The Department of Housing and Urban Development (HUD): FY2006 Budget

On July 21, 2005, the Senate Appropriations Committee approved a $34.8 billion FY2006 budget for HUD. Like the House version, the Senate bill rejects the President’s Strengthening America’s Communities Initiative (SACI). It increases funding above both the President’s request and the House version for HOPE VI, Community Development Block Grant (CDBG)-related programs (including Section 108 loan guarantees), Native American Housing Block Grants, and Rural Housing and Economic Development.

The Dominican Republic-Central America-United States Free Trade Agreement (DR-CAFTA)

On August 5, 2004, the United States, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and the Dominican Republic signed the Dominican Republic- Central America-United States Free Trade Agreement, or the DR-CAFTA. The DR-CAFTA was negotiated as a regional agreement in which all parties would be subject to the “the same set of obligations and commitments,” but with each country defining its own separate schedules for market access. It is a comprehensive and reciprocal trade agreement, which distinguishes it from the unilateral preferential trade arrangement between the United States and these countries as part of the Caribbean Basin Initiative (CBI), as amended. It liberalizes trade in goods, services, government procurement, intellectual property, investment, and addresses labor and environment issues.

Drug Control: International Policy and Approaches

Over the past decade, worldwide production of illicit drugs has risen dramatically: opium and marijuana production has roughly doubled and coca production tripled. Street prices of cocaine and heroin have fallen significantly in the past 20 years, reflecting increased availability. Despite apparent national political resolve to deal with the drug problem, inherent contradictions regularly appear between U.S. anti-drug policy and other national policy goals and concerns. The mix of competing domestic and international pressures and priorities has produced an ongoing series of disputes within and between the legislative and executive branches concerning U.S. international drug policy. One contentious issue has been the Congressionally-mandated certification process, an instrument designed to induce specified drug-exporting countries to prioritize or pay more attention to the fight against narcotics businesses.

An Emergency Communications Safety Net: Integrating 911 and Other Services

The 9/11 Commission Report recommended that 911 call centers — also called Public Safety Answering Points, or PSAPs — be included in planning for emergency responses.1 Congress, which has since 1999 passed two bills to further the deployment of 911, is reviewing ways to expand 911 capabilities and make it more accessible and effective. Congress is also evaluating ways to improve emergency alerts2 and interoperable communications for public safety.3 Operational convergence of emergency communications seems to many to be inevitable, a question of “when,” not “if.” This report deals primarily with 911 and its recent history. It also summarizes some of the proposals that would improve 911 through new approaches and integration with other services.

Employment-Related Issues in Bankruptcy

This report provides an overview of the status of employee wages and benefits, including retiree benefits, when an employer files in bankruptcy, and the amendments made to the U.S. Bankruptcy Code by the Bankruptcy Abuse Prevention and Consumer Protection Act. This report examines those provisions in the U.S. Bankruptcy Code which govern the priority of employee wage and benefit claims, including severance payments; procedures for a chapter 1 1 debtor to modify benefits under a collective bargaining agreement; and procedures for a chapter 11 debtor to modify retiree life and health insurance benefits. It examines the role of employees on creditor committees and procedures in bankruptcy that facilitate lawsuits that may be directed at an employer/debtor. Finally, it considers the treatment accorded some aspects of managerial compensation, such as retention bonuses.

Energy Policy: Legislative Proposals in the 109th Congress

While introduction of energy legislation in the 109th Congress is pending, it remains unclear what its course may be. Some believe that the results of the fall 2004 election have heightened prospects for opening up the Arctic National Wildlife Refuge (ANWR) to oil and gas development, and the Republican leadership has indicated that ANWR is to be included in the budget resolution that will come before Congress. Senate Energy and Natural Resources Committee Chairman Pete Domenici has indicated that the committee will mark up a comprehensive bill in February. However, Senator Domenici also expressed openness to considering individual bills; he and others are interested in legislation to establish a long-term leasing plan for natural gas resources.

This report provides detailed background and legal analysis of the nature of the current European Union embargo on arms exports to China. It also provides detailed background on the European Union’s current Code of Conduct on Arms Exports. A strengthened version of the Code would be one of the control mechanisms that would remain should the EU lift the embargo on arms exports to China. This report also gives information on recent EU arms exports authorized for China. It further summarizes U.S. concerns regarding the lifting of the arms embargo, and notes the prospective timing of EU action on the embargo issue.

The recommendations of the 2005 Base Realignment and Closure (BRAC) Commission will automatically take effect unless, within a stated period after the recommendations are submitted to the House and Senate, Congress adopts a joint resolution of disapproval rejecting them in their entirety. Congressional consideration of this disapproval resolution is not governed by the regular rules of the House and Senate, but by special expedited or “fast track” procedures laid out in statute. This report describes these expedited parliamentary procedures and explains how they differ from the regular legislative processes of Congress.

Genetically Engineered Fish and Seafood

Genetic engineering techniques allow the manipulation of inherited traits to modify organisms. Genetically modified (GM) fish and seafood products are currently under development and may offer potential benefits such as increasing aquaculture productivity and addressing human health concerns. However, some critics of this rapidly evolving field are concerned that current technological and regulatory safeguards are inadequate to protect the environment and ensure public acceptance of these products. This report discusses various regulatory and environmental concerns regarding GM fish and seafood, then discusses the possible benefits and disadvantages of their use.
