Acoustic Telemetry Evaluation of Juvenile Salmonid Passage and Survival at John Day Dam with Emphasis on the Prototype Surface Flow Outlet, 2008

The main purpose of the study was to evaluate the performance of Top Spill Weirs installed at two spillbays at John Day Dam and evaluate the effectiveness of these surface flow outlets at attracting juvenile salmon away from the powerhouse and reducing turbine passage. The Juvenile Salmonid Acoustic Telemetry System (JSATS) was used to estimate survival of juvenile salmonids passing the dam and also for calculating performance metrics used to evaluate the efficiency and effectiveness of the dam at passing juvenile salmonids.

Advanced Fuel Cycle Cost Basis

This report, commissioned by the U.S. Department of Energy (DOE), provides a comprehensive set of cost data supporting a cost analysis for the relative economic comparison of options for use in the Advanced Fuel Cycle Initiative (AFCI) Program. The report describes the AFCI cost basis development process, reference information on AFCI cost modules, a procedure for estimating fuel cycle costs, economic evaluation guidelines, and a discussion on the integration of cost data into economic computer models. This report contains reference cost data for 25 cost modules—23 fuel cycle cost modules and 2 reactor modules. The cost modules were developed in the areas of natural uranium mining and milling, conversion, enrichment, depleted uranium disposition, fuel fabrication, interim spent fuel storage, reprocessing, waste conditioning, spent nuclear fuel (SNF) packaging, long-term monitored retrievable storage, near surface disposal of low-level waste (LLW), geologic repository and other disposal concepts, and transportation processes for nuclear fuel, LLW, SNF, transuranic, and high-level waste.

Advances and future needs in particle production and transport code developments

The next generation of accelerators and ever expanding needs of existing accelerators demand new developments and additions to Monte-Carlo codes, with an emphasis on enhanced modeling of elementary particle and heavy-ion interactions and transport. Challenges arise from extremely high beam energies and beam power, increasing complexity of accelerators and experimental setups, as well as design, engineering and performance constraints. All these put unprecedented requirements on the accuracy of particle production predictions, the capability and reliability of the codes used in planning new accelerator facilities and experiments, the design of machine, target and collimation systems, detectors and radiation shielding and minimization of their impact on environment. Recent advances in widely-used general-purpose all-particle codes are described for the most critical modules such as particle production event generators, elementary particle and heavy ion transport in an energy range which spans up to 17 decades, nuclide inventory and macroscopic impact on materials, and dealing with complex geometry of accelerator and detector structures. Future requirements for developing physics models and Monte-Carlo codes are discussed.

Advances in High-harmonic Fast Wave Physics in the National Spherical Torus Experiment

Improved core high-harmonic fast wave (HHFW) heating at longer wavelengths and during start-up and plasma current ramp-up, has now been obtained by lowering the edge density with lithium wall conditioning, thereby moving the critical density for perpendicular fast-wave propagation away from the vessel wall. Lithium conditioning allowed significant HHFW core electron heating of deuterium neutral beam injection (NBI) fuelled H-mode plasmas to be observed for the first time. Large edge localized modes were observed immediately after the termination of rf power. Visible and infrared camera images show that fast wave interactions can deposit considerable rf energy on the outboard divertor. HHFW-generated parametric decay instabilities were observed to heat ions in the plasma edge and may be the cause for a measured drag on edge toroidal rotation during HHFW heating. A significant enhancement in neutron rate and fast-ion profile were measured in NBI-fuelled plasmas when HHFW heating was applied. __________________________________________________

Aft-body loading function for penetrators based on the spherical cavity-expansion approximation.

In this paper we develop an aft-body loading function for penetration simulations that is based on the spherical cavity-expansion approximation. This loading function assumes that there is a preexisting cavity of radius a{sub o} before the expansion occurs. This causes the radial stress on the cavity surface to be less than what is obtained if the cavity is opened from a zero initial radius. This in turn causes less resistance on the aft body as it penetrates the target which allows for greater rotation of the penetrator. Results from simulations are compared with experimental results for oblique penetration into a concrete target with an unconfined compressive strength of 23 MPa.

Agent review phase one report.

This report summarizes the findings for phase one of the agent review and discusses the review methods and results. The phase one review identified a short list of agent systems that would prove most useful in the service architecture of an information management, analysis, and retrieval system. Reviewers evaluated open-source and commercial multi-agent systems and scored them based upon viability, uniqueness, ease of development, ease of deployment, and ease of integration with other products. Based on these criteria, reviewers identified the ten most appropriate systems. The report also mentions several systems that reviewers deemed noteworthy for the ideas they implement, even if those systems are not the best choices for information management purposes.

Alternative Liquid Fuels Simulation Model (AltSim).

The Alternative Liquid Fuels Simulation Model (AltSim) is a high-level dynamic simulation model which calculates and compares the production and end use costs, greenhouse gas emissions, and energy balances of several alternative liquid transportation fuels. These fuels include: corn ethanol, cellulosic ethanol from various feedstocks (switchgrass, corn stover, forest residue, and farmed trees), biodiesel, and diesels derived from natural gas (gas to liquid, or GTL), coal (coal to liquid, or CTL), and coal with biomass (CBTL). AltSim allows for comprehensive sensitivity analyses on capital costs, operation and maintenance costs, renewable and fossil fuel feedstock costs, feedstock conversion ratio, financial assumptions, tax credits, CO{sub 2} taxes, and plant capacity factor. This paper summarizes the structure and methodology of AltSim, presents results, and provides a detailed sensitivity analysis. The Energy Independence and Security Act (EISA) of 2007 sets a goal for the increased use of biofuels in the U.S., ultimately reaching 36 billion gallons by 2022. AltSim's base case assumes EPA projected feedstock costs in 2022 (EPA, 2009). For the base case assumptions, AltSim estimates per gallon production costs for the five ethanol feedstocks (corn, switchgrass, corn stover, forest residue, and farmed trees) of $1.86, $2.32, $2.45, $1.52, and $1.91, respectively. Analysis of micromixers and biocidal coatings on water-treatment membranes to minimize biofouling.

Biofouling, the unwanted growth of biofilms on a surface, of water-treatment membranes negatively impacts in desalination and water treatment. With biofouling there is a decrease in permeate production, degradation of permeate water quality, and an increase in energy expenditure due to increased cross-flow pressure needed. To date, a universal successful and cost-effect method for controlling biofouling has not been implemented. The overall goal of the work described in this report was to use high-performance computing to direct polymer, material, and biological research to create the next generation of water-treatment membranes. Both physical (micromixers - UV-curable epoxy traces printed on the surface of a water-treatment membrane that promote chaotic mixing) and chemical (quaternary ammonium groups) modifications of the membranes for the purpose of increasing resistance to biofouling were evaluated. Creation of low-cost, efficient water-treatment membranes helps assure the availability of fresh water for human use, a growing need in both the U. S. and the world.

ANALYSIS OF RICIN TOXIN PREPARATIONS FOR CARBOHYDRATE AND FATTY ACID ABUNDANCE AND ISOTOPE RATIO INFORMATION

This report describes method development and preliminary evaluation for analyzing castor samples for signatures of purifying ricin. Ricin purification from the source castor seeds is essentially a problem of protein purification using common biochemical methods. Indications of protein purification will likely manifest themselves as removal of the non-protein fractions of the seed. Two major, non-protein, types of biochemical constituents in the seed are the castor oil and various carbohydrates. The oil comprises roughly half the seed weight while the carbohydrate component comprises roughly half of the remaining “mash” left after oil and hull removal. Different castor oil and carbohydrate components can serve as indicators of specific toxin processing steps. Ricinoleic acid is a relatively unique fatty acid in nature and is the most abundant component of castor oil. The loss of ricinoleic acid indicates a step to remove oil from the seeds. The relative amounts of carbohydrates and carbohydrate-like compounds, including arabinose, xylose, myo-inositol fucose, rhamnose, glucosamine and mannose detected in the sample can also indicate specific processing steps. For instance, the differential loss of arabinose relative to mannose and N-acetyl glucosamine indicates enrichment for the protein fraction of the seed using protein precipitation. Automatic Differentiation of Codes in Nuclear Engineering Applications.

We discuss our experience in applying automatic differentiation (AD) to calculations in nuclear reactor applications. The document is intended as a guideline on how to apply AD to Fortran codes with significant legacy components; it is also a part of a larger research effort in uncertainty quantification using sampling methods augmented with derivative information. We provide a brief theoretical description of the concept of AD, explain the necessary changes in the code structure, and remark on possible ways to deal with non-differentiability. Numerical experiments were carried out where the derivative of a functional subset of the SAS4A/SASSYS code was computed in forward mode with several AD tools. The results are in good agreement with both the real and complex finite-difference approximations of the derivative.

Break-Even Cost for Residential Photovoltaics in the United States: Key Drivers and Sensitivities

Grid parity--or break-even cost--for photovoltaic (PV) technology is defined as the point where the cost of PV-generated electricity equals the cost of electricity purchased from the grid. Break-even cost is expressed in $/W of an installed system. Achieving break-even cost is a function of many variables. Consequently, break-even costs vary by location and time for a country, such as the United States, with a diverse set of resources, electricity prices, and other variables. In this report, we analyze PV break-even costs for U.S. residential customers. We evaluate some key drivers of grid parity both regionally and over time. We also examine the impact of moving from flat to time-of-use (TOU) rates, and we evaluate individual components of the break-even cost, including effect of rate structure and various incentives. Finally, we examine how PV markets might evolve on a regional basis considering the sensitivity of the break-even cost to four major drivers: technical performance, financing parameters, electricity prices and rates, and policies. We find that local incentives rather than ?technical? parameters are in general the key drivers of the break-even cost of PV. Additionally, this analysis provides insight about the potential viability of PV markets.

"Break-even cost" for photovoltaic (PV) technology is defined as the point where the cost of PV-generated electricity equals the cost of electricity purchased from the grid. Break-even cost is expressed in $/W of an installed system. Achieving break-even cost is a function of many variables. Consequently, break-even costs vary by location and time for a country, such as the United States, with a diverse set of resources, electricity prices, and other variables. In this presentation, we introduce an analysis of PV break-even costs for residential customers in the United States, including an evaluation of some of the key drivers of PV breakeven both regionally and over time. This presentation includes our methodology and presents results for both near-term residential breakeven costs(2009) and future market sensitivities of break-even costs (2015). Bunker Hill Sediment Characterization Study

The long history of mineral extraction in the Coeur d’Alene Basin has left a legacy of heavy metal laden mine tailings that have accumulated along the Coeur d’Alene River and its tributaries (U.S. Environmental Protection Agency, 2001; Barton, 2002). Silver, lead and zinc were the primary metals of economic interest in the area, but the ores contained other elements that have become environmental hazards including zinc, cadmium, lead, arsenic, nickel, and copper. The metals have contaminated the water and sediments of Lake Coeur d’Alene, and continue to be transported downstream to Spokane Washington via the Spokane River. In 1983, the EPA listed the Bunker Hill Mining and Metallurgical Complex on the National Priorities List. Since that time, many of the most contaminated areas have been stabilized or isolated, however metal contaminants continue to migrate through the basin. Designation as a Superfund site causes significant problems for the economically depressed communities in the area. Identification of primary sources of contamination can help set priorities for cleanup and cleanup options, which can include source removal, water treatment or no action depending on knowledge about the mobility of contaminants relative to water flow. Derived air concentration (DAC) values for 175 radionuclides* produced at the Oak Ridge National Laboratory (ORNL) Spallation Neutron Source (SNS), but not listed in Appendix A of 10 CFR 835 (01/01/2009 version), are presented. The proposed DAC values, ranging between 1 E-07 {micro}Ci/mL and 2 E-03 {micro}Ci/mL, were calculated in accordance with the recommendations of the International Commission on Radiological Protection (ICRP), and are intended to support an exemption request seeking regulatory relief from the 10 CFR 835, Appendix A, requirement to apply restrictive DACs of 2E-13 {micro}Ci/mL and 4E-11 {micro}Ci/mL and for non-listed alpha and non-alpha-emitting radionuclides, respectively.

This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2008 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2008 monitoring data were obtained from wells, springs, and surface water sampling locations in three hydrogeologic regimes at Y-12 (Figure A.1). The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge directly south of Y-12. Section 2 of this report provides background information pertinent to groundwater and surface water quality monitoring in each hydrogeologic regime, including the topography and bedrock geology, surface water drainage, groundwater system, and extent of groundwater contamination. Carbon Taxes: A Review of Experience and Policy Design Considerations

State and local governments in the United States are evaluating a wide range of policies to reduce carbon emissions, including, in some instances, carbon taxes, which have existed internationally for nearly 20 years. This report reviews existing carbon tax policies both internationally and in the United States. It also analyzes carbon policy design and effectiveness. Design considerations include which sectors to tax, where to set the tax rate, how to use tax revenues, what the impact will be on consumers, and how to ensure emissions reduction goals are achieved. Emission reductions that are due to carbon taxes can be difficult to measure, though some jurisdictions have quantified reductions in overall emissions and other jurisdictions have examined impacts that are due to programs funded by carbon tax revenues.

Characterization of deuterium beam operation on RHEPP-1 for future neutron generation applications.

We investigate the potential for neutron generation using the 1 MeV RHEPP-1 intense pulsed ion beam facility at Sandia National Laboratories for a number of emerging applications. Among these are interrogation of cargo for detection of special nuclear materials (SNM). Ions from single-stage sources driven by pulsed power represent a potential source of significant neutron bursts. While a number of applications require higher ion energies (e.g. tens of MeV) than that provided by RHEPP-1, its ability to generate deuterium beams allow for neutron generation at and below 1 MeV. This report details the successful generation and characterization of deuterium ion beams, and their use in generating up to 3 x 10{sup 10} neutrons into 4{pi} per 5kA ion pulse.
