The Law of Church and State: Public Aid to Sectarian Schools
One of the most difficult issues of constitutional law concerns the extent to which the establishment of religion clause of the First Amendment imposes constraints on the provision of public aid to private sectarian schools. This report gives a brief overview of the evolution of the Court’s interpretation of the establishment clause in this area and itemizes the categories of aid that have been addressed by the Court and held to be constitutionally permissible or impermissible, both at the elementary and secondary school level and at the college level.

Horse Slaughter Prevention Bills and Issues
More than 90,000 U.S. horses were slaughtered for human food in 2005, mainly for European and Asian consumers. Congress voted to limit the use of FY2006 appropriated funds for such slaughter, but the practice continues, funded by industry user fees. Debate continues on the acceptability of horse slaughter, and how care for and/or humanely dispose of horses if they no longer went for human food.

Navy-Marine Corps Strike-Fighter Shortfall: Background and Options for Congress
Members of Congress this year have expressed concern about a projected inventory shortfall in Navy and Marine Corps strike-fighters. Some industry sources believe the shortfall is likely to be much larger than the Navy currently projects. Free Trade Agreements: Impact on U.S. Trade and Implications for U.S. Trade Policy
Free trade areas (FTAs) are arrangements among two or more countries under which they agree to eliminate tariffs and nontariff barriers on trade in goods among themselves. However, each country maintains its own policies, including tariffs on trade outside the region. In the last few years, the United States has engaged or has proposed to engage in negotiations to establish bilateral and regional free trade arrangements with a number of trading partners. The United States has been conducting negotiations with 33 Western Hemispheric countries with a stated goal of forming a Free Trade Area of the Americas (FTAA) by 2005 and with various Asian and Pacific-Rim countries to achieve free trade and investment by 2020. These efforts are of direct interest to Congress. FTAs raise several important policy issues for the second session of 109th Congress as it considers implementing legislation and monitors negotiations as part of its oversight responsibilities, which this report explores and examines.

AIDS in Africa
