Gasificaton Transport: A Multiphase CFD Approach & Measurements

The objective of this project was to develop predictive theories for the dispersion and mass transfer coefficients and to measure them in the turbulent fluidization regime, using existing facilities. A second objective was to use our multiphase CFD tools to suggest optimized gasifier designs consistent with aims of Future Gen. We have shown that the kinetic theory based CFD codes correctly compute: (1) Dispersion coefficients; and (2) Mass transfer coefficients. Hence, the kinetic theory based CFD codes can be used for fluidized bed reactor design without any such inputs. We have also suggested a new energy efficient method of gasifying coal and producing electricity using a molten carbonate fuel cell. The principal product of this new scheme is carbon dioxide which can be converted into useful products such as marble, as is done very slowly in nature. We believe this scheme is a lot better than the canceled FutureGen, since the carbon dioxide is safely sequestered.

Analysis of the Argonne Distance Tabletop Exercise Method

The purpose of this report is to summarize and evaluate the Argonne Distance Tabletop Exercise (DISTEX) method. DISTEX is intended to facilitate multi-organization, multi-objective tabletop emergency response exercises that permit players to participate from their own facility's incident command center. This report is based on experience during its first use during the FluNami 2007 exercise, which took place from September 19-October 17, 2007. FluNami 2007 exercised the response of local public health officials and hospitals to a hypothetical pandemic flu outbreak. The underlying purpose of the DISTEX method is to make tabletop exercising more effective and more convenient for playing organizations. It combines elements of traditional tabletop exercising, such as scenario discussions and scenario injects, with distance learning technologies. This distance-learning approach also allows playing organizations to include a broader range of staff in the exercise. An average of 81.25 persons participated in each weekly webcast session from all playing organizations combined. The DISTEX method required development of several components. The exercise objectives were based on the U.S. Department of Homeland Security's Target Capabilities List. Decomposition of the Multistatic Response Matrix and Target Characterization

Decomposition of the time-reversal operator for an array, or equivalently the singular value decomposition of the multistatic response matrix, has been used to improve imaging and localization of targets in complicated media. Typically, each singular value is associated with one scatterer even though it has been shown in several cases that a single scatterer can generate several singular values. In this paper we review the analysis of the time-reversal operator (TRO), or equivalently the multistatic response matrix (MRM), of an array system and a small target. We begin with two-dimensional scattering from a small cylinder then show the results for a small non-spherical target in three dimensions. We show that the number and magnitudes of the singular values contain information about target composition, shape, and orientation.

DESIGN OF THE DEMOSNTRATION BULK VITRIFICATION SYSTEM FOR THE SUPPLEMENTAL TREATMENT OF LOW ACTIVITY TANK WASTE AT HANFORD

In June 2004, the Demonstration Bulk Vitrification System (DBVS) was initiated with the intent to design, construct, and operate a full-scale bulk vitrification pilot-plant to treat low-activity tank waste from Hanford Tank 241-S-109. The DBVS facility uses In-Container Vitrification{trademark} (ICV{trademark}) at the core of the treatment process. The basic process steps combine liquid low-activity waste (LAW) and glassformers; dry the mixture; and then vitrify the mixture in a batch feed-while-melt process in a refractory lined steel container. Off-gases are processed through a state-of-the-art air pollution control system including sintered-metal filtration, thermal oxidation, acid gas scrubbing, and high-efficiency particulate air (HEPA) and high-efficiency gas adsorber (HEGA) filtration. Testing has focused on development and validation of the waste dryer, ICV, and sintered-metal filters (SMFs) equipment, operations enhancements, and glass formulation. With a parallel testing and design process, testing has allowed improvements to the DBVS equipment configuration and operating methodology, since its original inception. Design improvements include optimization of refractory panels in the ICV, simplifying glassformer addition equipment, increasing the number of waste feed chutes to the ICV, and adding capability for remote clean-out of piping, In addition, the U.S. Department of Energy (DOE) has provided an independent review of the entire DBVS …

Devloping High Energy Radiography for HED Experiments on NIF and Omega-EP

High energy radiography capabilities are essential for many future DNT/HED experiments on NIF. We have been developing bright, high-energy (15-100 keV), high resolution (< 20 {micro}m), 1-D and 2-D radiography solutions for DNT experiments on NIF. In this LDRD, we have made significant progress utilizing high-energy, high-intensity, short-pulse lasers to generate hard K-{alpha} photons. High energy K-{alpha} sources are created by hot electrons interacting in the target fluor material after irradiation by lasers with intensity I{sub L} > 10{sup 17} W/cm{sup 2}. High resolution point projection 1-D and 2-D radiography have been achieved using {mu}-foil and {mu}-wire targets attached to low-Z substrate materials. The {mu}-wire size was 10 x 10 x 300 {micro}m on a 300 x 300 x 5 {micro}m CH substrate creating the point source size equivalent to these micro targets. This unique technique will utilize the NIF short pulse laser (ARC) as a backlighter suitable for the full range of DNT science experiments on NIF.

Under provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA, P.L. 107-16), the estate tax exclusion is scheduled to continue to rise, from $2 million for decedents dying in 2008, to $3.5 million in 2009. The estate tax is repealed for decedents dying in 2010 only.

Genetic Exceptionalism: Genetic Information and Public Policy

This report provides an overview of the nature of genetic information and its implications for individuals, family, and society. Individuals utilize genetic information to guide health care and other decisions, when possible, and may experience anxiety as a result of genetic test results. Genetic test results for an individual may often be informative for other close family members and thus influence their care decisions. Society must grapple with the effect genetic information may have on our conception of disease, as well as its impact on issues like privacy and equity. The report ends by summarizing the main policy issues involved with a genetic exceptionalist approach to public policy, including defining genetic information; physically separating genetic information from other medical information; unintended disparities between “genetic” and “nongenetic” disease; and the effect of legislation on participation in genetic research, on uptake of genetic technology and on the delivery of high quality health care.

Health Information Technology: HHS Is Pursuing Efforts to Advance Nationwide Implementation, but Has Not Yet Completed a National Strategy

Testimony issued by the Government Accountability Office with an abstract that begins "Health information technology (IT) offers promise for improving patient safety and reducing inefficiencies. Given its role in providing health care in the United States, the federal government has been urged to take a leadership role to improve the quality and effectiveness of health care, including the adoption of IT. In April 2004, President Bush called for widespread adoption of interoperable electronic health records within 10 years and issued an executive order that established the position of the National Coordinator for Health Information Technology within the Department of Health and Human Services (HHS). The National Coordinator, appointed in May 2004, released a framework for strategic action two months later. In late 2005, HHS also awarded several contracts to address key areas of health IT. GAO has been reporting on the department's efforts toward nationwide implementation of health IT since 2005. In prior work, GAO recommended that HHS establish detailed plans and milestones for the development of a national health IT strategy and take steps to ensure that its plans are followed and milestones met. Human Factors Considerations in New Nuclear Power Plants: Detailed Analysis.

This Nuclear Regulatory Commission (NRC) sponsored study has identified human-performance issues in new and advanced nuclear power plants. To identify the issues, current industry developments and trends were evaluated in the areas of reactor technology, instrumentation and control technology, human-system integration technology, and human factors engineering (HFE) methods and tools. The issues were organized into seven high-level HFE topic areas: Role of Personnel and Automation, Staffing and Training, Normal Operations Management, Disturbance and Emergency Management, Maintenance and Change Management, Plant Design and Construction, and HFE Methods and Tools. The issues where then prioritized into four categories using a 'Phenomena Identification and Ranking Table' methodology based on evaluations provided by 14 independent subject matter experts. The subject matter experts were knowledgeable in a variety of disciplines. Vendors, utilities, research organizations and regulators all participated. Twenty issues were categorized into the top priority category. This Brookhaven National Laboratory (BNL) technical report provides the detailed methodology, issue analysis, and results. A summary of the results of this study can be found in NUREG/CR-6947. Testimony issued by the Government Accountability Office with an abstract that begins "Information security is especially important for federal agencies, where the public's trust is essential and poor information security can have devastating consequences. Since 1997, GAO has identified information security as a governmentwide high-risk issue in each of its biennial reports to the Congress. Concerned by reports of significant weaknesses in federal computer systems, Congress passed the Federal Information Security Management Act (FISMA) of 2002, which permanently authorized and strengthened information security program, evaluation, and annual reporting requirements for federal agencies. GAO was asked to testify on the current state of federal information security and compliance with FISMA. This testimony summarizes (1) agency progress in performing key control activities, (2) the effectiveness of information security at federal agencies, and (3) opportunities to strengthen security. A letter report issued by the Government Accountability Office with an abstract that begins "To help secure the nation's ports against a terrorist attack, federal regulations have required cargo and other maritime facilities to have security plans in place since July 2004. U.S Coast Guard (USCG) guidance calls for an annual inspection to ensure that plans are being followed. Federal law enacted in October 2006 required such facilities to be inspected two times a year--one of which is to be conducted unannounced. The USCG plans to conduct one announced inspection and the other as a less comprehensive unannounced "spot check." GAO examined the extent to which the USCG (1) has met inspection requirements and found facilities to be complying with their plans, (2) has determined the availability of trained personnel to meet current and future facility inspection requirements, and (3) has assessed the effectiveness of its facility inspection program and ensured that program compliance data collected and reported are reliable. GAO analyzed USCG compliance data, interviewed inspectors and other stakeholders in 7 of 35 USCG sectors of varying size, geographic location, and type of waterway."

Military Readiness: Impact of Current Operations and Actions Needed to Rebuild Readiness of U.S. Ground Forces

Testimony issued by the Government Accountability Office with an abstract that begins "U.S. military forces, and ground forces in particular, have operated at a high pace since the attacks of September 11, 2001, including to support ongoing operations in Iraq and Afghanistan. Between 2001 and July 2007, approximately 931,000 U.S. Army and Marine Corps servicemembers deployed for overseas military operations, including about 312,000 National Guard or Reserve members. To support ongoing military operations and related activities, Congress has appropriated billions of dollars since 2001, and through September 2007, the Department of Defense (DOD) has reported obligating about $492.2 billion to cover these expenses, of which a large portion are related to readiness. In addition, DOD's annual appropriation, now totaling about $480 billion for fiscal year 2008, includes funds to cover readiness needs. GAO was asked to testify on (1) the readiness implications of DOD's efforts to support ongoing operations; and (2) GAO's prior recommendations related to these issues, including specific actions that GAO believes would enhance DOD's ability to manage and improve readiness. This statement is based on reports and testimonies published from fiscal years 2003 through 2008. GAO's work was conducted in accordance with generally accepted government auditing standards."

Molecular Dynamics Simulations of Temperature Equilibration in Dense Hydrogen

The temperature equilibration rate in dense hydrogen (for both T{sub i} > T{sub e} and T{sub i} < T{sub e}) has been calculated with large-scale molecular dynamics simulations for temperatures between 10 and 300 eV and densities between 10{sup 20}/cc to 10{sup 24}/cc. Careful attention has been devoted to convergence of the simulations, including the role of semiclassical potentials. We find that for Coulomb logarithms L {approx}> 1, Brown-Preston-Singleton [Brown et al., Phys. Rep. 410, 237 (2005)] with the sub-leading corrections and the fit of Gericke-Murillo-Schlanges [Gericke et al., PRE 65, 036418 (2003)] to the T-matrix evaluation of the collision operator, agrees with the MD data to within the error bars of the simulation. For more strongly-coupled plasmas where L {approx}< 1, our numerical results are consistent with the fit of Gericke-Murillo-Schlanges.

Preliminary Evaluation of a Portable Handheld Combined Gamma and Neutron Directional Isotopic Identifying Detector

Purpose: To simulate the performance of a portable dual gamma and neutron identification detector array with dual directional detection capability for preliminary algorithm evaluation. Experimental procedures: Monte Carlo N-Particle (MCNP) analysis on a compact array of borated polyvinyl toluene light pipes and photomultiplier tubes, standard spectral histogramming, and directional detection capability simulations. Results: Results demonstrate that the detector system is fully capable of correcting for background variations when identifying common gamma and neutron sources while simultaneously providing source location direction estimates. Familiar anthropogenic isotopes are readily identified such as Am-241, Cs-137, Cf-252 and Co-60. Directional resolution is estimated to be within approximately 15 degrees. Specifically, all features expected for the array have been demonstrated to be credible through MCNP analysis. Conclusions: Use of this handheld dual neutron and gamma spectrometer has the promise of widespread applicability. By ultimately correlating MCNP results with empirical measurements, substantial confidence can be placed on predicting detector response to sufficiently similar spectral sources under alternate experimental configurations. Use of the detector has substantial promise for operational health physics applications.
