible oxide (NMRO) catalysts is that they are prone to deactivation by oxygen. It has been reported that catalysts containing tin oxide show oxygen adsorption behavior that may involve hydroxyl groups attached to the tin oxide. This is different than that observed with other noble metal-metal oxide combinations, which have the oxygen adsorbing on the noble metal and subsequently spilling over to the metal oxide. Final Report Navajo Transmission Project (NTP)
The Diné Power Authority is developing the Navajo Transmission Project (NTP) to relieve the constraints on the transmission of electricity west of the Four Corners area and to improve the operation flexibility and reliability of the extra-high-voltage transmission system in the region. The NTP creates the wholesale transmission capacity for more economical power transfers, sales, and purchases in the region. It will facilitate the development of Navajo energy resources, improve economic conditions on the Navajo Nation as well as allow DPA to participate in the western electrical utility industry.

Foreign Science and Engineering Presence in U.S. Institutions and the Labor Force
The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines are foreign, and foreign doctorates are employed in large numbers by industry. This report explains this issue in detail, as well as probable causes of said incongruity.
