Disaster Relief and Response: FY2003 Supplemental Appropriations

Federal departments and agencies are authorized to undertake a range of emergency management activities, including disaster relief and response efforts. The Department of Homeland Security (DHS) has primary responsibility, but other departments and agencies provide grants and loans to disaster victims and reimburse state and local governments overwhelmed by costs associated with clearing debris and rebuilding facilities, among other forms of assistance. FY2003 supplemental funding for these activities has been the issue of debate.

Supplemental Appropriations for the 2004 Hurricanes and Other Disasters

After a series of devastating hurricanes struck Florida and other states in the summer of 2004, the 108th Congress passed two emergency supplemental appropriations statutes that provided an estimated $16.475 billion to areas stricken by the hurricanes and other natural disasters. The House and Senate quickly approved legislation (H.R. 5005) the day after President Bush submitted a request on September 6, 2004, for $2 billion in FY2004 funding, largely in response to the devastation caused by Hurricanes Charley and Frances in Florida. The President signed the bill into law (P.L. 108-303) on September 7. All of the $2 billion was for assistance provided by the Federal Emergency Management Agency (FEMA)

Exemptions from Environmental Law for the Department of Defense

Whether broader expansions from federal environmental laws are needed to preserve military readiness has been an issue. Questions have been raised as to whether environmental requirements have limited military training activities to the point that readiness would be compromised. The potential impacts of broader exemptions on environmental quality have raised additional questions. Although certain exemptions the Department of Defense (DOD) first requested in FY2003 have been enacted into law, Congress has opposed others. From FY2003 to FY2008, DOD requested exemptions from the Clean Air Act, Solid Waste Disposal Act, and Comprehensive Environmental Response, Compensation, and Liability Act. To date, Congress has not enacted these three latter exceptions. The Administration's FY2009 defense authorization bill does not include these exemptions.

Food Safety Provisions of the 2008 Farm Bill

Food safety re-emerged as an issue in the 110th Congress following a series of widely publicized incidents -- including adulterated Chinese seafood and pet food ingredient imports, findings of bacteria-tainted spinach, meat, and poultry produced domestically, and several large food recalls. In 2008, Congress approved a new omnibus farm law that includes, among other provisions, several changes affecting U.S. food safety programs. This report outlines said provisions and explores the issue of food safety and related legislation in detail.

More than 90,000 U.S. horses were slaughtered for human food in 2005, mainly for European and Asian consumers. Congress voted to limit the use of FY2006 appropriated funds for such slaughter, but the practice continues, funded by industry user fees. Debate continues on the acceptability of horse slaughter, and how care for and/or humanely dispose of horses if they no longer went for human food.
